To understand what an agent can reach, identify which agent is making the request, what it is trying to do, and which layer is blocking it. A page being technically reachable also does not by itself mean access is permitted.
What counts as a signup wall?
“Signup wall” is a useful plain-language label, not a formal web standard. It usually describes a registration gate that asks a visitor to create an account before viewing a page or using a feature. A login wall asks an existing account holder to sign in. A paywall or subscription wall overlaps with these gates but adds a payment or subscription condition for content.

These distinctions matter because an agent may encounter a different boundary from a person. Google says that, by default, its crawlers cannot access pages that are not available on the open web, such as content behind a login. Publishers can separately arrange for Google to access subscription content while retaining a login screen for human visitors. Google’s overview of its crawlers explains that distinction.

How is a signup wall different from robots.txt?
robots.txt is a file through which a site communicates crawler instructions. It does not create an account, authenticate an agent, or remove an application-level registration or subscription requirement. Google describes the file as a way for site owners to declare how crawlers should interact with pages and says it honors the standard. Google’s robots.txt introduction covers its role and limits.

So a crawler can be allowed by a site’s robots instructions and still be unable to pass a login screen. Conversely, a page’s technical availability does not establish that a particular agent has permission to use it. Crawler directives, authentication, and site terms answer different questions.
Which layer might block an agent?
A failed request does not always mean the site has a signup wall. A block can occur at several points between a crawler and the requested content:
- Crawler instructions: the site’s robots.txt or related crawler controls may disallow access.
- Network or security defenses: a CDN, firewall, or bot-mitigation service may reject or challenge automated traffic.
- Human-verification challenges: a CAPTCHA or JavaScript challenge may prevent a request from proceeding.
- Account and session checks: the page may require registration, a subscription, sign-in, or a valid session.
OpenAI lists these kinds of potential access barriers in its guidance for checking advertiser landing pages. That guidance is specifically about ad landing-page checks, not a universal diagnostic for every crawler or site. Its examples are operational and may change. OpenAI’s landing-page troubleshooting guidance describes the cases in that context.
Why does the agent’s purpose matter?
“AI crawler” does not name one activity. A publisher may distinguish a crawler used to support search from one used for model development, or from a system retrieving a page at a user’s direction. The rules for one agent or purpose should not be assumed to govern another.
OpenAI documents OAI-SearchBot for ChatGPT search and describes GPTBot controls separately; it also says a robots.txt change may take about 24 hours to affect search. OpenAI’s crawler documentation explains those controls. Anthropic likewise describes agents for model development, search, and user-directed retrieval. Anthropic’s crawler documentation outlines those purposes. These vendor descriptions explain why a publisher might configure access differently; they do not establish how every agent behaves or guarantee that every request will be honored.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should a reader or publisher reason about a blocked page?
- Name the agent and purpose. Is the request for search discovery, model development, or retrieval for a user?
- Identify the exact boundary. Is the target a public page, subscription content, or an account-only feature?
- Locate the control layer. Check whether the issue is a crawler directive, an account or subscription requirement, or an automated-traffic defense such as a firewall or challenge.
- Read the site’s terms and access policy. A technical route to a page is not the same as permission to crawl, scrape, or reuse it.
- If you publish subscription content and want a crawler to see it, consult that crawler’s official publisher documentation and configure the intended access explicitly.
This sequence is a practical way to sort the questions, not a formal standard or legal test. Site terms can impose limits beyond what a crawler can technically reach. For example, OpenWeb’s terms, last revised February 3, 2026, describe registration requirements for some services and restrict crawling, scraping, and circumvention. OpenWeb’s terms of service provide one site-specific example; they should not be treated as the policy for other publishers.
What the available evidence does not establish
The cited documentation explains policies and possible technical barriers; it does not measure how common signup walls are, quantify their effect on traffic or revenue, or establish that every AI agent follows crawler instructions in the same way. Those outcomes depend on the site, the agent, the purpose of the request, and the access controls in place.
