For U.S. federal elections, many political donations are public records, but not every contribution appears as an individually named transaction. Federal committees report identifying information for individual donors whose giving exceeds the applicable itemization threshold, and the Federal Election Commission (FEC) publishes those reports and searchable data.
That answer applies only to the federal contests and filing categories covered by the FEC. State and local disclosure systems operate under different rules, while the Internal Revenue Service (IRS) publishes a separate set of filings from Section 527 political organizations. Public access also does not give anyone unlimited permission to sell or use individual donor information for solicitation or commercial purposes.

What “public record” means for a political donation
A donation can be legally reportable without appearing as a standalone, named line in a public database. Federal committees distinguish between itemized receipts, where donor details are listed, and receipts that may be reported only in aggregate. The key federal rule for individual contributors is whether the person’s giving exceeds the applicable threshold during the reporting period.

For federal candidate committees, an individual’s contributions are itemized when the person gives more than $200 during an election cycle. “More than $200” is not the same as “$200 or more.” The committee must report the donor’s identifying information once the person’s giving crosses that level under the applicable reporting rules.

For political action committees (PACs) and party committees, the comparable period is the calendar year, rather than a candidate’s election cycle. The period matters because a donor can remain below the threshold in one period and cross it in another.
What information is disclosed
For an itemized federal individual contribution, the FEC says the committee must list the donor’s:
- Full name
- Address
- Occupation
- Employer
Those fields appear in the committee’s filed report and are made available through the FEC’s public systems. A record is a disclosure filed by a committee; it is not an independent finding by the FEC that the donation was accurate or that no later amendment will be submitted.

The FEC’s Campaign finance data interface is the main starting point for federal donation research. It supports searches for federal candidates and committees by name or identification number, searches for an individual contributor name, browsing of receipts and filings, and access to bulk data.
The FEC’s candidate research guidance also points users to several related record types: itemized lists of individual contributions, campaign financial summaries, filed reports, enforcement actions, audits, and advisory opinions. These records answer different questions. A receipt search can show money reported by a committee; an enforcement or audit record can show later agency action; a summary report can provide totals without listing every underlying transaction.

How quickly records become visible
The FEC says reports are publicly available, including on its website, within 48 hours of receipt. That is a publication target for a report the agency has received, not a promise that a contribution will appear immediately after a donor gives money. Committees file on schedules, and a transaction generally becomes searchable when the relevant report is filed and processed.
Why search results can change
Committees may submit amended reports. An amendment can add, correct, or revise a transaction, so the database result you see today may differ from an earlier search. The original report remains part of the public record even when an amended filing is posted. If your own identifying information is wrong, the FEC advises contacting the filing committee; the committee is responsible for submitting the correction.
How do I look up political donations?
Use the FEC for federal presidential, vice-presidential, Senate, and House contests. The following workflow keeps the search tied to the right committee and filing period.
- Open the FEC data interface. Go to Campaign finance data.
- Choose the type of search. Search for a candidate, a committee, or an Individual contributor name. Searching the recipient committee first is useful when a candidate has more than one committee or when a party committee handled the receipt.
- Confirm the jurisdiction and committee. Check that the result is a federal committee connected with the contest you mean. A similarly named state committee will not be covered by the FEC’s federal filings.
- Open receipts or individual-contribution results. Review the filing period, transaction date, amount, donor name, and the other itemized fields shown for that record. A summary page may show totals rather than named transactions.
- Inspect the underlying report. Open the committee’s filed report to see the context for a transaction, including other receipts and any amended filing associated with the report.
- Use bulk data when repeating the work. The FEC provides bulk-data access for users who need to analyze larger sets of federal filings instead of conducting one web search at a time.
- Record the retrieval date. Because committees can file amendments, note when you searched and recheck the committee’s filings if the information is important to a story, compliance review, or personal correction.
For a broader candidate review, the FEC’s Candidates: How to research public records checklist identifies the major categories to examine beyond contributions.
Why a donation may not appear as a named transaction
The gift is below the itemization threshold
Small individual contributions may be included in a committee’s reported totals without being displayed as a separately named transaction. The absence of a donor’s name from an itemized search therefore does not prove that the person gave nothing; it may mean the giving did not exceed the applicable reporting threshold or was reported in another category.

The committee or reporting period is different
A donor’s cumulative amount is evaluated over the period that applies to the recipient. Candidate committees use an election-cycle period for the federal itemization rule, while PACs and party committees use a calendar-year period. A search limited to one report, quarter, or committee can miss other filings that belong to the same reporting period.

Political spending can involve candidate committees, PACs, party committees, and Section 527 organizations. A contribution reported by one organization will not necessarily appear in another organization’s receipts. Identify the legal committee that filed the receipt before drawing conclusions from a search.
The report was amended
An amended filing can change the amount, donor details, or coding of a transaction. Check the committee’s filing history when a result appears inconsistent, and distinguish the current amended data from the original report that remains available.
Federal, state, and local records are separate systems
The FEC administers federal campaign-finance law for campaigns for President, Vice President, U.S. Senate, and U.S. House. It does not administer state or local campaign-finance laws. A donation to a governor, mayor, state legislative candidate, county committee, or city ballot campaign must be researched through the responsible state or local disclosure authority.
The FEC’s Combined Federal/State Disclosure and Election Directory helps locate those offices. The directory warns that jurisdictions differ in reporting levels, filing frequency, and the contents of their reports. There is no single nationwide state threshold or uniform state search experience.

| Record system | What it covers | What to verify before relying on a result |
|---|---|---|
| FEC | Federal candidate and committee filings for presidential, vice-presidential, Senate, and House elections | Committee identity, filing period, whether the result is itemized or summarized, and whether an amendment exists |
| State election authority | State candidates, parties, PACs, and state ballot activity, subject to that state’s law | State-specific thresholds, reporting calendar, searchable fields, retention period, and correction process |
| Local election authority | City, county, district, or other local contests where a local office administers disclosure | Which office has jurisdiction and whether records are online, downloadable, or available only by request |
| IRS political-organization database | Specified filings from Section 527 political organizations | Form type, organization status, filing date, and whether the organization also files with the FEC or a state authority |
Do not treat an FEC search as a complete database of all political donations in the United States. The election level and the agency that received the filing determine what can be found.
When the IRS database is relevant
The IRS maintains a separate Political organization filing and disclosure page. Its search and download tools cover Forms 8871, 8872, and 990 filed by Section 527 political organizations.
The IRS describes the database as containing all electronic filings and paper filings back to January 2012. That historical coverage applies to the filing categories in the IRS system; it does not turn the database into a replacement for FEC candidate and committee records or for state election filings.
Use the IRS source when your question concerns a Section 527 organization’s required IRS filing. If the organization files with the FEC or a state election authority, follow the IRS direction to those agencies for the corresponding campaign-finance records.
Comparing donor databases before you search
Different systems can all be “public” while exposing different slices of political activity. Compare them on these practical dimensions:
Best Value
| Comparison point | Why it matters |
|---|---|
| Jurisdiction | Federal, state, local, or IRS Section 527 filings determine which organizations and elections are included. |
| Filing category | A receipt report, an organizational notice, an annual return, an audit, and an enforcement record answer different questions. |
| Searchable fields | The FEC supports candidate or committee searches and an individual contributor-name search; another authority may expose different fields. |
| Historical coverage | Check the earliest filing date and whether older records are online, downloadable, or available only from the agency. |
| Update timing | Records appear after filing and processing; amendments can change the current database view. |
| Level of detail | Itemized records identify transactions, while summaries provide totals without naming every contributor. |
Public access does not mean unrestricted use
Federal donor data is published for transparency, but the FEC says the Federal Election Campaign Act and its regulations restrict how individual contributor information may be used. The agency’s guidance states:
“To protect the privacy of individual contributors, the Act prohibits the sale or use of any information about those donors, including their names and addresses, for the purpose of soliciting contributions or for commercial purposes.”
The statement comes from the FEC’s guidance, Sale or use of contributor information, published November 2, 2018. The restriction concerns information about individual contributors. The FEC says names of political committees may be compiled and sold, which is a different category from individual donor data.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWhat this means in practice
Finding a donor’s name in a federal report does not create a general-purpose marketing list. Using names, addresses, or related individual information to solicit contributions or for a commercial purpose can trigger the federal restrictions described by the FEC. The agency lists advisory opinions addressing permissible and impermissible situations, including issues involving research, websites, and solicitation.
The legality of a proposed use depends on its facts, purpose, and current law. Do not assume that labeling a project “research” or placing a public record behind a search form automatically makes every reuse lawful. For a specific plan, obtain advice from qualified counsel and review the current FEC guidance.
How corrections and amendments affect what you see
If a donor’s occupation, employer, address, name, or amount is wrong, the practical correction path starts with the committee that filed the report. Contact that committee and provide enough detail for it to identify the transaction. If the committee files an amendment, the FEC database may update to reflect the corrected data.
The existence of an amendment does not erase the original filing. When citing a record, preserve the committee, report type, filing date, transaction date, and amendment status so another reader can reproduce the search and understand why two versions differ.

Examples of how to interpret a search
- A donor gives a small amount to a congressional campaign. The committee may include the money in reported receipts without displaying the donor as an itemized individual transaction if the donor’s giving does not exceed the federal threshold for the applicable period.
- A donor’s cumulative giving crosses the threshold during the campaign’s election-cycle period. The committee’s itemized report should contain the identifying fields required for that reportable individual contribution, subject to the committee’s filing and any later amendment.
- You search for a city-council contribution on the FEC website. A missing result is expected if the transaction belongs to a local filing system. Use the appropriate state or local authority identified through the FEC directory instead.
- You are investigating a political organization that is not a federal candidate committee. Check whether it is a Section 527 organization with IRS filings, then examine the FEC or state authority if it also files campaign-finance reports there.
Limits to keep in mind
- Public databases show filed information, not every financial transaction in real time.
- “Not found” can mean below-threshold reporting, a different committee, a different jurisdiction, an unprocessed filing, or an amended record.
- Federal records do not cover all nonprofit activity, all political spending, or all state and local campaigns.
- Thresholds, report contents, and filing schedules outside the federal system must be confirmed with the responsible jurisdiction.
- Individual donor information remains subject to federal restrictions on sale, solicitation, and commercial use even when the record is easy to download.
Bottom line
Political donations are public records in a qualified sense. Federal committees disclose itemized individual donor information when giving exceeds the applicable period threshold, and the FEC makes those reports searchable. Smaller gifts may appear only in totals, state and local donations belong to separate disclosure systems, and Section 527 filings may be found through the IRS. Treat every result as a filed record that can be amended, verify the responsible jurisdiction, and do not reuse individual donor information for solicitation or commercial purposes merely because it is publicly accessible.
