Sometimes—but “Microsoft AI voice” is not a single commercial-use license. The answer depends on whether you use a prebuilt voice, a custom neural voice, a personal voice, or a preview feature; on the applicable Azure terms and any Microsoft approval; and on your rights to the voice and source material. Custom-voice deployments also have Microsoft disclosure requirements, while laws such as the EU AI Act can impose separate obligations.
What “safe for commercial use” means here
Commercial use may be permitted, but that does not amount to universal legal clearance for every project or output. Microsoft’s service terms govern use of Azure AI Speech and Foundry features. Separate questions include permission from the person whose voice is modeled, rights in scripts and other inputs, and disclosure duties in the places where listeners encounter the audio.

Before committing to a production use, identify the exact voice feature and confirm its applicable terms, access status, and approved use case. Then check talent permission, input-content rights, and the disclosure rules for the intended deployment.

| Feature | Access and use conditions | What to verify for commercial deployment |
|---|---|---|
| Prebuilt neural voice | Microsoft says customers may use prebuilt neural voices for additional use cases without registration or pre-approval, provided those uses comply with applicable Azure terms, the Acceptable Use Policy, and the Azure Speech text-to-speech Code of Conduct. | Confirm the applicable service terms and policies, and separately clear rights in the input content and any other relevant material. |
| Custom neural voice | Access is limited and requires registration. Microsoft restricts each custom voice to the use case or cases selected by the customer and approved by Microsoft. Microsoft lists examples of categories such as education and interactive learning, entertainment, dubbing, and business content; those examples do not approve a particular project automatically. | Confirm registration and approval for the intended use case, meet talent-consent requirements, and satisfy custom-voice deployment disclosures. |
| Personal voice | Microsoft describes this as a Limited Access feature requiring registration and approval for business API access. Each voice requires explicit consent and a recorded statement acknowledging its creation and use. | Verify business API access and retain the required consent evidence before use. |
| Custom neural voice lite preview | Microsoft describes lite as a preview for demonstration and evaluation. Broader deployment of a resulting model requires applying for and receiving full custom neural voice access. | Do not treat demo or evaluation access as production permission; obtain full access before broader deployment. |
These distinctions come from Microsoft’s Limited Access – Foundry Tools documentation and its custom-voice transparency information. A feature being available in a product interface does not, by itself, establish permission for every business use.

What custom-voice consent requires
For custom neural voice, Microsoft says customers must warrant that they obtained explicit written permission from voice talent before creating a model and must share Microsoft’s disclosure for voice and avatar talent with the talent in advance. The custom-voice workflow also requires a recorded consent statement before training begins. Microsoft’s FAQ says customers do not have to send the written permission back to Microsoft, but they must obtain it and upload the recorded statement.
The permission should be informed: Microsoft’s talent disclosure is intended to explain how text-to-speech works and how the resulting model may be used. Do not assume that an employee, actor, or other speaker’s participation in a recording session alone establishes the specific permission Microsoft requires.

Keep an auditable rights record
As a practical compliance measure, retain the written grant and recorded consent, document the permitted use cases and channels, and keep evidence of Microsoft’s approval where required. Also record any duration, compensation, content restrictions, and post-term use agreed with the talent. These recordkeeping steps are prudent ways to demonstrate compliance; they are not a separate Microsoft guarantee.
Consent to the voice model does not clear every input
Microsoft’s text-to-speech privacy documentation places responsibility on the customer to obtain the licenses, permissions, or other rights needed for input content and to comply with applicable legal requirements. Consent to create a voice model therefore does not automatically clear a script, song, character, endorsement, advertisement, or later context in which generated audio is used.

Microsoft says customers maintain exclusive usage rights to their custom neural voice model, while Microsoft may retain a copy as necessary to protect Foundry Tools’ security and integrity. Microsoft also says it does not actively monitor or moderate audio generated with custom voices; customers remain responsible for applicable law and their agreements with voice talent. Treat those statements as allocation of responsibilities within the service relationship, not as a warranty that an output is lawful or cleared for a particular campaign.
When must listeners be told the voice is synthetic?
Microsoft’s requirement for custom-voice deployment
Microsoft requires deployment of each custom voice model to disclose the synthetic nature of the service to users and to support a feedback channel for reports and issues. This is a Microsoft service requirement for custom voice deployment; it should not be generalized into a claim that Microsoft imposes the same disclosure rule on every use of every prebuilt voice.

EU AI Act duties depend on role and context
Article 50 of Regulation (EU) 2024/1689 separates provider duties from deployer duties. Providers of covered systems that generate synthetic audio and other content must ensure outputs are marked in a machine-readable format and detectable as artificially generated or manipulated, subject to the provision’s qualifications. Deployers must disclose generated or manipulated audio, image, or video when it constitutes a deepfake. The Act defines a deepfake as AI-generated or manipulated image, audio, or video that resembles existing persons, objects, places, entities, or events and would falsely appear authentic or truthful.
For evidently artistic, creative, satirical, fictional, or analogous works, Article 50(4) limits the disclosure to an appropriate notice that the content exists as generated or manipulated, in a way that does not hamper the work. The rule is not a blanket requirement to label every synthetic voice in the same way; whether it applies depends on the content and the relevant role.

- Blue VO!CE software: Elevate your streamings and recordings with clear broadcast vocal sound and entertain your audience with enhanced effects, advanced modulation and HD audio samples
- Four pickup patterns: Flexible cardioid, omni, bidirectional, and stereo pickup patterns allow you to record in ways that would normally require multiple mics, for vocals, instruments and podcasts
- Onboard audio controls: Headphone volume, pattern selection, instant mute, and mic gain put you in charge of every level of the audio recording and streaming process
- Positionable design: Pivot the mic in relation to the sound source to optimize your sound quality thanks to the adjustable desktop stand and track your voice in real time with no-latency monitoring
The consolidated EU text gives providers of covered synthetic-content systems placed on the market before 2 August 2026 until 2 December 2026 to take necessary steps to comply with Article 50(2)’s marking duty. That is a provider-side transition date for the marking requirement. It does not eliminate the separate deployer analysis or duties under other laws.

- Identify the feature. Record whether the project uses a prebuilt neural voice, custom neural voice, personal voice, or custom neural voice lite preview.
- Confirm service permission. Review the applicable Azure subscription terms, Acceptable Use Policy, and text-to-speech Code of Conduct. For limited-access features, confirm registration and business access; for custom voice, confirm Microsoft’s approval covers the actual use case.
- Clear the voice and inputs. For a modeled person’s voice, obtain the required written permission and recorded consent before model creation. Separately check rights in scripts, music, characters, claims, and other source materials.
- Map disclosure duties. Apply Microsoft’s custom-voice deployment disclosure and feedback-channel requirement where relevant. Separately assess the law in each country where the audio will be used or heard, including whether EU AI Act deepfake or machine-readable marking provisions apply.
- Keep evidence and control access. Store approvals, consent records, input-rights documentation, deployment disclosures, and the identity of the voice model and output users so the organization can show how it met its obligations.
What this does—and does not—establish
Microsoft’s published documentation provides meaningful conditions for using its speech features, including specific consent and use-case controls for custom voice. It does not decide whether a particular model, talent agreement, script, product claim, or campaign is cleared under every applicable contract or law. For an actual launch, assess the precise feature, deployment, audience, and jurisdictions rather than relying on a general label such as “Microsoft AI voice.”
