On ordinary U.S. FRS and GMRS consumer walkie-talkies, assume that other users may be able to hear transmissions on a shared channel. A “privacy code” does not encrypt or conceal your voice; it filters what your own radio plays through its speaker.
Can someone listen to your walkie-talkie?
Yes, potentially. The Federal Communications Commission describes Personal Radio Services channels as shared among users, rather than assigned exclusively to one person or group. Its 2017 order also describes “listen before talk” etiquette for users sharing those channels. A compatible receiver monitoring the channel may hear a transmission; that does not mean every conversation is being monitored or intercepted.

Despite the name, privacy codes do not make a conversation private. FEMA CERT’s Emergency Communications Participant Manual explains: “Most radios are equipped with a privacy line selector. Despite what the name suggests, these ‘privacy codes’ do not make your conversation private. All a privacy code does is block you from hearing other conversations on that channel.”

In other words, the code affects what your radio lets you hear; it does not reserve the channel or prevent other users from receiving your transmission. The exact controls and behavior can vary by radio model, so consult its manual rather than assuming every set works identically.
Privacy codes may differ between brands
FEMA CERT also warns that “Privacy codes are not standard between different brands of radio.” If a group uses different makes or models, check their manuals and confirm that the radios are configured to communicate with one another. A matching code setting is about compatibility and filtering, not confidentiality.

Why walkie-talkie channels are shared
Shared use is a feature of these radio services, not a private allocation for your group. In a 2017 order, the FCC called shared channels a bedrock principle of the Personal Radio Services and said it would not assign them for the exclusive use of a specific person. Users therefore need to expect other traffic and follow the service’s operating rules and etiquette.

FRS and GMRS are related U.S. services, but their rules and permitted uses are not interchangeable in every respect. The FCC’s 2006 background document describes seven frequencies in the 462 MHz band shared by FRS and GMRS, plus seven additional FRS channels offset in the 467 MHz band. That is historical regulatory background, not a current channel-planning or licensing guide; verify current FCC rules before relying on channel allocations or equipment requirements.

What should you avoid saying over a walkie-talkie?
Do not transmit passwords, personal identifying details, confidential work information, or other sensitive material over an ordinary shared-channel walkie-talkie. That is prudent guidance because the channel is shared and privacy codes do not provide confidentiality—not a claim that every transmission will be heard by someone else.
- Keep messages brief and appropriate for an open channel.
- Use a more suitable, properly secured communication method for sensitive information.
- Follow your radio’s manual and the rules for the service and country where you are transmitting.
Will buying a different walkie-talkie make conversations private?
Not by itself. Choosing another ordinary FRS or GMRS handheld radio does not solve the shared-channel privacy issue, and the FCC and FEMA material cited here does not establish any particular consumer model as private. When choosing radios for a group, compare practical needs such as permitted service and use, coverage in your environment, interoperability, durability, battery life, and ease of operation. None of those features makes a shared-channel transmission confidential.

The FCC’s 2010 notice discussed plain-language rules and concerns about voice scrambling in the rules then under consideration. Because that notice was a proposal, it should not be treated on its own as a current guide to legal requirements. Check current FCC rules before using equipment or features intended to obscure a transmission.
