Build a conventional retrieval-augmented generation (RAG) chatbot when most questions can be answered with one search against a known index. Consider an AI research agent—often called agentic RAG—when answering reliably requires multiple searches, a choice among sources at runtime, or retrieval followed by an action. The deciding factor is the shape of your users’ questions, not which architecture sounds more advanced.
What is the difference between a RAG chatbot and a research agent?
Conventional RAG follows a fixed retrieval pipeline
A conventional RAG chatbot uses a sequence selected when the system is designed: a user asks a question, the application searches a chosen index, relevant context is assembled, and a language model generates an answer from that context. This is a strong fit when questions predictably map to that search. Microsoft’s Agentic RAG guidance and RAG design and evaluation guide describe the fixed-pipeline approach.

An agent can choose and repeat retrieval at runtime
An AI research agent can assess what it knows, choose a search tool or source, inspect the result, and decide whether it needs another retrieval step. It may break a complex question into subquestions or combine retrieval with an action. Agentic RAG is not a replacement for search: an agent can call an existing RAG retriever as one of its tools. The distinction is whether retrieval is a preset sequence or a decision the agent can make and repeat while working. AWS describes agentic AI in terms of this runtime orchestration in its Agentic AI Lens definitions.

Which approach fits your workload?
| Decision factor | Conventional RAG chatbot | AI research agent / agentic RAG |
|---|---|---|
| Control flow | Fixed search and answer sequence chosen at design time | Chooses tools and can repeat retrieval at runtime |
| Best-fit questions | Predictable lookups answerable from one known index | Multi-step, ambiguous, multi-source, or action-linked questions |
| Flexibility | More constrained and predictable | Can decompose questions, route to sources, and refine searches |
| Latency and model use | Usually fewer orchestration steps | Extra reasoning and retrieval steps can increase latency and model or token use |
| Operational work | Fewer moving parts; retrieval and data still need evaluation | Requires monitoring, stop conditions, auditability, and more involved debugging |
| What to evaluate | Retrieval quality and grounded final answers | Those same elements, plus tool choice, intermediate decisions, loop termination, and synthesis |
The speed and model-use differences are qualitative tendencies, not guarantees: implementation details and workload can change the outcome. Google Cloud’s agentic AI design-pattern guidance likewise frames architecture selection around the task and system requirements rather than a universal winner.

Stay with fixed RAG when one search is enough
If a representative question can be answered reliably by retrieving from one index in a known way, an agent may add orchestration without solving a real problem. Traditional RAG remains a capable choice: GOV.UK’s AI Insights: Agentic RAG, updated 3 August 2026, says, “Traditional RAG systems work extremely well over a great many use cases.”
Consider an agent when the question changes the search plan
Agentic retrieval is worth considering when the system must determine which source to consult, search again after seeing initial evidence, or gather separate pieces of information before producing a useful answer. It is also relevant when retrieval is one step in a broader workflow that includes an action. A more complicated architecture is justified only if those capabilities materially improve answers or workflow outcomes.

How to choose: test your questions before you build
Use the same representative workload to compare the architectures. Microsoft recommends defining the solution domain and acceptance criteria, using representative source material and queries, and evaluating both stages of RAG and the user-visible response. Google Cloud also emphasizes choosing a design pattern to fit the workload. A practical selection process is:
- List real questions and their sources. Include the documents, indexes, or systems needed to answer each representative user question.
- Mark questions a single fixed retrieval pass can answer. Check that the retrieved context is sufficient and the final answer meets your acceptance criteria.
- Identify questions that need another decision. Note where the system must decompose the question, choose among sources dynamically, or search again after reviewing results.
- Compare both designs on the same set. Record answer quality, retrieval sufficiency, latency, model or token use, operational reliability, and the amount of human oversight required.
- Add agentic control only where results warrant it. Keep deterministic workflow steps in ordinary application code when an agent’s discretion does not help.
Document experiment settings and aggregate evaluation results rather than relying on a few appealing examples. Evaluate the retrieval process as well as the final response: a fluent answer can still be unsupported if the right evidence was never retrieved. The Microsoft RAG design and evaluation guide covers solution definition, representative test material, parsing and chunking, metadata, embedding and retrieval choices, and evaluation across stages.

How to implement and operate the two approaches
For a conventional RAG chatbot
- Define the solution domain and acceptance criteria before choosing a retrieval setup.
- Gather representative source material and test questions; decide how documents will be parsed and chunked.
- Add useful metadata to chunks, then select and evaluate embeddings and retrieval methods.
- Measure retrieval and answer quality against your criteria, and keep a record of experiment settings and results.
For agentic retrieval
- Expose search as a tool with a clear description of its data source, required and optional parameters, and return schema.
- Return useful evidence metadata, such as source titles, dates, and document IDs, so results can be interpreted and audited.
- Microsoft suggests starting with three to five context results per tool call and adjusting based on evaluation; this is a starting recommendation, not a universal optimum.
- Reuse existing search logic where possible, including tuned hybrid search, ranking, or filters, rather than rebuilding it without a measured reason.
- Set explicit stopping criteria and suitable limits on repeated calls. Monitor whether iterations improve the answer and preserve an audit trail of tool calls, inputs, outputs, and their order.
Agentic workflows need particular care around non-convergent loops, debugging, and source quality. Validate and refresh the underlying knowledge base; repeated retrieval cannot fix unreliable or biased source material and may reinforce it. Re-evaluate behavior when changing the underlying model, since behavior and bias profiles can differ. GOV.UK discusses these operational concerns in its Agentic RAG guidance.

The cited architecture guidance gives qualitative design advice; it does not establish a head-to-head numeric result showing that one approach is universally faster, cheaper, or more accurate. Treat any such advantage as a hypothesis until both designs have been measured on your representative questions and operating conditions. Choose based on required answer depth, source complexity, latency and budget limits, human oversight, and reliability needs—not a benchmark figure that does not match your workload.
