This is an editorial shortlist, not a league table: it draws on providers included in ISG’s March 2024 U.S. assessment of mainframe modernization and on current service information published by several companies. ISG’s assessment is specifically about transforming mainframe applications and databases for cloud migration—not every kind of application modernization. The companies below are listed alphabetically, and inclusion is not a recommendation or a claim of superior performance.
What application modernization involves
Modernization is not a single migration recipe. Depending on the application’s condition, business role, constraints, and target environment, a project may rehost it with limited change, replatform it, refactor or rearchitect it, replace it, or improve it incrementally. IBM describes these as distinct brownfield modernization patterns, rather than one approach that fits every system.

For mainframe-specific context, ISG’s 2024 U.S. ProviderLens assessment states: “This quadrant assesses the providers of application modernization services that transform applications and databases to migrate mainframes to cloud in the U.S., offering replatforming, rehosting, reengineering and rewriting applications.” That scope is useful when considering mainframe work, but it does not establish a universal ranking for all application estates or the market in 2026.

15 application modernization companies to evaluate
The list is alphabetical. ISG cohort inclusion supports relevance to its U.S. mainframe assessment; it does not independently verify each company’s current capabilities or delivery quality. Where a company’s own service material provides more detail, that description is attributed to the company.

Accenture
Accenture describes services spanning application portfolio discovery and assessment, business-case development, rationalization, architecture and roadmap planning, and multiple modernization pathways. Its materials also discuss mainframe optimization, containerization, and automated code conversion. Consider it when your evaluation needs to connect portfolio decisions and transformation planning with implementation options. These are Accenture’s descriptions of its services, not independent performance findings.

Capgemini
Capgemini appeared in ISG’s 2024 U.S. mainframe modernization provider cohort. That supports its inclusion as a company to evaluate for work in that report’s scope, but the cohort evidence alone does not establish a detailed current service profile or comparative rank.

Cognizant
Cognizant describes both application-led and business-led modernization and migration, an automation-first cloud-native approach, and its Skygrade platform. These are vendor-stated offerings. Its page also presents client outcome figures, but the reviewed material does not provide a dated, independently validated methodology that would make those figures comparable; they should not be treated as typical results or evidence of ranking.

Deloitte
Deloitte’s U.S. Microsoft practice frames application modernization and migration around business outcomes and cloud-native capabilities, including hybrid Azure work. This makes its published offering especially relevant to buyers assessing a Microsoft-oriented approach; it is not proof of superiority across cloud platforms.

DXC Technology
DXC Technology appeared in ISG’s 2024 U.S. mainframe modernization cohort. This is evidence of relevance within that assessment’s defined scope, not an independent assessment of DXC’s current services across all application types.

HCLTech appeared in ISG’s 2024 U.S. mainframe modernization provider cohort. The cohort provides a reason to include it in a mainframe-focused vendor evaluation; it does not, by itself, verify a current detailed offering or comparative results.

IBM describes modernization patterns that include rehosting, refactoring, replatforming, rearchitecting, replacement, and incremental enhancement, as well as hybrid-cloud work. Its official material names a California Department of Health Care Services case involving AWS and Red Hat OpenShift. Treat that as a vendor-hosted case description, not an independent evaluation or a prediction of results for another organization.

In a 2026 company announcement, Infosys described a modernization framework combining ILEAD, Pega Blueprint, and Amazon Bedrock, with a stated path from legacy systems to cloud-native applications on AWS. This supports consideration of its announced approach for buyers evaluating that ecosystem; it is a company announcement, not independent evidence of delivery outcomes.

Kyndryl appeared in ISG’s 2024 U.S. mainframe modernization cohort. That establishes its presence in the report’s relevant provider group, but not a current detailed service description or a rank among providers.

How to choose a modernization consulting partner
Assess each provider against the same estate, goals, and delivery assumptions. A persuasive cloud-migration pitch is not enough: a credible proposal should explain how applications will be assessed, changed, tested, governed, and operated afterward.
Match the provider to your workload
Specify whether the work concerns mainframes, packaged enterprise software, custom applications, or distributed systems. Ask for experience with the actual languages, databases, middleware, dependencies, and operational constraints in scope. A provider’s presence in a mainframe assessment does not establish fit for a packaged application replacement or a custom distributed system.
Compare the proposed transformation path
Ask which applications should be rehosted, replatformed, refactored, rearchitected, replaced, or enhanced incrementally—and why. Require the provider to identify the trade-offs, dependencies, business disruption, and operating implications of its recommended path rather than treating “modernization” as synonymous with moving workloads to a cloud.
Check cloud, hybrid, and operating fit
State the target environment—AWS, Azure, Google Cloud, hybrid, multicloud, or a constrained on-premises model—and the requirements that cannot change. Ask how the proposed architecture handles identity, integration, data, resilience, security, and ongoing operations in that environment. The cited service materials show that provider offerings can be oriented toward different ecosystems; a named platform is not evidence that it is the right destination for your systems.

Demand a complete assessment and governance plan
A credible plan should cover portfolio discovery, application assessment, dependency mapping, application decoupling, API design, target architecture, and future-state governance. Ask for the assessment outputs, decision owners, and the points at which scope or architecture decisions are revisited. ISG’s eligibility criteria include these types of capabilities.
Examine automation, testing, and delivery controls
Ask how reverse engineering and automated transformation will be checked, how phased delivery will work, and how quality assurance, testing, and CI/CD fit into the program. Request acceptance criteria and a plan for validating data, integrations, performance, and business workflows before cutover. ISG’s criteria also include automation, testing, and phased project delivery.
Connect technical work to business outcomes
Ask how the provider will translate business priorities into application sequencing, measures of value, and the operating model after transformation. Accenture and Deloitte describe business-outcome and business-case considerations in their service materials, but each bidder should explain how those ideas apply to your specific estate. Treat provider case studies and outcome figures as self-reported unless independently validated.

How to use this shortlist
Start with providers whose stated focus and demonstrated references align with the workload and target environment you have defined. Then give each candidate the same representative applications, constraints, and evaluation criteria. Compare proposed scope, architecture, migration or modernization path, testing, governance, operating responsibilities, and assumptions—not just brand names or high-level claims.
The strongest evidence here is a U.S. provider cohort assessed by ISG in 2024 for mainframe modernization, supplemented by selected companies’ own service descriptions and announcements. Those sources support a useful starting shortlist, not an independently verified 2026 ranking or a guarantee of typical outcomes. Validate current capabilities, team experience, and references directly before selecting a partner.
