It cannot reliably tell whether the words convey the image’s meaning or purpose in context. A passing result is a useful mechanical check, not proof that the alternative works for readers using assistive technology.
What an automated check can—and cannot—tell you
Automated checks can catch some detectable issues, such as a meaningful image with no alt attribute. But the presence of text does not establish that it is accurate, relevant, or useful. Whether an alternative conveys the image’s meaning requires human judgment; W3C’s guidance makes that distinction explicit in its WCAG Conformance Challenges.

In practice, a checker may accept text that is technically present but describes the wrong thing, leaves out the point, or repeats what nearby text already says. A check can identify a property of the markup; a person must decide whether the alternative serves the image’s role on that page.

Choose alt text by the image’s purpose
Start with the question: what information or function would be lost if this image were unavailable? The answer depends on how the image is used, not just what it depicts. W3C groups images as informative, decorative, or functional, with different alternatives for each. Its Images Tutorial and alt Decision Tree explain the distinctions.
#1 Best Overall
| Image purpose | What the alternative should do | Review question |
|---|---|---|
| Informative | Convey the essential information the image contributes to the page. | What would a reader miss without the image? |
| Decorative | Use an empty alternative, alt="", when the image adds no information important to understanding the page. |
Does this image contribute meaning, or is it only visual decoration? |
| Functional | Communicate what the image-based link or button does. | What action will happen if the reader activates this control? |
Informative images: include the point, not every detail
For an informative image, describe the essential information represented in it. A useful alternative reflects the image’s contribution in its page context, rather than supplying a generic label or inventory of visual details. W3C’s H37 technique addresses using the alt attribute on image elements and representing important text in an image.
Decorative images: empty can be correct
If the image is purely decorative and adds nothing important to the page’s meaning, alt="" can be the appropriate choice. A checker that treats every empty alternative as a problem may prompt an unnecessary description. Consider the image’s role before changing it.

Functional images: name the action
When an image is the content of a link or button, its alternative should tell the reader what the control does. Describing its appearance alone does not explain its function. Review the link or button as an interactive control: would its purpose still be clear without seeing the image?
How to review an alternative that passed
- Identify the image’s role. Decide whether it is informative, decorative, or functional in this specific location.
- State what would be lost. If it is informative, name the essential information it adds. If it is functional, identify the action. If nothing important would be lost because it is only decoration, consider
alt="". - Check the alternative against that purpose. Does it convey the essential information or function, including any meaningful text embedded in the image? Is the same information already available in nearby text?
- Read it in context. Imagine encountering the alternative without seeing the image. Remove details that do not help explain its contribution, and put the key information first.
- Use a longer-description approach when needed. If the image’s meaning cannot be conveyed in a short phrase or sentence, do not overload the
altattribute with a full explanation. Consider an appropriate long-description method instead.
W3C’s image tips advise keeping alternatives concise, prioritizing the most important information, and considering a longer description when a short alternative is not enough.

What a passing result really means
It means the checker did not detect the particular issue it was designed to find. It does not establish that the text is correct or that it communicates the image’s meaning. W3C cautions that automated evaluation does not cover every accessibility issue; its WCAG 1.0 guidance makes that historical limitation clear, while its current-facing conformance-challenges guidance specifically notes the need for human judgment when evaluating image alternatives.
Use automated checks to find mechanical problems, then review the text with the image’s purpose and surrounding content in mind. W3C also notes that documented techniques are examples of ways to meet WCAG, not mandatory techniques; the goal is an alternative that works for the reader, not merely one that satisfies a pattern.
