Are Free-to-Play Steam RPGs Really Free? Microtransactions and DLC Explained

A free-to-play label means you can start without a base-game price. Check each RPG’s Steam listing and terms to see which modes, features, and items cost extra.

Free-to-play means you can start a game without paying a base-game price—not that every mode, feature, item, or add-on is free. What you can access without paying depends on the individual RPG. Check its Steam store page and DLC list to see what the free version includes, what costs extra, and whether a paid feature is one you actually want.

What “free-to-play” does—and does not—promise

The label describes the entry price: you can begin without buying the base game. It does not establish that every part of the experience is available at no cost. A game may have optional purchases, paid downloadable content (DLC), or features available only through an upgrade. The specific offer is game-dependent; Steam’s platform terms do not define the free tier for every title.

Steam’s Subscriber Agreement says content and services are licensed, not sold, and that subscriptions grant access to particular content and services. Specific subscriptions may have additional terms. Steam Wallet funds can be used for in-game orders where those transactions are enabled. These platform-level terms help explain how a free-to-start game can also offer paid content, but the game’s own listing tells you what is included.

How to check what a specific RPG costs

Before installing—or spending—compare the free offer with the content and features that matter to you:

  1. Read the store description. Identify what the listing expressly says the free version includes and whether it mentions restrictions.
  2. Open the game’s DLC and add-on list. Check whether a paid upgrade or DLC unlocks a mode, character slots, trading, storage, or another feature you want.
  3. Look for in-game purchases and verify their effects. If the listing or game terms mention currency or items, determine whether they are cosmetic, affect convenience or progression, or influence competition. Do not assume the effect from the existence of a purchase alone.
  4. Check applicable terms and costs outside the game price. Review any additional game subscription terms and account requirements. Remember that internet and other connection fees are separate from the game’s price.
  5. Recheck the live listing before buying. Prices, offers, and listed content can change; note the date and region if you are comparing prices.

A purchase may be optional in general but functionally necessary for a particular player. For example, if the mode you want is behind a paid upgrade, that upgrade is part of the cost of accessing your preferred experience.

Example: Dark and Darker’s free version and upgrade

Dark and Darker’s Steam listing illustrates why the label alone is not enough. At the time captured in the listing used for this example, Steam marked the game “Free To Play.” The description said the free version had limits and that purchasing Legendary Status DLC could unlock the full experience. The listing associated the full version with features including High-Roller mode, marketplace access, additional character slots, and Shared Stash.

In-game currency, virtual items, and ownership

Currency and virtual items are digital content within a particular game. Steam allows Wallet funds to be used for in-game orders where enabled, but that does not make virtual goods cash-equivalent property. Whether an item can be transferred, refunded, or redeemed depends on the applicable game and platform terms; there is no universal guarantee that it can.

Valve’s agreement also states that content and services are “licensed, not sold.” That is a platform-level term, not a complete account of consumer rights in every country or of every game’s terms. For a particular purchase, check the current Steam policies and any additional terms for that game. This is not legal advice.

Costs beyond the listed game price

Even a free subscription can involve costs outside the game itself. Valve’s agreement says users remain responsible for internet service, telephone, and other connection fees incurred when using Steam, even when Valve offers a free subscription. Your actual connection costs depend on your service and circumstances.

Are Steam RPG microtransactions usually pay-to-win?

The available evidence here does not establish that Steam RPGs are generally pay-to-win, nor does it establish a typical monthly spending amount. Monetization, prices, and the effect of purchases vary by game, and listings can change. Judge the specific game’s purchase terms and the effect of its items or upgrades rather than applying a blanket verdict to free-to-play RPGs.
