Choose the design by what the user needs: use geofencing to react when they arrive at or leave a place, and a location foreground service for an explicitly active task such as navigation or location sharing. Ordinary background location requests cannot promise frequent or timely updates: on Android 8.0 (API 26) and later, background apps may receive them only a few times each hour, regardless of the requested interval.
Should I use geofencing or a foreground service?
Start by deciding whether the feature needs a place transition, a continuous active session, or a record of past locations. The APIs have different event semantics; none is a universal way to keep location flowing invisibly in the background.

Compare the needed event type, acceptable delay, precision, user visibility, permission burden, supported Android and target-SDK versions, and recovery expectations. Android recommends geofencing when an app only needs to trigger at specific places; a location foreground service fits a long-running activity the user can notice.
How often does Android update location when an app is in the background?
Android 8.0 (API 26) introduced background location limits to conserve power. On devices running Android 8.0 or later, background apps can receive location updates only a few times each hour under these conditions, even if they requested a much shorter interval. The documented limit applies regardless of the app’s target SDK and affects FLP, LocationManager, and other location paths. A requested interval is not a delivery promise.

Geofencing is often a better match for arrival and departure because transitions can be delivered more frequently than ordinary background FLP updates. It still does not promise an exact arrival time. Batched FLP is useful when the app can process historical samples after delivery, while passive updates depend on location activity initiated elsewhere.
For a long-running stream of near-real-time updates while the app is in the foreground, expect a meaningful battery cost: Android warns that this use significantly shortens battery life. Make the value of the active session clear and give the user a way to stop it.

How do I request “Allow all the time”?
Request only the access the feature needs. Android recommends asking for foreground location first and background access separately, if the feature genuinely requires it. If an app requests both at once, the system ignores the request and grants neither.
- Request foreground access. Explain why location is needed, then request the appropriate foreground permission. Design for the user choosing approximate rather than precise location.
- Request background access only for a feature that needs it. Describe the user benefit and why location must be available when the app is not in use before directing the user to system settings.
- Use the flow for the Android version. For an app targeting Android 10 (API 29), the system dialog can offer “Allow all the time.” On Android 11 (API 30) and later, the initial runtime dialog omits that choice; the user enables background access through the app’s settings.
- Handle reduced access. Approximate permission in the foreground remains approximate in the background. Do not treat a background grant as an upgrade to precise location; make the feature degrade gracefully where possible.
Ask for ACCESS_BACKGROUND_LOCATION only when location in the background is essential to the feature. Android’s guidance says the use should be critical to core functionality, provide clear user benefit, be obvious to users, and be disclosed. Meeting technical best practices does not guarantee Google Play approval.

How do I keep location tracking running in the background on Android?
For continuous location work during a user-visible activity, use a location foreground service rather than trying to defeat background throttling with repeated requests. The service is not a blanket exemption from operating-system limits: it must be started when eligible, hold the required permissions, and expose the ongoing work in a notification.
- Declare the service and applicable permissions. On Android 14 (API 34) and later, a location foreground service declares the
locationservice type and requestsFOREGROUND_SERVICE_LOCATION, alongsideFOREGROUND_SERVICE. The device’s location setting must be enabled, and the app must have coarse or fine location permission. - Start and promote the service. Start it with
startForegroundService(), then, from inside the service, callServiceCompat.startForeground()with the ongoing notification. A foreground service is intended for work noticeable to the user, not arbitrary hidden background activity. - Start only from a permitted state. Apps targeting Android 12 (API 31) or later generally cannot start foreground services while already in the background, subject to specific exceptions. Android lists event-driven exemptions that include geofencing and activity-recognition transitions. An exemption to start a service does not necessarily resolve the separate while-in-use restriction on accessing location.
- Account for location access restrictions. For apps targeting Android 14 or later, a location service generally cannot be created from the background using only while-in-use location access. An applicable exemption or an
ACCESS_BACKGROUND_LOCATIONgrant is needed. - Handle failure paths. If permission is denied or system location is disabled, do not assume tracking began; explain what the feature can do without it and how the user can restore access.
The notification and the user’s ability to end the activity are part of the design, not incidental implementation details. Keep requests consistent with the active feature and make the stop control easy to find.

What changes across Android versions?

These are distinct gates: background-start eligibility, permission to access location, service-type declarations, and update delivery are not interchangeable. Check each against the app’s target SDK and the Android versions it supports.
Will the routine resume after a reboot?
Do not promise that receiving BOOT_COMPLETED automatically restores continuous tracking. Android 15 (API 35) restricts boot-receiver starts for certain foreground-service types, with rules that depend on the service type and target SDK. A design needs to verify whether its particular start path is allowed rather than assuming that a previously running service will return.

Android’s platform guidance does not establish a blanket end-to-end reboot-persistence guarantee across devices or manufacturers. Validate the restart flow on the Android releases and devices the app supports, including any device-specific battery controls, before describing tracking as persistent.
