AI Privacy Budgets: What to Ask Before Trusting the Number

An AI privacy budget is not a universal score. Ask what unit is protected, how contributions are bounded, and how privacy loss adds up across releases.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An “AI privacy budget” is not a standardized score with a universal scale. When a vendor cites one, ask for the formal differential privacy guarantee, what unit it protects, how data contributions are bounded, and the cumulative privacy loss across every release in scope. A lone ε value does not answer those questions.

What does an AI privacy budget mean?

In differential privacy (DP), ε (epsilon) is a parameter in a mathematical guarantee: it bounds how distinguishable a system’s outputs can be when comparing two neighboring datasets. The precise meaning depends on the formal definition, the divergence measure, and—critically—what makes two datasets neighbors. OpenDP’s explanation of differential privacy describes ε-DP in terms of this bound and notes that other formulations include approximate (ε, δ)-DP and zero-concentrated DP.

For pure ε-DP under the same definition and assumptions, a larger ε means a weaker privacy guarantee. But ε is not a universal privacy grade, and two numbers cannot be compared fairly unless the systems use compatible definitions and scopes. OpenDP describes ε as a proxy for worst-case risk to the privacy unit that has been defined; it does not turn ε into a direct probability that a particular person will be identified.

DP is about limiting the effect that changing a defined unit’s data can have on outputs. It does not, by itself, certify that a vendor collects little data, stores it securely, restricts access appropriately, or has correctly implemented the claimed mechanism. NIST’s final SP 800-226 guidance, published March 6, 2025, addresses evaluating differentially private software—including practical hazards in realizing the mathematical guarantee.

Ask what the guarantee protects

Start with the neighboring-dataset definition and privacy unit. A “neighbor” is a pair of datasets that differ according to a specified rule. That rule might represent adding or removing one record, or changing all the records associated with one person. The choice changes what the claim protects.

Ask whether the unit is one record, one person’s entire contribution, a person-day, a household, a device, a company, or something else. If a person can contribute many records but the guarantee treats each record separately, it does not mean the same thing as a guarantee protecting all that person’s contributions together. The scope must be explicit before ε can be interpreted.

Also ask what contribution limits make the guarantee possible. How much data can one unit contribute? Are values clipped, capped, or otherwise bounded? Those choices affect sensitivity—the amount a query’s result could change when a neighboring unit is added or removed—and therefore affect how much noise is needed.

Request the calculation and its full scope

Ask for a written account of the following, not just a headline number:

  • Formal guarantee: Is the claim pure ε-DP, approximate (ε, δ)-DP, or another stated definition? Which divergence or privacy-loss measure is used?
  • Privacy unit and adjacency: What precisely counts as a neighboring dataset, and whose or what unit’s data does the guarantee protect?
  • Contribution bounds and sensitivity: What limits, clipping rules, or other assumptions constrain each unit’s influence?
  • Mechanism and parameters: What method adds noise, and what parameters were used? Is the system using local or central DP, where relevant?
  • Composition and cumulative result: Which accountant or composition method combines privacy loss across queries, training runs, and releases? What is the total result—not only the per-query value?
  • Time horizon and budget policy: Which dates, features, and datasets are included? Do budgets reset or roll over, or are they shared across features?
  • Utility evidence: What accuracy or usefulness target was measured, on what task, and under which data bounds?
  • Conditions beyond the math: What access controls, security practices, and data-collection conditions support the system around the DP mechanism?

These details are what make a stated budget interpretable. A public explanation can document a vendor’s claim, but does not by itself verify that the implementation matches it.

Find out how releases accumulate

A privacy guarantee for one release is not automatically the guarantee for a system that releases results repeatedly. Composition accounts for the privacy loss across releases, so ask for the total over the stated scope and period. A number described only as “per query” or “per donation” leaves the cumulative result unanswered.

OpenDP’s typical workflow gives a simple pure-DP allocation example: a total ε = 1 is divided evenly among three queries, giving each query ε = 1/3. That illustrates one way to allocate a total budget; it is neither a universal recommendation nor a requirement to divide budgets evenly. The appropriate accounting depends on the releases and formal guarantee involved.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

OpenDP recommends choosing the privacy unit and loss parameters before accessing sensitive data, then mediating data access through the library. That is a useful design principle: a budget should constrain a planned workflow, not be an after-the-fact label attached to a result.

Compare numbers only when their scopes match

Examples from different systems show why an ε value cannot be ranked on its own. The figures below are historical or feature-specific illustrations, not current universal settings or a general safety threshold.

Computer Privacy Screen Filter for 24 Inch 16:9 Aspect Ratio Monitor
  • Privacy Screen Filter Size: If the visible area of your display has the following dimension: Width x Height (Exclude Frame/Arrow 1 to 3 mm errors): 20 15/16" x 11 13/16" (532 mm x 299 mm), then this filter is good for you. Very Important to double check your screen's Width and Height excluding frame before ordering. It's not recommended to make your selection based solely on your screen's diagonal size
  • Left and Right Privacy: Not block visibility directly behind you, regardless of distance. The privacy filter makes the screen appear dark when looking at it from an angle (left and right 30 to 180 degree), but clear when looking directly at it. To change the privacy levels, simply adjust your monitor's brightness level accordingly
  • Matte and Glossy Sides: It's a reversible privacy screen filter, giving you the flexibility to choose glossy or matte finish. The matte side will have less glare, however the glossy side will have stronger privacy
  • Perfect for Open Workspaces: Ensure your working space is bright and well lit. Privacy screens do not work in dimly lit areas
  • Two Installation Option: Option 1 uses clear double side adhesive strips that securely attach to any computer screen. Option 2 (for computer screens with a raised bezel only) uses slide mount tabs that easily stick to the display frame, allowing you to take out the privacy screen filter easily as needed

Google Community Mobility Reports ε = 2.64 per user per day. Historical figure reported by NIST in 2022.
U.S. Census Bureau redistricting data ε = 19.61. NIST’s 2022 account of the Bureau’s planned setting for the 2020 Census redistricting data.

The examples are not directly comparable simply because each includes ε. Their units, release schedules, contribution limits, mechanisms, and purposes differ. For any two claims, align the formal definition, privacy unit, bounds, mechanism and accountant, total release scope and time horizon, and utility measure before comparing the numbers.

There is no universal “safe” epsilon

NIST’s Joseph Near and David Darais wrote in their January 24, 2022 article, “Unfortunately, we still don’t have a consensus answer to this question.” They were referring to what ε means in applied settings and how it should be set. Their discussion of low single-digit or larger values is contextual; it does not establish a blanket threshold for deciding whether a system is safe.

OpenDP’s workflow documentation offers a rule of thumb: “A common rule-of-thumb is to limit ε to 1.0, but this limit will vary depending on the considerations mentioned above.” Treat that as guidance from OpenDP, not a mandatory standard. NIST’s discussion makes clear that a single number cannot resolve the parameter-setting question across different systems and scopes.

Account for the cost in accuracy or usefulness

For a given mechanism, reducing ε generally requires adding more noise, which can make outputs less accurate or useful. The practical tradeoff depends on the task, contribution bounds, and mechanism. Ask the vendor to show the utility measure and how it was evaluated alongside the privacy calculation; ε alone does not reveal whether the resulting output works well enough for the intended use.

NIST describes SP 800-226’s purpose as helping practitioners “better understand how to think about differentially private software solutions.” Its SP 800-226 publication is a starting point for evaluating both the guarantee and software that claims to implement it. Documentation can support an informed assessment, but evaluating a particular vendor requires evidence about that vendor’s implementation and operating conditions.
