Yes, some transformers can catch fire, especially liquid-insulated units containing combustible mineral oil. But transformers are not all alike: fire risk depends on the insulating medium, equipment condition, installation and protective design. Dry-type transformers do not contain a pool of insulating liquid, but electrical failures can still ignite nearby materials. CIGRE’s 2013 guide describes the risk as “low but not negligible,” with potentially severe consequences.
Can a transformer catch fire?
Yes. A transformer fire may involve an electrical fault, damage to the tank, burning insulating liquid, or nearby combustible materials. In a liquid-insulated unit, leaked or released oil can feed a fire and, depending on site layout and drainage, help it spread. The fact that a transformer contains oil does not mean it is likely to burn routinely; the risk and consequences depend on the equipment and its surroundings.

There is no current, industry-wide fire rate established by the sources cited here. A historical Nuclear Regulatory Commission account describes seven main-transformer failures at North Anna over 26 months; five led to reactor trips, three involved tank rupture, and two involved fires. One fire spread beyond the transformer bay. That is a specific historical plant sequence, not a general failure rate or a measure of present-day risk across the industry. NRC historical account.

Some transformers are liquid-insulated and use mineral oil, which can burn. Others use different insulating liquids, including certain high-fire-point ester fluids. Dry-type transformers use no liquid insulating pool, though electrical equipment of any type may fail and ignite surrounding materials.

Cargill, the manufacturer of FR3 natural ester fluid, lists a flash point of 330°C and a fire point of 360°C for FR3, compared with 155°C and 165°C respectively for mineral-oil transformer fluid. These are Cargill’s published figures; they describe fluid properties and do not by themselves establish the fire performance of every transformer design or installation. Cargill’s FR3 product information.
A high fire point or “less-flammable” classification is not the same as fireproof. The suitability and safety of a fluid depend on the transformer design, applicable rules, installation and protective measures. The cited evidence does not establish a complete lifecycle or total-risk comparison that would make one fluid or transformer type universally safest.

How are transformer fires prevented or contained?
Protection is engineered for the equipment and site, rather than relying on one universal safeguard. Controls may reduce the chance of a fault, limit exposure to nearby assets, or contain liquid and fire if a failure occurs.
Recommended Free Tools
- Separation: Locate equipment to limit exposure to buildings, neighboring transformers, cables and critical systems.
- Barriers and vaults: Use fire barriers, vaults or other engineered protection where required by the applicable code and risk assessment.
- Liquid containment and drainage: Provide measures to contain leaking liquid and route drainage away from buildings and critical equipment; burning oil and firefighting water can create a spreading hazard.
- Maintenance and planning: Maintain equipment and site-specific operating and emergency procedures through qualified professionals.
These are design and facility-management measures, not do-it-yourself instructions. The NRC’s account discusses fire spread, smoke damage to nearby cables and buses, and oil moving with firefighting water toward drainage; it also describes actions considered in that nuclear-plant context, such as reviewing barriers, drainage, maintenance and procedures. Those examples are not a universal checklist for every transformer site. NRC historical account.

What do the safety rules require?
Requirements vary by jurisdiction, transformer type and voltage, installation conditions, and the code provisions that apply. The cited rules below are examples, not rules for every transformer everywhere.
United States federal OSHA construction rule
OSHA’s construction electrical-safety section says combustible materials, buildings and building parts, fire escapes, and door and window openings must be safeguarded from fires that may originate in oil-insulated transformers attached to or adjacent to a building or combustible material. It also addresses indoor oil-insulated transformers that present a fire hazard to employees, requiring a vault under the provision; the section includes scope conditions and exceptions. 29 CFR §1926.405.

California
California Title 8, §2875 generally addresses indoor oil-insulated transformers in vaults or qualifying separate buildings. It also describes conditions under which certain listed less-flammable, high-fire-point liquid installations may be allowed without a vault in a noncombustible occupancy area of a noncombustible building, including liquid confinement and a fire point of at least 300°C. The provision specifies vault requirements for covered indoor units above 35 kV. These are California-specific conditions, not a nationwide rule. California Title 8, §2875.

A government-hosted text of the Indian Electricity Rules describes precautions for specified substations and oil quantities, including baffle walls, oil soak pits or drainage/removal, measures against fire spread, extinguishing provisions, maintenance to the relevant code of practice, and records. Applicability depends on the particular rule and installation; its thresholds should not be applied elsewhere. Indian Electricity Rules text hosted by the Puducherry government.

For a real installation, the applicable authority and qualified electrical or fire-safety professionals must determine which requirements apply. A rule that covers one location or installation should not be assumed to cover another.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What should you do if a transformer is smoking, arcing, leaking or burning?
Keep well away and do not approach, open, repair or attempt to extinguish it. Treat smoke, arcing, fire or leaking fluid as a high-voltage emergency. Contact emergency services or the utility and leave the response to trained professionals. The safeguards described in engineering and regulatory sources are for qualified personnel and site-specific plans, not public firefighting guidance.
