AI Networking Scopes: How to Compare Fabrics for Each Scale

Scale-up links accelerators, scale-out connects servers and racks, and scale-across links facilities. Learn how their roles differ and what to measure beyond bandwidth.

Scale-up, scale-out, and scale-across describe three different communication scopes in AI infrastructure: links among accelerators in a tightly coupled domain, connections among servers and racks in a cluster, and links between data centers. They are not interchangeable networking standards, and the best design depends on workload traffic, distance, congestion, resilience, software, and operational needs—not just headline bandwidth.

What do the three networking scales mean?

Scale Where it connects What it is for
Scale-up Accelerators within a bounded domain, such as a supported GPU system or rack High-bandwidth, tightly coupled accelerator-to-accelerator communication, including collective operations
Scale-out Servers and racks within a data-center cluster Cluster traffic, often called east-west networking, between compute nodes
Scale-across Separate data centers or AI factories Connecting compute facilities over longer distances, while accounting for propagation delay and congestion

The labels describe the reach and role of a network, not a ranking of performance. A single AI deployment may use all three scopes, alongside separate tenant-access and secure-management networks. In NVIDIA’s reference architecture, the GPU cluster interconnect is distinct from both the NVLink scale-up domain and those access and management networks.

How do scale-up, scale-out, and scale-across differ in practice?

Scale-up: keep tightly coupled accelerator traffic close

Scale-up networking links accelerators inside a bounded system so they can exchange data at high bandwidth. NVIDIA describes NVLink as its proprietary GPU-to-GPU scale-up fabric. This scope matters for tightly coupled work and collective operations, where communication among accelerators is part of the computation rather than simply traffic between independent servers.

Communication patterns can vary even within this domain. For example, NVIDIA highlights all-to-all traffic in mixture-of-experts workloads using expert parallelism. A design suited to one pattern should not automatically be assumed to suit every model or parallelization strategy.

Scale-out: connect the cluster’s servers and racks

Scale-out networking carries traffic among servers and racks in a data center. NVIDIA’s reference design calls this the Cluster Interconnect Network, or CIN, and identifies Ethernet and InfiniBand as possible configurations. NVIDIA’s portfolio includes Spectrum-X Ethernet and Quantum InfiniBand for this scope; these are vendor offerings, not evidence that every cluster needs either product.

Scale-out performance depends on how traffic behaves across the cluster. Data-parallel training, collective operations, all-to-all exchanges, storage traffic, and inference can place different demands on the fabric. Link rate alone does not show how well a system performs when many nodes communicate at once.

Scale-across: connect facilities despite distance

Scale-across refers to networking between data centers or AI factories. Longer paths add propagation delay, and traffic management must account for distance as well as congestion. NVIDIA describes Spectrum-XGS as an extension for this scope, using distance-aware, telemetry-based congestion control and adaptive routing. Those descriptions characterize NVIDIA’s implementation; they do not establish a universal design for every inter-facility network.

NVIDIA technical product marketing manager Taylor Allison describes scale-across as “a new category of AI compute fabric connectivity” that is “orthogonal” to scale-up and scale-out. That is NVIDIA’s framing of the term: scale-across adds a geographic dimension rather than replacing the other scopes.

Which technologies belong to each scope?

Technology Role described in the cited materials Important qualification
NVLink NVIDIA scale-up GPU-to-GPU interconnect Proprietary NVIDIA technology for supported domains
Ethernet General networking technology that can also form an AI cluster fabric NVIDIA positions Spectrum-X Ethernet as an AI-oriented scale-out offering; that is a vendor position, not a universal requirement
InfiniBand One possible cluster-interconnect choice in NVIDIA’s reference design Quantum InfiniBand is a named NVIDIA scale-out product family
Ultra Ethernet (UE) A high-performance Ethernet protocol effort for AI and HPC An overview paper by specification authors says UE 1.0 updates multiple parts of the Ethernet stack, including the Ultra Ethernet Transport protocol; the full 562-page UE 1.0 specification is the final authority

These names do not all describe the same kind of thing: NVLink is a proprietary interconnect, Ethernet and InfiniBand are fabric options, and UE is a specification effort for high-performance Ethernet. A meaningful comparison first identifies the scope and workload, then compares candidate implementations within that context.

How should you compare AI network designs?

Start with the communication pattern the system must support, then assess the network under representative end-to-end conditions. A nominal link rate cannot tell you how much useful work the full system completes under load.

  1. Map the scope and topology. Establish whether the traffic stays within an accelerator domain, crosses servers and racks, or travels between facilities. Document how compute nodes, switches, and links are arranged.
  2. Describe the workload’s communication. Identify whether the dominant traffic is collective, all-to-all, data-parallel, storage-related, or part of inference. Include the relevant model and parallelization approach.
  3. Measure delivered performance. Evaluate end-to-end bandwidth, latency, and jitter with the relevant workload, not only the advertised rate of an individual link. Consider whether performance holds at the message sizes and concurrency the workload actually uses.
  4. Test congestion and failure behavior. Examine load balancing, congestion control, traffic isolation, rerouting, and how the fabric behaves when links or components fail.
  5. Check software and operating fit. Verify compatibility with the workload stack and collective operations, and assess observability, provisioning, repair, and upgrade processes.
  6. Account for deployment constraints. Include geographic distance, power, cabling and optics, rack and facility limits, vendor support, and supply availability.

NVIDIA’s evaluation guidance emphasizes end-to-end performance, software support, resiliency, and operational goodput alongside nominal bandwidth. That is a vendor’s framing rather than a universal benchmark standard, but it points to a practical distinction: the network’s value is the useful workload performance it sustains, including during congestion and faults.

  • TRAFFIC OPTIMIZATION: Supports IEEE 802.3x flow control and advanced traffic optimization technology to reduce data bottlenecks and ensure smooth, efficient data transfer across your network
  • Scale-across all-reduce: NVIDIA reported up to 1.9× higher NCCL all-reduce bandwidth for Spectrum-XGS Ethernet versus off-the-shelf Ethernet in a company-run test connecting sites 10 km apart. NVIDIA said the largest gains occurred at larger message sizes. This is a vendor test result, not an independent benchmark or a promise for other distances and workloads.
  • Scale-up decode throughput: In 2026, NVIDIA reported up to 2.3× higher decode throughput for NVLink 6 versus off-the-shelf Ethernet in a 72-accelerator scale-up domain. NVIDIA explicitly based the results on simulation; its examples included DeepSeek-R1, Qwen 235B, and a simulated 2-trillion-parameter model. The result should not be read as a measurement from a physical deployment.
  • Spectrum-X fabric evaluation: Authors of a 2026 paper on Spectrum-X reported 98% of theoretical line rate in their evaluation and a 7% latency increase under 10% fabric link failures. Those results apply to the architecture and evaluation described in that paper, not to Ethernet networks generally.

The figures concern different scopes, workloads, methods, and comparisons. They do not establish which fabric is best for a particular cluster, and they do not provide a neutral, equivalent-workload comparison of price, power, availability, or performance across vendors.

What should you conclude when choosing a fabric?

Choose by communication scope and measured workload behavior. Scale-up addresses accelerator-to-accelerator exchange inside a bounded domain; scale-out joins the servers and racks in a cluster; scale-across links facilities over distances where propagation and congestion management become central. Ethernet, InfiniBand, NVLink, and Ultra Ethernet fit into different parts of that picture, so bandwidth claims alone are not a sound basis for declaring one universally superior.
