Not as a like-for-like substitute for insured bank cash. A dollar-pegged stablecoin may be useful for specific digital-payment or treasury workflows, but its target price does not guarantee that a business can redeem it for dollars immediately or at par in every circumstance. U.S. law now sets a framework for covered payment stablecoins, but that is not deposit insurance, and key federal implementation rules were still proposed as of October 4, 2026.
What “safe” means for a business reserve
For a cash reserve, safety is more than whether a token usually trades near one dollar. A business needs to know who owes it value, what assets support that obligation, whether the business itself can access redemption, and how it will safeguard and use the tokens. Those are separate questions: strong key controls do not make an issuer solvent, and high-quality reserves do not ensure that a particular holder can redeem through a convenient channel.

The Federal Reserve has cautioned that stablecoins are not backed by deposit insurance and their issuers do not have access to central-bank liquidity. It has also emphasized that reserve quality and liquidity matter to an issuer’s viability, especially under stress. A stablecoin is therefore not a direct claim on the U.S. government simply because it targets the dollar.
What U.S. law does—and does not—establish
The GENIUS Act became law on July 18, 2025. It establishes a federal framework for payment stablecoins, including permitted categories of reserve assets, reserve reporting, and disclosure of redemption policies and procedures. The exact rules applicable to an issuer depend on its status and regulator; the framework does not make every token described as a stablecoin safe or guarantee every holder immediate access to dollars. See 12 U.S.C. chapter 56, Payment Stablecoins.

Implementation was still in progress on October 4, 2026. The Federal Reserve Board requested comment on two proposed rules on September 24, 2026, covering Board-supervised payment stablecoin issuers. The proposals address permitted reserve assets, full backing for covered stablecoins, capital and risk controls, and reserve safekeeping; they are proposals, not final rules.
The FDIC’s April 7, 2026 proposal would set requirements for FDIC-supervised permitted issuers and relevant insured depository institutions. It would generally require redemption within two business days for the issuers it supervises and says reserve deposits would not be insured on a pass-through basis for stablecoin holders. That proposed timing is not a final, universal redemption rule.

Key risks to assess before holding reserve cash in a stablecoin
Reserve and issuer risk
Review what backs the token, the liquidity and concentration of those assets, how often reserve information is disclosed, where the assets are held, and what legal rights the business has to them. Disclosure is useful but does not, by itself, establish that assets are unencumbered, available to token holders, or convertible to cash under every stress scenario. A peg is a target, not proof that cash is accessible whenever the business needs it.

The SEC’s April 4, 2025 statement addressed a defined category of U.S. dollar stablecoins designed for one-for-one redemption and backed by low-risk, readily liquid assets. That category-specific description is not a certification of every issuer, does not establish every user’s redemption rights, and does not make a token an insured deposit.

Redemption access and timing
Find out whether the business can redeem directly with the issuer or must sell through an exchange or another intermediary. Check account eligibility, minimum amounts, fees, business-hour cutoffs, settlement timing, banking rails, and any suspension conditions. Confirm that the actual legal entity holding the tokens—not merely an individual employee or exchange customer—can use the intended route.
Stablecoin networks may operate continuously while the banking and payment infrastructure used to fund issuance or return fiat operates on more limited schedules. The Federal Reserve has identified this mismatch as a potential source of temporary liquidity pressure. A treasury plan should account for weekends, holidays, conversion windows, and service outages rather than assume that on-chain transferability means round-the-clock access to dollars.

Insurance and transfer protections
Do not treat a stablecoin balance as FDIC-insured. The Federal Reserve says stablecoins are not backed by deposit insurance; a token issuer’s banking relationship does not make token holders depositors. The FDIC’s 2026 proposal would not pass through deposit insurance on reserve deposits to stablecoin holders.
Redemption procedures are also different from protection against an erroneous or unauthorized transfer. The Federal Reserve notes that the GENIUS Act does not provide traditional payment-instrument fraud protections for unauthorized transfers. A business should separately evaluate wallet permissions, payment approvals, and what recourse is available if tokens are sent to the wrong address or transferred without authorization.

Custody and operational risk
Custody concerns who can control and transfer the tokens; it does not resolve whether the issuer can redeem them. U.S. law separately addresses custodial or safekeeping services for reserves and private keys (12 U.S.C. § 5909), but a custody arrangement cannot repair weak reserves or guarantee issuer performance.
As prudent internal controls, a business can map who holds keys and who approves transfers; set approval limits and separation of duties; test backup and recovery procedures; review wallet permissions and exchange exposure; plan for incidents; and reconcile token balances and related records. These are operational questions for the business to assess, not a claim that each is a statutory requirement.

The right comparison depends on the specific issuer, product, account, and jurisdiction. The available U.S. framework does not support a universal ranking of stablecoins against deposits, money-market funds, or Treasury bills. Compare the actual legal claim and access terms rather than treating all dollar-denominated assets as interchangeable.

1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems| Option | What the business should establish | Key distinction for this decision |
|---|---|---|
| Payment stablecoin | Issuer and regulator; reserve assets, liquidity, concentration and disclosure; holder eligibility and redemption route; custody and transfer controls. | Not backed by deposit insurance, according to the Federal Reserve. A dollar peg does not by itself guarantee par redemption or immediate fiat access. |
| Bank deposit | Account ownership, applicable deposit-insurance coverage and limits, access terms, and the institution’s role in the business’s payment operations. | Specific coverage and conditions depend on the account and applicable rules; they are not established for a particular business here. |
| Money-market fund | Fund structure, assets, risks, fees, redemption terms, settlement timing, and the business’s eligibility. | Product-specific terms and protections are not stated in the cited U.S. stablecoin sources. |
| Treasury bills | How the business holds them, maturity, sale or redemption route, timing, and any intermediary or account requirements. | Product-specific access and operational terms are not stated in the cited U.S. stablecoin sources. |
A practical review before using one for treasury
- Identify the token and issuer. Confirm that the asset is a payment stablecoin covered by the relevant U.S. framework, identify the responsible issuer and supervisor, and establish which rules are final versus proposed.
- Read the redemption terms. Determine whether the business can redeem directly, the eligibility and minimums, fees, cutoffs, settlement schedule, payment rails, and suspension terms. Do not substitute a secondary-market sale for a redemption right.
- Examine the reserves. Review permitted asset types, liquidity, concentrations, custody arrangements, and disclosure cadence. Ask what the disclosure does not establish about legal access or availability during stress.
- Test operational access. Trace the route from the business’s wallet or custodian to usable bank dollars, including weekends, holidays, intermediary dependencies, and outage scenarios.
- Set custody and payment controls. Define key ownership, transfer approval limits, recovery, segregation of duties, reconciliation, and response to mistaken or unauthorized transfers.
- Apply a jurisdiction-specific review. The legal discussion here is limited to U.S. payment stablecoins under the GENIUS Act. Businesses elsewhere need to examine their local issuer authorization, redemption rights, insurance and custody rules.
For any proposed reserve use, the business should decide whether the token’s redemption route and operational risks fit the specific cash need. A stablecoin may be suitable for a defined payment workflow without being suitable as a general replacement for bank cash reserves.
