Android developer verification is no longer just a future requirement: Google’s first enforcement phase began September 30, 2026, in Brazil, Indonesia, Singapore, and Thailand. It applies to apps installed from participating stores on certified Android devices. Developers should register package names and signing keys through the Google console that matches their distribution path; users can still install unregistered apps using an advanced sideloading flow or ADB.
Who has to register for Android developer verification?
Google’s verification system connects a developer identity with an app’s package name and signing key. The right console depends on where the app is distributed:

- Google Play only: Use the existing Play Console account. Eligible apps using Play App Signing are included in automatic registration, but developers should check the verification page in Play Console and resolve any apps that remain unregistered.
- Google Play and other channels: Use Play Console. Google says it can manage verification requirements and apps distributed outside Play as well.
- Outside Google Play only: Use Android Developer Console to verify the developer identity and register package names.
Google says that when a developer distributes through Play, apps across form factors must be registered. For off-Play distribution, the initial enforcement phase covers mobile and tablet devices in selected regions; it does not mean every app or download source worldwide is already covered. See Google’s developer verification guide for the current scope.

| Account type | Distribution scope | Identity and setup | Price |
|---|---|---|---|
| Full distribution | Distribution through any store or channel | Identity verification; intended for organizations and professional developers | $25 for the Android Developer Console account, according to Google’s FAQ |
| Limited distribution | Share with up to 20 devices explicitly authorized by end users | No government ID required. Requires a Google Account, 2-Step Verification, linked Google payments profile, and contact email | Free |
A linked payments profile is a setup requirement for limited distribution; it does not make that account subject to the full-distribution fee. Google’s verification FAQ and limited distribution guide describe the account options.
What does registration involve?
Identity verification and app registration are related but distinct steps. Developers establish who they are, then associate each package name with the relevant app signing key and prove ownership where required.

- Choose the console: Use Play Console for Play-only or mixed distribution; use Android Developer Console if distributing only outside Play.
- Verify the developer identity: Follow the relevant console’s identity checks. Google’s FAQ says organization registration requires a D-U-N-S number, and says obtaining one can take up to 28 days.
- Register each package: Provide its package name and the SHA-256 certificate fingerprint for the signing key. For an existing package, Google may provide a challenge that must be included with an APK signed by the private key to establish ownership.
- Check status and resolve exceptions: Review all relevant apps in the console. A package-name conflict may require additional review, an exception request, or choosing a different package name.
Google allows multiple signing keys to be associated with one package. However, its FAQ warns that losing a signing key can make it impossible to register that package. Store keys and backups securely; see Google’s package registration guide.

The result depends on the distribution route and location. Since September 30, 2026, the initial protections apply to apps installed from participating stores in Brazil, Indonesia, Singapore, and Thailand on certified Android devices. The participating stores listed in Google’s guide are Google Play, HONOR App Market, OPPO App Market, Galaxy Store, Palm Store, V-Appstore, and GetApps.

That first phase does not amount to a global ban on unregistered apps. Google says stores outside the initial participating list and direct sideloading were not subject to the September 2026 phase. It has announced global expansion beginning in 2027 and beyond, but the reviewed guidance does not give a complete country-by-country schedule. Check the current rollout guide for changes.
Can I still sideload apps?
Yes. Google says users can install unregistered apps through a one-time advanced flow that adds safeguards and requires acknowledging risk, or by using Android Debug Bridge (ADB). The ADB workflow remains the same. Registered apps generally retain the ordinary installation experience.

Google product management director Matthew Forsythe wrote on March 30, 2026, “Most of your users’ download experience will not change at all.” That statement describes the expected experience for most users, not an assurance that every installation route is unchanged.
Why is Google introducing verification?
Google frames verification as a way to connect apps distributed on Android with accountable developer identities, including apps offered outside Google Play. In its March 30, 2026 announcement, Google said its recent analysis found “over 90 times more malware from sideloaded sources than on Google Play.” That is Google’s attributed figure; the cited announcement does not provide a methodology in the reviewed passage, so it should not be read as an independently verified or universal comparison.

Google reported in a June 18, 2026 announcement that millions of apps had been registered since verification launched in March, covering nearly all installs on Google Play and a large majority of installs outside Play. It also said that, as of that June announcement, Play developers had registered over 99% of their apps. Those are dated Google-reported adoption figures, not current guarantees for an individual developer’s app.
Quick Recap
What should developers do now?
- Identify every distribution channel and use the corresponding console.
- Check registration status for every package, including Play apps that may not have been handled automatically.
- Confirm that signing keys and backups are accessible before starting registration.
- If registering as an organization, check the D-U-N-S requirement early because Google says obtaining one can take up to 28 days.
- Review Google’s guide as the 2027-and-beyond global expansion develops; no complete country schedule is currently stated in the reviewed guidance.
