Sometimes, but “free” does not tell you whether a proxy is safe. A proxy sits between your device and a destination, so its operator may learn which sites you connect to and may be able to read traffic that is not protected by HTTPS. HTTPS helps protect the contents of a web connection; it does not verify the proxy operator’s privacy practices or hide every connection detail from them.
For ordinary browsing, use current software and HTTPS rather than assuming an unknown proxy adds protection. Choose an alternative based on your goal: a VPN shifts trust to its provider, while Tor Browser routes its own browser traffic through multiple relays but has important limits.

What a free proxy can—and cannot—tell you
“Free proxy” can mean a web proxy, a browser extension, an app configured to use a proxy, or another service that routes traffic through an intermediary. Those arrangements are not identical, and there is no reliable official statistic establishing what percentage of free proxies log, alter, or expose traffic.
A simple proxy operator is in a position to observe your connection and browsing destinations. If a connection is not protected by end-to-end HTTPS, the operator may also be able to see its contents. The Tor Project warns that a simple proxy creates a single point of trust: the provider may know both who you are and what you browse. What HTTPS protects when you use a proxy
When configured correctly, HTTPS encrypts communication between your browser and an HTTPS website. This helps prevent a proxy or someone on a local network from reading page contents and information you submit. It does not certify the proxy provider’s logging policy, business practices, or software behavior; the proxy may still handle the connection and see some metadata, such as destination information.
For sensitive activity, check that the address begins with HTTPS and that the site name is the one you intended to visit. The Tor Project also advises checking the site’s identity, not just the presence of encryption. Tor’s overview of privacy protections and their limits

HTTPS is also why a free proxy is not automatically a safer choice for public Wi-Fi. The FTC says that, because encryption is widespread, connecting through public Wi-Fi is usually safe; look for HTTPS when visiting websites. FTC public Wi-Fi guidance

Some free apps may route other people’s traffic through your device
A residential proxy makes traffic appear to come from another person’s or organization’s internet connection. In a March 12, 2026 alert, the FBI described ways devices can be drawn into residential proxy networks, including SDK partnerships inside apps and free VPN applications with hidden terms of service. The FBI advises caution before downloading free VPN apps and warns against untrusted pop-up downloads. This is a documented risk pathway, not evidence that every free VPN or proxy app participates. The 911 S5 case was a specific operation, not an industry-wide rate
In its May 29, 2024 advisory about the 911 S5 residential proxy service, the FBI reported over 19 million compromised IP addresses in over 190 countries and confirmed victim losses in the billions of dollars. Choose based on the protection you actually need
- For safer web browsing: Use HTTPS, keep your browser and operating system current, and do not assume a proxy improves security.
- To change the apparent IP for one connection: A proxy may do that, but it introduces an operator you must trust. Check who runs it and what its privacy terms say; a claim of “no logs” is not independently verified just because it appears in an app or on a website.
- To route broader device traffic: A VPN may cover more than a browser proxy, depending on the app and its settings. You still have to trust the VPN provider, and the FTC’s warning about information-sharing and third-party routing is relevant when evaluating an app.
- To reduce reliance on a single intermediary for browser traffic: Tor Browser uses multiple relays, but it is not a guarantee of anonymity and does not automatically route unrelated applications through Tor. Follow the Tor Project’s safety guidance, including avoiding torrents and browser plugins.
These tools have different trust models. Combining a VPN and Tor casually does not automatically improve safety; select a tool for the specific traffic and threat you are concerned about.
