Are AI Chatbots Safe for Sensitive Personal Information?

General-purpose AI chatbots are not automatically safe for sensitive personal information. Evaluate the provider and account, minimize data, understand retention and deletion, and use approved protections before sharing.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Not by default. Treat anything typed or uploaded to a general-purpose AI chatbot as information that may be stored, reviewed, shared with service providers, or used to improve a service unless the provider’s current terms and your account settings clearly say otherwise. If disclosure could cause serious harm, use an explicitly approved service and workspace—or do not submit the information.

What “safe” means for a chatbot

Chatbot safety is not a property of artificial intelligence as a category. It depends on the specific provider, product, account type, settings, geography and organizational rules. A consumer account, a managed business workspace and an API service can have different data practices even when they use related models.

For this question, sensitive information includes more than a name and address. It can include:

  • Health conditions, diagnoses, treatment details, genetic information or insurance data.
  • Passwords, authentication codes, recovery answers, identity documents and account numbers.
  • Banking, tax, salary, debt, payment-card or other financial facts.
  • Private correspondence, intimate details, legal matters and information about children.
  • Confidential business plans, source code, customer records, internal reports or trade secrets.

The harm is not limited to a public breach. Retention in a provider’s systems, access by a support or safety team, disclosure to a subcontractor, exposure through a shared link, or access by a workplace administrator can all matter. The FTC’s Office of Technology put the legal baseline plainly in January 2024: “There is no AI exemption from the laws on the books.” Providers still have to honor the privacy and confidentiality commitments they make.

The six questions that determine risk

Compare a chatbot and the account you plan to use on these dimensions before entering sensitive material.

Question What to verify Why it matters
What is the purpose? Look for service delivery, safety review, personalization, analytics, advertising or model improvement in the privacy policy and terms. A provider may use data for several purposes, not only generating your answer.
Can prompts or files improve models? Check whether conversations, feedback and uploads are eligible for training or service improvement, and whether an opt-out exists. An opt-out may apply only to new interactions; it may not change data already saved.
How long is it retained? Find retention periods and exceptions for ordinary chats, temporary modes, files, shared links, backups, safety and legal obligations. “Delete” can mean removal from your view while copies remain for a stated period or exception.
Who can access or receive it? Read about service providers, human review, support and safety personnel, legal requests, sharing features and administrator access. Information may be visible to people or organizations other than the model generating your reply.
Which account context applies? Record whether the account is personal or managed, signed in or anonymous, subject to a paid plan, age controls, regional rules or an employer policy. Controls and contractual protections can change with the workspace and location.
What is the consequence of exposure? Assess possible identity theft, discrimination, financial loss, personal danger, regulatory penalties or business harm. The more serious the consequence, the stronger the approval and safeguards should be.

A pre-sharing checklist

Use this sequence whenever a chatbot could receive information about you, another person or your employer.

  1. Identify the minimum needed. Define the task first. If the task is to summarize a letter, the model may need the text but not the sender’s address, account number or full signature.
  2. Read the current policy for the exact service and account. Search for “prompts,” “uploads,” “conversation content,” “training,” “service improvement,” “retention,” “deletion,” “sharing” and “administrators.” Do not rely on a policy for a different product or plan.
  3. Check improvement controls. Determine whether model training or improvement can use your content, whether the setting is available to you, and whether it affects only future conversations. Record the setting you chose.
  4. Check storage and deletion. Review ordinary chats, temporary chats, uploaded files, shared links and backups separately. Confirm what deletion removes, how long residual copies may remain and which safety, security or legal exceptions apply.
  5. Check access and governance. For a work account, ask whether administrators can access content and whether the employer has approved the service. For a personal account, understand provider personnel and service-provider access described in the policy.
  6. Minimize and redact before sending. Replace names with roles, remove contact details, mask account digits, generalize dates and use fictional values where they still produce a useful answer. If redaction would defeat the task, choose a service and workspace explicitly approved for the data instead.

Keep a short record of the policy version or date, account type, enabled controls and the reason the information was necessary. That record helps an organization demonstrate a decision and helps an individual retrace what happened.

What ChatGPT’s documented controls illustrate

ChatGPT is a useful example of why a setting must be read precisely; its controls are provider-specific and can change with sign-in status, plan and workspace. Current Help Center documentation describes a setting labeled “Improve the model for everyone.” Turning it off applies to new conversations, but saved chats remain in your history. Therefore, disabling improvement is not a deletion command.

The same documentation describes Temporary Chat as not being used to improve models and not appearing in history while temporary. It also says temporary chats may be retained for up to 30 days for safety purposes. “Temporary” therefore does not mean immediate erasure, and this 30-day statement should not be generalized to every chatbot.

ChatGPT action Documented effect What it does not establish
Turn off “Improve the model for everyone” New conversations are excluded from model improvement under the documented control. Existing saved chats are not automatically deleted.
Use Temporary Chat The chat does not appear in history while temporary and is not used to improve models. It is not instant destruction; retention of up to 30 days for safety is documented.
Delete chats, files or an account Use the product’s deletion and account controls and read their stated effects. A visible deletion confirmation does not, by itself, prove every backup or legally retained copy is gone immediately.
Use a managed business workspace Workspace terms and administrator controls apply in addition to the product interface. A personal-account privacy expectation should not be transferred to an employer-managed account.

OpenAI’s US privacy policy also describes disclosures to service providers and says business-account administrators may access account content. Export and account-deletion tools are available, but the applicable policy should be checked for the current process and exceptions. Treat these details as an example of how to investigate one provider, not as a rule for all chatbots.

Redaction that still lets a chatbot help

Good minimization preserves the facts needed for reasoning while removing facts that identify a person or account.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Change “Maria Lopez, employee 18427” to “Employee A.” Keep the job role if it affects the answer.
  • Replace a full medical record with age range, relevant symptoms and a fictional date when exact dates are unnecessary.
  • Keep the last four digits of an invoice only if matching records is essential; otherwise replace the number entirely.
  • Paste a code fragment with keys, tokens, customer IDs and proprietary endpoints removed. Never include passwords or one-time codes.
  • For correspondence, retain the disputed wording and desired tone but remove addresses, phone numbers, signatures and unrelated thread history.

Do not assume that changing a name makes a case anonymous. A rare diagnosis, precise date, employer, location and unusual event can identify someone when combined. Remove combinations that are not needed for the task.

Health information: HIPAA is not an automatic chatbot seal

HIPAA applies to defined covered entities and business associates, not to every app that asks health questions. FTC health-information guidance notes that the FTC Act can apply to deceptive or unfair practices and that the Health Breach Notification Rule may apply to some consumer health-information services outside HIPAA.

Before entering identifiable health information, establish the service’s legal role, the applicable agreement and the protections actually offered. A clinic using a contracted system under the required arrangements is a different situation from a consumer using a general chatbot. If that status is unclear, use de-identified information or ask the responsible privacy officer before proceeding.

Using chatbots at work

Employees can expose internal documents and customer data without realizing that a prompt is a disclosure to an outside service. An organization should approve the service and workspace before staff use sensitive material, then define what may be entered, who can access it, how long it is retained and how incidents are reported.

NIST’s AI Risk Management Framework is voluntary, not a privacy certification or a guarantee about a particular chatbot. Its lifecycle approach is useful for a governance program: inventory data flows, set access and retention rules, test controls, monitor changes and document decisions. The framework’s FAQ says it is intended to help developers, users and evaluators manage AI risks affecting individuals, organizations, society and the environment.

  • Provide an approved-tool list and prohibit copying secrets, credentials, regulated records and unredacted customer data into unapproved services.
  • Use separate managed workspaces, least-privilege administration and strong account authentication.
  • Train staff to recognize uploads, shared links, browser extensions and plugins as additional disclosure paths.
  • Review provider policy changes and workspace settings periodically; a control available today may be changed or removed.
  • Create an incident path for mistaken submissions, including preservation of relevant logs, notification decisions and credential rotation where applicable.

If you already sent sensitive information

Act quickly, but do not assume that deleting the visible chat solved the problem.

  1. Stop sending additional information and note the account, conversation, files, links and approximate time involved.
  2. Use the provider’s documented controls to delete the conversation, uploaded files and shared links, and submit a privacy request if the policy provides one.
  3. Change exposed passwords, revoke active sessions and rotate API keys or access tokens. Do not reuse a password that appeared in the chat.
  4. Tell your employer, client, clinician or other responsible organization when their data was involved. They can apply legal and contractual incident procedures.
  5. Watch affected financial, identity and health accounts for unusual activity. Preserve provider responses and policy language in case a formal report is needed.

Whether notification is required depends on the information, jurisdiction, provider role and applicable contract or law. A privacy professional or regulator may be needed for a high-impact disclosure.

When the safest choice is not to use a chatbot

Decline to enter the information when the service cannot clearly explain its purposes, retention, access and deletion; when no approved workspace exists; when an opt-out is unavailable or too limited; or when even a small chance of disclosure could create serious harm. Use a local, offline workflow, a qualified professional, an organization-approved system or a redacted example instead. Convenience is not a substitute for a documented privacy decision.

The FTC announced a September 2025 inquiry into seven consumer-facing chatbot companies, seeking information about collection and handling of conversation data, with particular attention to children and teenagers using companion chatbots. The inquiry is a request for information, not a finding that every company mishandled personal data. It reinforces why a provider’s actual commitments and practices—not the word “AI” or the product’s name—should drive your decision.
