Are UK Schools Getting Better at Dealing With Cyber Attacks?

Ofqual data points to fewer reported cyber incidents and better immediate recovery among affected schools in England, but risk and readiness gaps remain.

In the latest Ofqual figures, fewer schools in England reported a cyber incident and a greater share of incident-affected schools said they recovered immediately than in the previous academic year. That points to improvement, not immunity: 27% still reported an incident in 2025/2026, and 7% reported critical damage. The figures are reported by ITPro from Ofqual data and apply to schools in England, not every UK nation or every education institution.

How many schools had a cyber incident?

Ofqual data reported by ITPro shows the share of schools reporting an incident fell over three academic years:

Academic year Schools reporting a cyber incident
2023/2024 34%
2024/2025 29%
2025/2026 27%

These figures describe reported incidents, not necessarily every attack that occurred. They should not be treated as a UK-wide rate: the cited Ofqual figures cover schools in England. The figures and their attribution are in ITPro’s report on the Ofqual data.

Can schools recover quickly from an attack?

Among schools affected by incidents, 66% said they could recover immediately in 2025/2026, compared with 55% in 2024/2025. However, the earlier Ofqual release reported 63% immediate recovery in 2023/2024, so the available figures do not show an uninterrupted year-on-year rise. In 2025/2026, 7% of schools reported critical damage. These measures are from Ofqual data reported by ITPro; Ofqual’s earlier release is dated 30 September 2025.

Ofqual’s Executive Director of General Qualifications, Amanda Swann, said: “Cyber attacks can have a devastating impact on students’ academic work.” Recovery is not just an IT issue when disruption can affect access to teaching resources and pupils’ work.

Why survey figures should not be combined

The Ofqual figures above are distinct from the Department for Science, Innovation and Technology and Home Office’s Cyber Security Breaches Survey. The government survey reports findings separately for primary schools, secondary schools, further education (FE) and higher education (HE), rather than providing the same school-only series. It also says the results cover incidents organisations identified and were willing to report, so unrecognised or unreported incidents are not captured. See the survey overview and its education-institutions findings.

The government survey provides a separate view of readiness across education tiers:

  • Senior responsibility: 85% of primary schools and 73% of secondary schools reported that a board member, governor, trustee or senior manager was responsible for cyber security.
  • Patch management: Policies were reported by 45% of primary schools and 62% of secondary schools. The secondary-school figure was 56% in 2024/2025.
  • Continuity and other controls: Findings vary by institution type; FE and HE results describe those sectors, not schools. The government report presents the categories separately rather than establishing a single readiness score for all education providers.

Those are 2025/2026 government-survey findings, not Ofqual incident rates. They show why a falling incident share alone cannot tell a school whether its governance, recovery arrangements or technical controls are adequate.

What should a school do to prepare?

Assign responsibility and practise recovery

Make cyber security ownership explicit at senior or governing-board level, and ensure the people responsible know who makes decisions during an incident. A written continuity and recovery plan is useful only if staff know how to use it; the Department for Education’s technology survey notes that some IT leads were unsure whether their school had a recovery plan.

Keep resilient backups

The Department for Education’s 2024–2025 Technology in Schools Survey describes the NCSC backup pattern as three copies of important data, held across at least two separate devices, with at least one copy offsite. Its findings say 47% of primary schools and 76% of secondary schools kept backups across at least two devices with one copy offsite. A single external drive does not meet the full pattern and cannot by itself guarantee recovery. See the DfE survey report.

Strengthen routine technical controls and staff readiness

Patch-management policies were less commonly reported by primary schools than secondary schools in the government findings, making update processes a practical area to review. Ofqual previously reported teacher cyber security training at 72% in 2024/2025, up from 61% in 2023/2024; training is one part of preparedness, alongside clear reporting routes and tested recovery arrangements. The training figures are from Ofqual’s 30 September 2025 release.
