Review a launcher’s ordinary permissions and its Special app access grants before making it your Home app. Every request should map to a feature you actually plan to use. Treat Accessibility access, drawing over other apps, all-files access, and broad app-inventory access as decisions that require a specific explanation—not as routine setup clicks. Check the developer and installation source, then use Android’s Privacy Dashboard after setup to see what the app accessed.
What an Android launcher is—and why its access matters
The launcher is the software that provides your Home screen, app grid, widgets, folders, search entry point, and the gesture or button that returns you Home. Android’s own Home-screen instructions note that menus differ by phone maker and Android release; on many devices, touching and holding an empty area of the Home screen opens Home settings.

A launcher legitimately needs to know enough about the device to display and start your apps. That does not mean every launcher needs every permission it requests. Android separates ordinary runtime permissions from more powerful settings that you grant elsewhere. The safest approach is feature-based: identify what the launcher adds, then approve only access that has a clear connection to that feature.

Confirm the developer
Open the listing in a trusted app store and compare its developer name with the developer’s official website. Read the current description, privacy disclosures, release notes, and recent reviews. These materials can contain errors or marketing language, so use them as evidence rather than proof of safety. A familiar name or a large download count does not make an unexplained permission appropriate.

Prefer a trusted store
Google recommends obtaining apps through Google Play, where Play Protect checks apps for potentially harmful behavior. Play Protect is a protective layer, not a guarantee that an app is harmless or that its requested access is appropriate. If you install an APK from another source, Android requires you to allow that source to install apps. Return to the setting for that source and turn the install permission off when you are finished; leaving it enabled increases the consequences of a future mistaken download.
Check what you are agreeing to
- Confirm that the listing describes the launcher features you want, such as icon layout, gestures, search, or an alternate dock.
- Look for a privacy policy that identifies the data collected, purposes, retention, and sharing.
- Check whether the listing explains sensitive access, especially Accessibility, overlay display, or broad storage access.
- Be cautious if the app comes from a mirror, a message attachment, or a website whose developer identity you cannot verify.
Review ordinary permissions before making the launcher default
Do this before you commit to the new Home app, and repeat it after an update that adds features. Labels vary, but the general path is Settings > Apps > [launcher] > Permissions. On some phones you reach the same page through the launcher’s app icon, App info, then Permissions.
- Open the launcher’s App info page. From Settings, select Apps, find the launcher, and open its information screen.
- Read both granted and denied permissions. A denied permission can still appear in the list. Note anything already granted and anything the app is asking you to enable.
- Match each item to a feature. Ask, “Which feature will stop working if I deny this?” If the answer is unclear, leave it denied and test the launcher.
- Choose the narrowest option. Where Android offers choices such as while in use, ask every time, or don’t allow, select the least access that supports the feature.
- Test before switching permanently. Add the widgets, gestures, search, or shortcuts you intend to use. If the feature works without a permission, there is no reason to grant it.
- Set the default Home app only after review. The wording differs by device; look in Settings for Default apps, Home app, or Digital assistant and default apps.
There is no official universal permission list for third-party launchers. A request is not automatically improper because another launcher does not make it, and it is not automatically justified because a setup wizard asks for it.
Understand Special app access separately
Some high-impact capabilities do not use the normal runtime-permission dialog. Android calls these special permissions and directs users to Settings > Apps > Special app access (the exact wording can differ). Android Developers gives exact alarms, drawing over other apps, and all-files access as examples.

Open Special app access and inspect entries for the launcher instead of assuming that the ordinary Permissions page is complete. A launcher may show no runtime permission while still holding a special grant.
Draw over other apps
This grant lets an app place windows above other apps. Ask which visible launcher feature uses it: for example, a floating control, edge panel, or overlay search. If you do not want that feature, leave the grant off. If you enable it, verify that the overlay appears only when expected and revoke it if you stop using the feature.
All-files access
Broad storage access is an exceptional capability. Google Play policy treats it as high risk and limits eligibility to apps whose essential core function requires it. A launcher should not be presumed to need all-files access merely to show a Home screen or start applications. Require a precise explanation of the storage task, and decline the grant when the explanation does not fit your use.

Accessibility access: powerful, not automatically malicious or necessary
Accessibility access deserves a separate pause. Android explains that an app with this access may read what is on the screen and interact with apps on your behalf. That is a powerful position: it can potentially observe text, buttons, and navigation in other apps and perform actions as though you had tapped them.
Some software designed for accessibility genuinely needs this capability. A launcher might request it for a stated feature such as advanced gesture automation, screen interaction, or an assistive control. The request alone does not establish malicious intent, but it also does not establish necessity.
- Identify the exact feature the developer says requires Accessibility.
- Decide whether you will use that feature, rather than enabling access to complete setup.
- Confirm that you trust the developer and obtained the app from a source you can verify.
- Read Android’s warning on the confirmation screen before accepting.
- After testing, return to Settings and turn the service off if the feature is not useful.
On Android 13 and later, some settings can be restricted for apps installed outside an approved store. Google warns that enabling restricted settings can expose sensitive information and advises doing so only when you trust the developer. A sideloaded launcher asking you to bypass a restricted-setting warning is therefore a point for verification, not a routine box to tick.
How to judge common launcher-related access
| Access or setting | What it can enable | How to evaluate the request |
|---|---|---|
| Accessibility | Reading screen content and interacting with apps on your behalf | Approve only for a clearly described feature you intend to use, after verifying the developer. |
| Draw over other apps | Displaying windows above other apps | Ask which visible overlay or floating control depends on it; otherwise leave it off. |
| All-files access | Broad access to shared device storage | Treat as exceptional. A normal Home screen does not by itself establish a need. |
| Installed-app visibility | Discovering installed packages for an app drawer or search | Some discovery supports a launcher’s core function, but broad visibility is sensitive and not automatically justified. |
| Other runtime permissions | Whatever feature the named permission controls on your Android version | Match the permission to a feature, choose the narrowest option, and test with it denied. |
Installed-app visibility has an additional policy dimension. Google Play treats the inventory of installed apps as sensitive and limits broad use of the QUERY_ALL_PACKAGES capability. A launcher may need to discover applications to populate its drawer or search, but you should not conclude that every launcher requests broad visibility or that every request is improper. Check the app’s stated purpose and the scope of its access.

Use Privacy Dashboard as a retrospective check
Privacy Dashboard shows which apps used certain permissions and when. On supported phones, open Settings > Security and privacy or Privacy, choose Privacy Dashboard, and select a permission to see access history and change the grant. The labels and availability vary by manufacturer and Android release.
- Android 13’s documented dashboard view covers the previous seven days.
- Android 12’s documented view covers the previous 24 hours.
- The dashboard does not turn an app into a safe or unsafe verdict; it gives you a record to compare with your use.
Check the dashboard after you have used the launcher normally. Unexpected activity is a reason to inspect the permission, the launcher’s feature settings, and its privacy explanation. If you cannot connect access to a feature, revoke the permission and test again.

Restricted-setting behavior is especially version-sensitive: the relevant warnings and controls described by Google apply to Android 13 and later. Do not infer that an older device presents the same warning or offers the same control.

Android 15 and Private Space: a specialized launcher issue
Android 15 documents additional requirements for launchers that display apps from Private Space. A launcher must hold the default ROLE_HOME role and declare ACCESS_HIDDEN_PROFILES to show Private Space apps. It must provide a separate container and must keep those apps undiscoverable while Private Space is locked.
These are developer requirements for a particular Android feature, not a reason to grant a random permission to any launcher. If Private Space matters to you, check the launcher’s documentation and test the locked and unlocked states. The fact that a launcher advertises Private Space support is not proof that its implementation follows every requirement.
Keep the current launcher or switch?
The phone’s existing launcher has an important practical advantage: it is already integrated with the device’s software and generally requires no new trust decision. A third-party launcher may offer customization or workflows you cannot get from the default, but it introduces another developer, update stream, privacy policy, and set of access requests.

What to do when a permission prompt feels wrong
Setup will not continue without a sensitive grant
Cancel setup and run the launcher with the grant denied. Test the Home screen, app drawer, search, widgets, and the particular feature you wanted. If the core experience works, keep the grant off. If a feature fails, look for a developer explanation that names the capability and the data it can access.
The launcher behaves badly after denial
Return to App info and review notifications, battery, and default-app settings as well as permissions. A denied permission may disable one feature without affecting the rest. You can grant it temporarily, test, and revoke it again; Android’s controls let you reassess rather than treating the first choice as permanent.
You installed from an APK and now see a restricted-setting warning
Do not bypass the warning automatically. Verify the developer and package source, compare the file with the developer’s official distribution, and decide whether the feature is worth the exposure. If you proceed, enable only the setting you understand, then disable the source’s permission to install unknown apps afterward.
You want to remove the launcher
- Choose the phone’s original launcher under Settings > Default apps > Home app.
- Revoke the third-party launcher’s Accessibility and Special app access grants.
- Review its ordinary permissions and revoke those you no longer need.
- Uninstall it from Settings > Apps or the app store.
A practical pre-install checklist
- Identify the exact Home-screen problem the new launcher will solve.
- Verify the developer, store listing, privacy disclosures, and download source.
- Open App info and inspect ordinary permissions before making the app default.
- Open Special app access and look for overlay, all-files, or other sensitive grants.
- Stop at any restricted-setting or Accessibility prompt until you understand the feature and trust the developer.
- Consider whether installed-app visibility is limited to the launcher’s core drawer or search function.
- Test the desired features with optional access denied first.
- Use Privacy Dashboard after setup to review recent access.
- Revoke unused grants and confirm that the launcher still does what you need.
- If Android 15 Private Space matters, test that locked apps remain undiscoverable and that the launcher’s documentation matches the platform requirements.
Bottom line
Install a launcher only when its benefit is specific and its access requests are understandable. Ordinary permissions, Special app access, Accessibility, and restricted settings are separate decisions. Verify the source, grant the minimum needed for the feature you will use, inspect Privacy Dashboard history afterward, and be willing to return to the phone’s existing launcher if the explanation or behavior does not add up.
