There is no single, universal replacement for Flock Safety cameras. The right alternative depends on whether a community needs automated license-plate recognition (ALPR), ordinary video footage, integration with cameras it already owns, or a different approach that avoids collecting persistent vehicle-location data.
What does “alternative to Flock cameras” mean?
These systems do different jobs, so start by defining the capability the community wants rather than treating every camera as an equivalent substitute.

- Another ALPR system: Designed to read vehicle plates and may offer plate searches, alerts, hotlists, or related investigative tools. Confirm which functions are actually included.
- Conventional video surveillance: Can record footage for incident review, but should not be assumed to provide ALPR, network-wide plate searches, or alerts.
- Integration with existing cameras: May make use of installed equipment, but the capabilities depend on the cameras and software involved.
- No ALPR deployment: A valid option when the community’s principal concern is ongoing collection of vehicle-location data. Compare it with less data-intensive safety measures against a clearly stated local need.
Berkeley’s May 2026 evaluation treated ALPR, fixed video, drones, analytics, and community-camera integration as distinct capabilities, not interchangeable products. Its findings reflect Berkeley’s needs and assessment at that time, not a general ranking for other communities: City of Berkeley public-safety technology evaluation.

Which vendors or approaches should a community consider?
Compare other public-safety technology vendors
Berkeley evaluated Axon alongside vendors including Skydio, Brinc, and Avigilon. Their inclusion does not establish that each offers an equivalent ALPR product, the same features, or availability for every purchaser. Ask each vendor for current specifications, local references, and a written proposal that identifies included equipment and software.

- One Unified Security System, Powered by 1st-Gen aosuBase: 32GB of local storage comes ready to use, holding about 120 days of loop recording. No subscription required. Connect up to 4 cameras to one base with a stable wireless connection and centralized local storage. Recordings saved to aosuBase are event-based, triggered by detected activity.
- Multi-Cam Live View for All-at-Once Monitoring: Watch up to four live camera feeds simultaneously in the aosu app and monitor multiple areas on one screen without opening each camera individually. Live View is available through the aosu app only; the base does not support HDMI or TV output.
- 360° Coverage with Pan, Tilt, and Smart Auto Tracking: Pan and tilt to see all around your property. When activity is detected, the camera automatically follows people and other movement to keep the action in view while recording, giving you a more complete view of what happens around your home.
- 2K (3MP) Clarity with Full-Color Night Vision: Capture clear details in 2K and zoom in up to 6x for a closer look. Built-in spotlights enable full-color night vision, helping you see important color details like clothing and vehicles after dark. For more discreet monitoring, switch to infrared mode for black-and-white night vision without visible lighting.
- Quick Setup with a Pre-Paired System: Connect aosuBase to your router's LAN port with the included Ethernet cable. Cameras connect wirelessly to aosuBase instead of your home Wi-Fi. The system comes pre-paired, so simply power on the cameras and complete setup in the app without pairing each camera one by one. The cameras are designed to work with the included aosuBase, and add-on cameras connect through the base as well.
In Berkeley’s evaluation, the Axon ALPR and fixed-camera software reviewed supported search but not alerts or hotlists. That was a finding about the products assessed by the city at the time; verify current capabilities directly before relying on it for a purchase.
Consider conventional or existing cameras
A conventional video system may fit a goal of recording incidents without adopting an ALPR network model. Ask whether a proposed system recognizes plates, searches across cameras, or issues alerts before describing it as a substitute for ALPR. A video camera that lacks those capabilities may still serve a different, narrower purpose.

Consider not deploying ALPR
If the concern is persistent vehicle-location data, a vendor switch alone may not address it. Define the safety objective and compare ALPR with narrower camera coverage, stricter access rules, shorter retention, or non-camera measures. The available evidence does not establish that any one of these choices produces equivalent crime outcomes or suits every community.
How should communities compare proposals?
Berkeley’s May 2026 evaluation considered product capability, data security, contract flexibility, pricing, interoperability, and vendor responsiveness. Use those as procurement questions, while judging the answers against local requirements rather than treating Berkeley’s preferred solution as a universal recommendation.

| Area | What to establish |
|---|---|
| Functions | Which equipment and software are included? Can the system search plates, issue real-time alerts, use hotlists, or support fixed-camera functions? Ask for evidence for each capability and confirm it is available in your jurisdiction now. |

| Sharing and interoperability | Can data be shared with other agencies, under what agreements and permissions, and can the system work with existing equipment? |
| Cost and responsibilities | What are the full contract and renewal costs? Who pays for connectivity, maintenance, upgrades, and staffing? |
| Exit and flexibility | Can the community export its data, change contract terms, or leave the service? What happens to its data and equipment at termination? |
| Support | What support and vendor response commitments are written into the proposal? |
Berkeley’s report does not establish prices that apply to other jurisdictions. Compare complete local proposals rather than relying on a headline price or assuming infrastructure and maintenance are included.

Flock says its cameras do not use facial recognition and that searches use vehicle characteristics. It says local agencies administer role-based access, searches are logged, and inter-agency data sharing is opt-in and governed by agreements. These are Flock’s descriptions of its controls: Flock Safety Trust Center.

Flock’s FAQ describes a seven-day default retention period and notes that local legal requirements may require a different period. Its neighborhood Safe List lets residents mark or opt out a vehicle within that neighborhood system; Flock says this does not prevent the same vehicle from being detected by other cameras in its network. Axon
Axon says agencies own their content, nothing is shared by default, and agencies control retention and access. Treat these as Axon’s stated platform controls, then confirm the actual product configuration, contract, and applicable agency policy: Axon Data Privacy. The page attributes this statement to Jeff Kunins, Chief Product and Technology Officer: “In our pursuit of ethical and inclusive product development, we always aim to make the ‘right things’ easier and the ‘wrong things’ harder.”
What evidence can—and can’t—tell you
The available materials do not establish an independent, cross-vendor statistic showing which system is most effective. Flock publishes company-reported impact figures, but those figures alone do not establish comparative performance or a causal effect. A community should ask for evidence relevant to its own stated goal and assess it separately from vendor claims.
