AI Teaching Systems Raise New Questions for School Districts

AI teaching systems can support instruction and student services, but district decisions must address evidence, privacy, equity, teacher oversight, staff readiness, and accountability.

AI teaching systems are more than chatbots: they include software that supports instruction and district systems that may shape how students learn, receive support, or explore future pathways. For school districts, the central question is not simply whether to use AI. It is whether a particular system serves a defined instructional purpose—and whether the district can protect students, prepare staff, and monitor the results.

What counts as an AI teaching system?

The term covers AI-enabled instructional software as well as broader education systems used by schools or districts. A tool might generate or adapt instructional materials, support tutoring, or help students explore college and career pathways. The relevant decision depends on what the system actually does, what student information it handles, and how people are expected to use its output.

The National Center on Education and the Economy’s 2024 Framework for AI-Powered Learning Environments frames one part of the discussion this way: “How should students work with AI?” The framework says the question is no longer “Should we give students access to AI?” That is a useful prompt for educators, but it does not settle whether a district should adopt a particular product or how to govern it.

What federal guidance does—and does not—say

On July 22, 2025, the U.S. Department of Education issued guidance describing how education grant funds may support responsible AI integration. Examples include AI-based instructional materials, AI-enhanced high-impact tutoring, and college and career pathway exploration, advising, and navigation. Any use remains subject to the relevant program’s statutory and regulatory requirements. The guidance is not blanket approval of any system, a mandate to adopt AI, or a substitute for legal and procurement review. Read the Department’s July 2025 announcement.

In that announcement, U.S. Secretary of Education Linda McMahon said, “Artificial intelligence has the potential to revolutionize education and support improved outcomes for learners.” That statement describes potential; it is not evidence that a specific product improves student outcomes. The Department’s October 2024 Empowering Education Leaders toolkit addresses policy considerations for AI-enabled applications, including privacy, data security, civil rights, digital equity, transparency, and opt-out considerations. It is practical guidance, not a law that independently creates new requirements.

What adoption research can tell district leaders

Available studies are snapshots from different periods and use different methods, so they should not be combined into a single estimate of how many districts use AI today. RAND’s 2024 report drew on a nationally representative sample of 231 districts surveyed in fall 2023 and interviews with 11 district leaders conducted in December 2023 and January 2024. Those figures describe the study’s methods, not AI’s effect on achievement or current national adoption. RAND’s report record summarizes the study.

The Center on Reinventing Public Education’s 2025 landscape study focused instead on early-adopter districts during the 2024–25 school year. It offers a view of districts already exploring AI, not a census of all districts. See the CRPE study record. These distinct designs and dates matter: neither study should be presented as a 2026 prevalence figure or proof of causal impact.

The Department of Education toolkit also describes listening sessions held from December 2023 to March 2024 that engaged 90 educators. That is a consultation figure, not a measure of student outcomes or district adoption. The toolkit PDF provides the context for that input.

Six questions to ask before choosing a system

The federal toolkit’s policy considerations and Digital Promise’s implementation recommendations point to practical decision areas. They can organize a district’s review, but they are not a validated scoring rubric or vendor ranking.

1. What instructional job is the system meant to do?

Define the specific task before evaluating features: for example, producing instructional materials, supporting tutoring, or helping students navigate pathways. Ask what evidence supports the system for that job and how the district will tell whether it is useful. A broad promise to “personalize learning” is not a substitute for a clear purpose and evidence relevant to the intended use.

  • Expressive Emoji Display:Animated emoji expressions react to conversations and actions, bringing personality and charm to every interaction.
  • Voice Control & Smart Conversation:Simply speak to activate voice interaction. The robot listens and responds, making communication easy and natural.

2. What happens to student information?

Identify what information students or staff enter, what the system processes, and who can access it. Review privacy and data-security implications as part of product selection and policy decisions. The toolkit treats these as issues leaders should consider; districts should not assume that a tool is appropriate simply because it is marketed for education.

3. Can students use it equitably and accessibly?

Consider civil rights, accessibility, and whether students have equitable access to the device, connectivity, and support needed to use the system. Ask what happens when a student cannot use the tool or needs an alternative. West Virginia’s guidance identifies digital divides as a risk to assess, not a measured harm rate for all schools.

4. Can teachers supervise and correct its use?

Clarify what teachers can see, change, or override, how they can correct errors, and whether the district’s approach provides an opt-out where appropriate. Transparency should extend to how the system is used in class and what role its output plays in instruction or decisions. A tool that affects learning without meaningful adult oversight raises a different set of concerns from one used as a teacher-controlled aid.

5. Are staff and classroom practice ready?

Assess whether educators have the preparation to use the system critically, connect it to curriculum, and explain its limits to students. Digital Promise’s 2025 recommendations emphasize collaborative adoption, transparent governance, professional learning, classroom integration, and accountability. These are recommendations for implementation, not experimental findings that guarantee a particular result. Read the Digital Promise recommendations.

6. How will the district monitor benefits and harms?

Set a review process before deployment: who is responsible, what will be examined, how concerns can be reported, and when the district will revise or discontinue use. Track whether the tool is serving its stated purpose as well as whether problems arise in practice. Districts need an accountability plan, not just an adoption decision.

Risks to include in the review

West Virginia’s March 2025 guidance for West Virginia schools lists issues districts can use as a checklist: privacy and safety, over-reliance, effects on independent and creative thinking, reduced social interaction, digital divides, and plagiarism or cheating. These are questions to evaluate in context, not evidence that every risk has occurred in every district. The guidance is state-specific and is not binding national policy. See the West Virginia guidance record.

Schools should consider how the proposed use changes student work and teacher-student interaction, not only whether the system produces a plausible answer. For example, a district reviewing tutoring software should ask how students receive help and how educators can oversee that process; a district reviewing pathway tools should ask how students and families can understand and question the guidance they receive. Those checks follow from the system’s purpose and the risks identified in the guidance.

Make adoption a governed process, not a one-time purchase

  1. Define the use. State the instructional need, intended users, and role of AI in the activity. Separate a limited classroom use from a system that affects students across a district.
  2. Review the system and its evidence. Examine whether the available evidence matches the intended task, and assess privacy, security, civil rights, accessibility, transparency, teacher control, and opt-out considerations.
  3. Involve the people affected. Bring educators, students, families, and relevant district staff into decisions about use and communication. The Department’s 2025 funding guidance emphasizes privacy and engagement with affected stakeholders, especially parents.
  4. Prepare educators and set boundaries. Provide professional learning and define how the tool fits curriculum, classroom practice, and teacher judgment. Tell students and families what the system is for and what it is not meant to decide.
  5. Monitor and adjust. Assign responsibility for reviewing use, addressing concerns, and deciding whether the system should continue, change, or stop. A district’s oversight should be proportionate to what the system does and whom it affects.

For school leaders, the useful outcome is not an AI label or a yes-or-no policy in isolation. It is a documented decision about a particular use, supported by evidence appropriate to that use, safeguards that fit the students affected, and an accountable plan for learning from implementation.
