Steam Community is free. The Steam Community plan costs nothing; more Hubs require a Steam account. There is no free trial because the service is free to use. The free plan has no stated seat or usage quota, but it does not remove the account requirement for access to more Hubs.

This is the straightforward choice for players who want Steam's community features without a subscription. The cost is not the main constraint: users must be at least 13 to create an account, with parental consent required where local law sets a higher age of consent.
