At the Kautilya Economic Conclave in New Delhi on October 4, 2026, Department of Economic Affairs Secretary Anuradha Thakur called for fair global trade rules and confidence that economic partnerships can endure uncertainty. “The hope is that the rules of the game will still play out,” she said, according to Moneycontrol.
What Thakur said about global trade rules
Thakur’s appeal was for predictability and continuity: countries should uphold fair rules for trade and recognise that economic partnerships can last through periods of uncertainty. Her remarks did not claim that every trade rule is currently being followed or that a particular dispute has been settled.

Moneycontrol reported that she connected confidence in trade rules, the fiscal path of large economies and the durability of partnerships with factors reflected in bond markets. The report attributes that framing to Thakur; it does not provide comparative market data to establish how strongly any one factor affects bond prices.
Why tariffs and sanctions are part of the uncertainty
Moneycontrol placed her remarks against changing US tariff measures and the use of trade policy as an economic and strategic tool. It also cited a sanctions law that, according to the report, authorises possible tariffs of up to 100 percent on imports from countries that continue buying Russian oil and gas. That figure is a reported policy provision, not a study statistic, and the law was not independently reviewed for this account.

For exporters and supply chains, the concern described in the report is the uncertainty created when tariff or sanctions measures change: businesses may have less confidence about the terms under which goods can cross borders or partnerships can operate. The report does not quantify the effects on particular industries, countries or companies.
How Thakur made the case for India
Thakur presented India’s credibility as the result of sustained fiscal consistency and discipline, reforms and deregulation. She also pointed to recent free trade agreements as evidence that partnerships can be durable, and invoked agility, innovation and resilience in describing how India can respond to change.

Moneycontrol reproduced this partial quotation from her remarks: “Measures can be announced, but the credibility that our country has earned through sustained efforts”. It is a fragment rather than a complete sentence, so it should not be read as a standalone conclusion.
