It does not automatically replace an original, certified copy, or required signature. Uploading a file also does not necessarily mean it has been accepted or added to the official record.
When can you use a phone scan?
A phone-created image or PDF can be suitable when the recipient permits electronic submissions for that document and the file meets the rules for the specific form, case, or transaction. Those rules may cover file type, size, image quality, signatures, notarization, translations, or whether an original or certified copy is required.

There is no universal standard for every government agency or court. For example, U.S. federal immigration filing guidance describes accepted phone-compatible file formats in particular EOIR systems, while USCIS guidance allows legible photocopies in some submissions but says an original may be requested. Federal court filing procedures also vary by court. These examples do not establish rules for state or local agencies, foreign institutions, banks, schools, employers, or every government form.

What the official examples show
| Recipient or system | What its guidance says | What that means for a phone scan |
|---|---|---|
| EOIR Respondent Access Portal | The Executive Office for Immigration Review lists PDF, PDF/A, JPG, and JPEG uploads up to 25 MB. It recommends black-and-white or grayscale files where possible to reduce size. The portal sends a notice stating whether a document was accepted or rejected. The guidance date is not stated on the result page. EOIR Respondent Access Portal FAQ | A phone can create a file type this portal accepts, but the document must still meet applicable form and signature instructions and receive an acceptance notice. |
| EOIR ECAS for attorneys and accredited representatives | EOIR specifies PDF/PDF-A, JPG, and JPEG, a maximum file size of 25 MB, and at least 300 DPI resolution. It recommends grayscale where feasible. The date is not stated on the page. EOIR ECAS information | These are requirements for the identified EOIR system and user group, not general scanning standards for other authorities. |
| EOIR immigration courts and Board of Immigration Appeals | The Immigration Court Practice Manual discusses filing, receipt, electronic notifications, and watermarked electronic copies; its general guidance distinguishes an upload from inclusion in the official electronic record. The BIA advises clear, legible reproductions, often recommends copies of supporting documents, and advises keeping originals in case they are requested. Immigration Court Practice Manual BIA Practice Manual, Documents | Keep a copy and monitor the filing status. A successful upload alone may not establish that a document is part of the official record. |
| USCIS | USCIS says it may request an original document for review. Its paper-filing recommendations say to submit legible photocopies unless form instructions or regulations say otherwise. USCIS Policy Manual: Evidence USCIS tips for filing forms by mail | A copy may be enough for initial submission in some situations, but check the precise form instructions and any request notice, and retain the original. |
| Federal courts using CM/ECF | The U.S. Courts’ CM/ECF FAQ says filing access and logins are administered by each court. U.S. Courts: CM/ECF FAQ | Check the local court’s rules and any case order; a PDF that can be uploaded is not necessarily a permitted filing. |
How to check whether your scan will be accepted
- Identify the recipient and submission channel. Confirm the specific agency, court, office, form, case, or transaction, and whether you are submitting through a portal, by email, or on paper.
- Read the current instructions for that exact submission. Look for requirements about originals, certified copies, signatures, notarization, translations, and permitted electronic formats. Follow form-specific directions even when the portal accepts the file type.
- Make a complete, legible scan. Capture every page and both sides when relevant. Keep pages square and in focus, with even lighting and no glare, fingers, or cut-off text. These are practical quality checks, not a universal technical specification.
- Check the file against the recipient’s technical limits. Confirm format, maximum size, and resolution if specified. EOIR’s 300 DPI minimum and 25 MB limits apply to the systems described above; do not assume another recipient uses them.
- Inspect the finished file before submitting. Open it and check each page at readable zoom for missing pages, clipped edges, blurred details, or unreadable text.
- Keep the original and submitted copy. Some authorities may later ask to inspect an original, and the EOIR materials advise retaining documents that may be requested.
- Save the confirmation and check the result. Keep the receipt or submission record, then look for an acceptance, rejection, or other status from the receiving portal. Follow any rejection notice rather than treating the upload itself as proof of acceptance.
Do you need to bring or send the original?
Not necessarily, but a scan does not cancel an instruction to provide an original or certified copy. USCIS says it may request an original, and EOIR guidance emphasizes that signature instructions still apply. If the form, agency notice, court rule, or case order asks for an original, follow that direction. If it permits a copy, retain the source document in case it is requested later.

What if the portal accepts the file?
Acceptance is specific to the receiving system and filing. Keep the portal’s confirmation and check whether the status means only that the file uploaded or that it was accepted or included in the official record. EOIR’s guidance distinguishes these stages; do not assume the same status labels or process apply elsewhere. If the portal rejects the file, use the stated reason and the recipient’s instructions to correct it or choose an allowed submission method.
