No. An element entering the viewport establishes that it entered the visible screen area; it does not, by itself, count as a survey impression. For Google Surveys reporting, an impression is counted only when a user can see both the survey and its question. Those are distinct measurement events.
What does entering the viewport establish?
Under the November 2025 IAB/MRC Attention Measurement Guidelines, ad visibility means that any portion of an ad enters the visible screen area, or viewport, regardless of viewability thresholds. A browser event such as an Intersection Observer callback can report an element’s position relative to the viewport. Google says its Active View implementation uses that API on modern browsers, alongside other signals such as scrolling, resizing, and tab switches. The callback is an implementation signal, not a general definition of an impression. Google Active View methodology

When does an ad become viewable?
Viewability adds both an area and a duration condition. Google Active View describes these standard examples:

- Display ads: at least 50% of the ad’s pixels in view for one continuous second.
- In-stream video ads: at least 50% in view for two seconds of continuous playback.
- Certain larger display ads: Google documentation describes a 30% pixel threshold for some large ads, but the stated size cutoff differs slightly between its help pages. Do not treat one cutoff as universal across platforms or measurement contexts.
These criteria describe an opportunity to see, not proof that a person actually paid attention. Google also reports impressions as non-measurable when its measurement signals cannot establish viewability; a viewport callback alone does not resolve that status. The Media Rating Council standards index lists the desktop display impression guidelines as last updated October 2017 and the viewable ad impression guidelines as last updated August 2015. Check the applicable standard and measurement provider before making a compliance claim.
What counts as a survey impression?
For Google Surveys publisher reporting, the qualifying condition is visibility of the survey and its question. Google states: “An impression is only counted when a user can see the survey and the survey question.” A page element entering the viewport is insufficient evidence unless the survey question itself was visible under that definition. This is a Google Surveys definition, not evidence that every survey provider counts impressions the same way. Keep the provider’s stated rule with the metric name in reports rather than treating “survey impression” as a universal web analytics event.
How survey responses and brand lift fit in
A survey impression records presentation; a response records an answer. In Google Ads brand-lift reporting, responses from people in an exposed group are compared with responses from a baseline group that was withheld from the ad. The estimate is based on collected responses, not every exposed or baseline user, and Google reports confidence intervals; its documentation describes 90% confidence intervals as usual in this reporting context. That comparison is a survey outcome measure, not evidence that a particular browser event caused an individual response. Interpret the result with the study design and its uncertainty, rather than substituting viewport visibility for exposure or response.

- Record visibility separately. Name the event for what it detects, such as an ad entering the viewport; do not call a raw geometry callback a viewable or survey impression.
- Apply the viewability rule where relevant. Report the format, pixel threshold, continuous duration, and whether measurement was possible.
- Record survey display using the survey provider’s rule. For Google Surveys, confirm that the survey and question were visible before counting an impression.
- Track responses as a separate stage. For brand-lift results, identify the exposed and baseline groups and report the estimate with its confidence interval.
Keeping these stages in separate fields makes clear whether a number describes an ad entering the screen, meeting a viewability rule, a questionnaire being presented, or a response being collected.
