Are Paper Coffee Cups Safer Than Plastic-Lined Cups?

Paper-bodied cups can have plastic linings. Here’s what migration studies and the U.S. PFAS action establish—and what they do not.

Not necessarily. “Paper cup” describes the cup’s body, not always the surface touching your drink: many disposable paper cups have a plastic liner, often polyethylene. Studies can measure substances or particles released under laboratory conditions, but those measurements alone do not show that ordinary coffee use causes harm. The useful comparison is between the specific cup materials, their intended use and the rules that apply where you live.

What “paper cup” and “plastic-lined cup” mean

A disposable paper cup often combines a paper body with a thin barrier to keep liquid from soaking through. That barrier may be plastic, including polyethylene. So “paper” and “plastic-lined” are not necessarily separate categories: a paper-bodied cup can also be plastic-lined.

Other single-use cups may be made from plastics such as polypropylene or polystyrene. Reusable options include steel and polypropylene mugs. The cup’s main material alone does not establish what touches the drink, whether the product is intended for hot beverages, or how it performs under particular conditions.

What studies show about migration

Food-contact materials can transfer chemicals or particles into food and drink. The extent of transfer depends on the material and the conditions of use, including temperature and contact time. The European Food Safety Authority (EFSA) describes chemical migration and toxicological data as part of its assessment of food-contact materials. Its framework overview, last reviewed 8 January 2026, says EU rules require that potential chemical transfer not raise safety concerns, unacceptably change food composition, or adversely affect quality. That framework is not proof that every cup in every market has undergone identical testing. EFSA: Food contact materials

Laboratory findings are not the same as health outcomes

A 2021 study in the Journal of Hazardous Materials exposed disposable paper cups to hot water at 85–90°C. The abstract reports release of microplastics and other findings; four of the five tested cups had an HDPE-grade plastic lining. The researchers also reported approximately 25,000 micron-sized particles in 100 mL of hot water after 15 minutes. These results describe a limited set of products under laboratory conditions. They do not establish that four-fifths of paper cups have that lining, quantify a typical coffee drinker’s exposure, or demonstrate illness from customary use. 2021 paper-cup study, Journal of Hazardous Materials

A separate 2024 study tested polypropylene, polystyrene, expanded polystyrene and polyethylene-coated paper cups with water at 4°C, 50°C and 80°C, over exposure intervals from 0 to 20 minutes. It reported 126–1,420 particles per litre across its test conditions. The highest measurement was in polypropylene at 50°C for 20 minutes; the lowest was in a PE-coated paper cup at 4°C at 0 minutes. Those are controlled measurements from selected products, not a ranking of health safety or an estimate of what people ingest during ordinary coffee use. 2024 study, “Microplastic Release from Single-Use Plastic Beverage Cups”

What the U.S. PFAS action does—and does not—say

PFAS concerns about paper food packaging require a distinction between grease-proofing treatments and a cup’s liquid barrier. The U.S. Food and Drug Administration (FDA) says manufacturers stopped selling PFAS-containing grease-proofing agents for food-contact paper and paperboard in February 2024. In January 2025, FDA said 35 related food-contact notifications were no longer effective because the uses had been abandoned. FDA’s stated historical safety concern focused on potential migration from those grease-proofers.

This U.S. action is not a finding that every paper cup is PFAS-free. It concerns specified grease-proofing uses on paper and paperboard, not every cup lining or food-contact substance, and does not establish the status of products in other countries. FDA also cautions that detecting a substance does not by itself establish a concerning exposure: sensitive methods may find impurities or contaminants, and total-fluorine testing alone cannot distinguish PFAS from other fluorinated substances. “The extent to which food contact substances, including those that contain PFAS, migrate to food depends on the authorized and intended use, molecular structure of the substance, how the final product is manufactured.”

— U.S. Food and Drug Administration

How to choose a cup for hot coffee

  • Check the intended use. Choose a cup specifically intended for hot beverages and follow the manufacturer’s directions.
  • Look beyond the body material. If you need to know what contacts the drink, seek product-specific information about the lining or inner surface. Do not assume “paper,” “compostable” or “plastic-free” establishes a particular material or safety property.
  • Separate PFAS from plastic-lining questions. The FDA action described above concerns PFAS grease-proofers used on paper and paperboard; it is not a blanket statement about all liners or cups.
  • Use a reusable mug if it fits your routine. Reuse can reduce reliance on disposable cups, but it does not prove that one reusable material is categorically safer in every respect.

Regulatory requirements differ by jurisdiction. EFSA’s overview describes the EU framework, while FDA’s PFAS page describes the U.S. status of particular food-contact uses. Neither should be read as product-specific certification for an individual cup.

Environmental impact is a separate comparison

Lifecycle assessments compare resource use and waste impacts; they do not determine which cup is safest to drink from. A 2014 assessment of polystyrene, PLA and bioplastic-lined paper cups found no material consistently best or worst across its modelling choices and no preferred waste-treatment option. 2014 comparative lifecycle assessment of beverage cups

A 2024 lifecycle assessment comparing disposable cups with reusable polypropylene and steel cups found that, under its default assumptions, reusable cups had the smallest burdens across most impact categories when reused at least 54 times. That threshold is conditional on the study’s model; it is neither a universal break-even point nor a health-safety result. Local washing, reuse habits and disposal routes matter to real-world outcomes. 2024 lifecycle assessment of disposable and reusable cups
