A publisher-authorized retailer can legitimately sell a Steam key outside Steam. A key from an unverified marketplace seller or an informal trade carries more uncertainty: it may be invalid, already used, region-restricted, or later revoked if it was obtained through fraud. Check the game publisher’s current authorized-seller information and the seller’s refund terms before paying.
What makes a third-party Steam key safer or riskier?
Steam’s rules allow developers to request keys for games and sell them through other stores. That permission makes off-Steam sales possible; it does not mean Steam endorses every store or marketplace seller. Authorization is specific to the game and retailer, so verify the seller with that game’s publisher or developer. Steamworks’ key documentation describes how developers manage keys, while the Steam Subscriber Agreement points buyers with key questions to authorized resellers and says Valve does not make representations or warranties about third-party sites.

- Lower uncertainty: The exact retailer appears on the publisher’s or developer’s authorized-seller information for that game, and its support and refund terms are clear.
- More uncertainty: A marketplace hosts multiple sellers and the listing does not establish that its particular seller is authorized or explain where the key came from.
- High risk: The key is offered through an informal player-to-player trade. Steam says these trades are unsupported and warns that offered keys may be fake, used, for a different game, or region-restricted. See Steam’s recommended trading practices.
A Steam-compatible label, a marketplace listing, or a key that activates successfully is not proof of publisher authorization or legitimate provenance.

Yes. Steam gives developers tools to revoke keys that were stolen or purchased fraudulently. Valve’s documentation also cautions developers not to disable keys that were legitimately sold to customers. Activation confirms that the code worked at that moment; it does not guarantee that the key’s payment history will never be challenged. Steamworks explains key revocation and fraud precautions.

Paradox Interactive says it has asked Steam to disable codes linked to stolen or fake credit-card purchases after learning it had not received payment. Its support article, updated March 17, 2024, says removal can take a few weeks after the original purchase. That is a publisher-specific account, not a measure of how often revocations happen across all games or sellers. Paradox’s third-party key warning advises buyers to be suspicious of offers far below market price. A steep discount is a reason to investigate, not proof on its own that a listing is fraudulent.
How to check a seller before buying
- Check the publisher or developer’s current seller information. Search for the exact retailer and the exact game. Authorization for one game does not establish authorization for another.
- Confirm the product and region. Make sure the listing is for the right game and that the key can be activated in your region. Steam warns that keys offered in informal trades may be for another game or region-restricted.
- Read the refund and support terms. Look for what the seller will do if a code is invalid, already used, region-restricted, or revoked later. Steam directs authorized-reseller key questions to the reseller, so know how to contact that seller.
- Investigate unusually low pricing. Compare the offer with ordinary pricing and check the seller’s authorization and policies. A very low price warrants scrutiny, but price alone cannot establish whether a particular key is legitimate.
- Avoid informal key trades. Steam does not support trading for CD keys and lists several ways those offers can fail, including fake or previously used codes.
What if Steam says the key is invalid?
First check whether the code is actually intended for Steam registration. Steam Support says retail or digital keys intended for Steam should be identified as such on the packaging or in the delivery email. A code not meant for Steam can produce an “Invalid Product Code” error. That message can indicate a compatibility problem; it does not determine whether the seller was authorized or whether a key that did activate could later be revoked. Who handles a problem, and what can you expect?
For keys from authorized resellers, Steam says to contact the reseller with key questions. The seller’s refund policy and support process therefore matter before checkout, especially for problems discovered after activation. Valve’s Subscriber Agreement makes clear that it does not warrant third-party sites; do not assume that Steam will refund or replace a key bought elsewhere. Ask the seller what remedy applies to an invalid, used, region-restricted, or later-revoked key, and keep the order confirmation and correspondence.
