AI Tools Used in Modern Software Development: How to Choose the Right Workflow

AI development tools range from IDE completions to agents that tackle repository work. Compare the workflows, limits, and review controls that matter before choosing.

AI tools used in modern software development fall into three broad groups: assistants inside an existing IDE, agents you use from a terminal or cloud workspace, and AI-native editors built around AI features. They can help with anything from inline code completion to changes across a repository, but they differ in how much they alter your workflow, what they can access, and how you review their work. Choose by the tasks you need help with, your team’s controls, and the level of oversight you can provide—not by a universal ranking.

What AI coding tools can do

AI coding assistants and agents can support several stages of software work. The specific capabilities depend on the product, editor, plan, configuration, and permissions granted.

  • Completion and generation: suggest code as you type, draft a function, or scaffold a component from a description.
  • Explanation and debugging: answer questions about code, help interpret errors, and suggest possible fixes.
  • Tests and documentation: draft tests, explain existing behavior, or create documentation for a code change.
  • Refactoring and transformation: propose or apply changes to existing code. Google’s Gemini Code Assist documentation describes a diff view for code transformation, giving users a chance to inspect proposed edits.
  • Repository-level work: handle tasks that involve multiple files, tests, reviews, or other steps. Some agent workflows can take on longer-running tasks; their ability to do so depends on the product and the access it receives.

These tools generate suggestions, not guarantees. Google Cloud’s Gemini Code Assist documentation cautions: “As an early-stage technology, Gemini Code Assist can generate output that seems plausible but is factually incorrect.” Treat generated code and explanations as work to verify.

The three main tool categories

Category Where it fits Examples and defining traits
IDE-integrated assistants Inside an editor you already use GitHub Copilot offers inline suggestions and chat. GitHub documentation names Visual Studio Code, Visual Studio, JetBrains IDEs, Vim, Neovim, and Azure Data Studio as supported editors; chat availability varies by editor.
Terminal and agent workflows In a terminal, editor, cloud environment, or a combination of them Claude Code, OpenAI Codex CLI, and Gemini CLI are examples of CLI-based tools. OpenAI describes Codex across ChatGPT, editors, terminals, and the cloud, including code review, persistent cloud tasks, and multi-agent workflows.
AI-native editors and development environments In a development environment designed around AI assistance Cursor and Replit are examples identified as AI-native IDEs in a 2026 William Blair market report. The report also lists Windsurf, Lovable, Bolt, Warp, Tabnine, and Base44 in the broader developer-tool landscape; that list is a market snapshot, not a current feature comparison.

IDE-integrated assistants: keep your familiar editor

An extension is often the least disruptive place to start if you want completions or chat without moving projects to a different environment. Check the exact editor integration before choosing: support for one feature does not guarantee that every feature is available in every editor. GitHub also documents differences between individual and organization plans, including organizational policy and license management and GitHub integrations.

Terminal agents: delegate broader tasks with more direct oversight

A terminal-based agent can suit work that requires examining a repository, making changes across files, or running a sequence of development tasks. This workflow may require you to review a larger change than an inline suggestion. Claude Code’s current installation documentation includes native-installer and package-manager routes; its npm route requires Node.js 22 or later. Choose the installation route from the current official instructions for your environment.

AI-native editors: adopt a different development environment

An AI-native editor puts AI assistance at the center of the coding experience rather than adding it only as an extension. That may be useful if its built-in workflow matches how you want to create or change software, but it also means evaluating a new environment and its integrations. The 2026 market taxonomy identifies products in this category; it does not establish that one editor is better for a particular team.

Rank #2

How to choose for your work

Start with the workflow you want to improve, then compare the specific product and tier you would use. A tool’s broad category is not enough to establish its integrations, model access, controls, or limits.

Decision factor What to check
Workflow location Will you work in your existing IDE, a terminal, a cloud workspace, or a new AI-native editor? Consider whether teammates can use the same workflow.
Task scope Do you mainly need inline completion and focused questions, or do you need changes spanning files, tests, reviews, and repository tasks?
Context and integrations Verify support for your editor, languages, repository context, and any issue-tracking, source-control, or cloud connections you need. Confirm availability for the actual tier and setup.
Review and control Find out how proposed changes are presented, whether you can inspect a diff, how tests are run, and what files, commands, or systems an agent can access. Set permissions to match the task.
Team governance For organizational use, check administration, policy controls, privacy terms, and intellectual-property terms in the current plan documentation and vendor terms.
Cost and usage limits Compare current prices, quotas, and model-usage rules for your geography, billing period, and intended tier. Limits and advertised terms can change, so verify them on official plan pages before deciding.
Evidence quality Distinguish vendor-reported benefits from independent comparisons. For a study, inspect its dataset, task definitions, and evaluation method before applying results to your own work.

A dated availability caveat for Gemini Code Assist

Google documents that, starting June 18, 2026, Gemini Code Assist IDE Extensions and Gemini CLI stopped serving requests for the Gemini Code Assist for individuals, Google AI Pro, and Google AI Ultra tiers. Its documentation directs affected users to Antigravity and Antigravity CLI. This notice is specific to those individual and consumer tiers; Google’s Standard and Enterprise documentation remains available and describes development assistance across build, deploy, and operate tasks. Check the current documentation for the tier you intend to use.

What comparative evidence can—and cannot—tell you

A 2026 arXiv preprint by the study’s authors analyzed 7,156 pull requests across five coding agents. In that dataset, Codex acceptance rates ranged from 59.6% to 88.6% across nine task categories. Claude Code led the documentation category at 92.3% and the feature category at 72.6%; Cursor led the fix category at 80.4%. The authors state that no single agent performed best across all task types.

These are results from that study’s dataset and setup, not guaranteed acceptance rates, universal rankings, or proof that every team will become more productive. The paper is a preprint; its task definitions and methods matter when interpreting the figures, and its status may change.

GitHub’s current Copilot product page also presents claims of up to 75% higher job satisfaction and up to 55% more productivity at writing code. These are vendor-presented claims; the reviewed page does not provide enough methodological detail to treat them as independent estimates or universal effects. No industry-wide productivity figure is established by these figures.

Build a review process around the tool

AI can accelerate drafting while still leaving correctness, security, compatibility, and maintainability decisions to the development team. Use review steps proportionate to the scope and risk of the change.

  1. Define the task and boundaries. Specify the behavior you want, relevant constraints, and what the tool should not change.
  2. Inspect the proposed edits. Read the diff, including changes outside the primary file, before accepting or merging them.
  3. Run appropriate checks. Use the project’s tests and other normal validation steps; a plausible explanation or successful generation is not evidence that code works.
  4. Review access and policy. Confirm the agent’s permissions and follow your organization’s rules for code, data, and external services.
  5. Judge the result against the task. Assess correctness and maintainability in the project context, rather than assuming a tool’s general reputation predicts its performance on this change.

A practical starting point

  • If you want suggestions while staying in your current editor, begin by checking IDE-extension support and whether the features you need are available in your editor and plan.
  • If a task involves multiple files or a longer sequence of repository work, evaluate an agent workflow on a bounded task and examine its proposed edits and permission model.
  • If you are open to changing environments, assess an AI-native editor for the integrations, controls, and review workflow your project requires.
  • For team adoption, test the intended tier and governance setup with representative work before standardizing on a tool.
