Microsoft’s Azure-hosted Sora 2 API lists specific restrictions, but those rules are not interchangeable with Runway’s policy or with OpenAI’s former Sora product. The available documentation supports comparing rules and failure handling, not ranking which service is “stricter.”
What do AI video generator APIs reject?
There is no universal rejection list. Providers publish different rules for different products and API surfaces, and a policy category is not a complete map of what an automated moderation system may flag.

Runway: broad policy categories
Runway’s Usage Policy, last updated March 6, 2026, says automated systems and internal human review are used to detect and block harmful content in inputs and outputs. Its prohibited categories include child sexual abuse or sexualization, grooming and harmful acts involving minors; terrorism and violent extremism; graphic violence and gore; sexually explicit content, adult nudity, and non-consensual intimate imagery; specified hateful, harassing, and self-harm content; unauthorized use of another person’s image, video, or audio; privacy compromises; potential intellectual-property violations; and requests for the style of a known living artist. These are the policy’s broad categories, not a guarantee that every permitted prompt will pass or a complete list of classifier triggers. Keep formal prohibitions distinct from what a moderation system may flag in practice.

Azure-hosted Sora 2: explicit limits
Microsoft’s Azure Foundry documentation for its Sora 2 API says the preview API currently enforces an under-18 suitability restriction, rejects copyrighted characters and copyrighted music, does not allow generation of real people—including public figures—and rejects input images containing human faces. Microsoft recommends ensuring prompts, reference images, and transcripts comply with these rules to avoid failed generations. These are Azure documentation claims for that API surface, not a general rule for every Sora product. See Microsoft’s Sora 2 video-generation overview.
Which parts of a video request can be moderated?
Moderation is not necessarily limited to the text prompt. Runway’s API documentation says a request can be moderated for a text-prompt violation or an image violation. OpenAI’s Sora 2 system card describes checks on prompt text and images, as well as output frames, audio transcripts, comments, and scene descriptions. OpenAI’s system card documents safeguards from Sora 2’s initial deployment, including restrictions around real people and likeness, and should not be treated as the current specification for Microsoft’s Azure API. For Azure, follow the current Azure endpoint documentation; for Runway, account for moderation of both prompt and image inputs.
What happens when Runway blocks a request?
Task status and failure details
Runway says a moderated API request returns a task with status FAILED, with details in failure and failureCode. Its failure documentation distinguishes SAFETY.INPUT.* from SAFETY.OUTPUT.*, indicating whether moderation concerns input or generated output. The code is diagnostic, not a definitive explanation: Runway says its suffix gives a best-effort indication of the likely source and may not correspond exactly to the input that caused the rejection. Credits, refunds, retries, and account risk
Runway states: “Moderated generations have the same credit cost as successful generations.” Its failure documentation says safety failures are not refunded and advises against retrying them. The API moderation documentation also warns that too many moderated requests may lead to account suspension. Do not treat a safety failure like an ordinary transient error to retry automatically; distinguish it from internal or preprocessing errors, which Runway documents separately.

- Identify the exact product surface. Confirm whether the workflow uses Runway, Microsoft’s Azure-hosted Sora 2 API, or another service. Do not transfer one provider’s policy to another.
- Check the current policy and endpoint documentation. Policies and preview APIs can change. Verify current availability, account access, and region for the service you intend to call.
- Review every input for rights and consent. Check prompt text and reference media against the applicable rules, including restrictions on copyrighted material, real people, faces, privacy, and likeness where the provider documents them.
- Handle safety failures as terminal for that request. For Runway, inspect the status and failure fields, record the diagnostic code, and do not retry a safety failure unchanged. Revise the request only to make it genuinely policy-compliant, not to evade moderation.
- Model failure costs and account controls. Runway documents credit charges for moderated generations, no refunds for safety failures, and possible suspension after too many moderated requests. Build logging and review into the workflow rather than blindly resubmitting failed tasks.
- Separate moderation outcomes from technical errors. Use the provider’s error documentation to distinguish a safety rejection from an internal or preprocessing problem, since retry and refund handling may differ.
Can the available evidence show which generator is stricter?
No. The cited materials describe rules and failure behavior, but do not provide comparable rejection rates or false-positive measurements. A defensible strictness comparison would require matched prompts and assets, controlled conditions, current API versions, and clearly reported regions and dates. Without that evidence, a numeric score or winner would overstate what the documentation establishes.
Which Sora does the documentation describe?
OpenAI’s safety page says its Sora product is no longer available as of April 26, 2026. The same page describes safeguards used by that product, including scanning generated speech transcripts for policy violations and blocking music intended to imitate living artists or existing works; these descriptions do not establish current OpenAI API availability. Microsoft separately documents an Azure-hosted Sora 2 API in preview. Check the intended account and region and rely on the documentation for that specific surface.
