Pharmaceutical teams can make AI useful by starting with a specific evidence task, defining how its output will inform a decision, and assessing the model for that exact use. The work does not end at deployment: data governance, human responsibility, risk controls and ongoing model management all shape whether an AI-supported result is fit to use.
What does practical AI adoption mean in drug development?
Practical adoption is not simply adding a model to an existing workflow. It is connecting a defined AI output to a real evidence need—such as analyzing trial data or informing a manufacturing decision—and establishing what evidence and oversight are appropriate for that use.

The context of use matters because the same model can have different implications depending on what it produces, who uses the output and what decision it informs. An AI tool that helps organize information for review is not automatically equivalent to one whose output may support a regulatory decision about a product’s safety, effectiveness or quality.

FDA and EMA’s January 2026 Guiding Principles of Good AI Practice in Drug Development describe good-practice areas across drug development. The principles apply across U.S. drugs and biological products and EU medicinal products, while leaving relevant jurisdiction-specific laws and regulatory frameworks in place. They are a good-practice frame, not a guarantee that a particular AI-generated result will be accepted.

How should a pharmaceutical team move from an AI idea to an evidence task?
A useful implementation begins with the decision the team needs to support, then works outward to risk, data, assessment and operations. The following workflow synthesizes the regulator principles and FDA’s draft guidance; it is not a regulator-prescribed checklist or a one-size-fits-all process.
- Define the task and context of use. State what the system is expected to produce, who will use the output, and how it may affect a scientific, operational or regulatory decision. Be explicit about whether the output is advisory, used to prioritize review, or intended to contribute information or data supporting a regulatory decision.
- Map the consequences of error. Consider what could happen if an output is wrong, incomplete, biased or not representative of the population or setting in which it will be used. Match validation, mitigation and human oversight to the use and the potential consequences.
- Assess data fitness and governance. Document where the data came from, how it was collected and handled, and what limitations could affect the intended task. Relevant expertise should include the people who understand the science, data, model, clinical or regulatory setting, and operational workflow. A data source is not fit for a particular purpose merely because it is available.
- Evaluate performance for the stated use. Ask whether the evidence supports this model in this context—not simply whether it performed well on a general benchmark. The assessment should be proportionate to the risks and should address the conditions in which the output will actually be used.
- Plan for operation and change. Define who is accountable for review and decisions, what information users need to interpret outputs, and how the model and its use will be documented and managed over time. Reassess when the model, data, workflow or intended use changes in a way that could affect its credibility.
What good-practice areas do FDA and EMA identify?
The January 2026 FDA–EMA principles organize responsible AI practice around ten areas. Together, they connect the technical work of building and assessing a model with the organizational work needed to use it responsibly.
- Human-centric design: account for the people affected by, using or overseeing the system.
- A risk-based approach: scale assessment and controls to the potential consequences of the use.
- Adherence to relevant standards: consider the technical, scientific, cybersecurity, ethical and GxP standards that apply to the context.
- A clear context of use: define the task, output, users and role in decision-making.
- Multidisciplinary expertise: involve the scientific, technical and operational perspectives needed to understand the use and its limitations.
- Data governance and documentation: maintain appropriate oversight of data and records that support development and use.
- Model design and development practices: use practices suited to the model’s intended role and the evidence task.
- Risk-based performance assessment: assess whether performance is credible for the specific use and its risks.
- Life-cycle management: manage the system and its use beyond initial development or deployment.
- Clear, essential information: give users the information needed to understand and appropriately act on outputs.
These areas are mutually reinforcing. For example, performance evidence is difficult to interpret without knowing the data and intended use, while effective oversight depends on users having clear information about the output and its limits.

Where can AI support work across the drug development life cycle?
FDA’s January 2025 draft guidance gives examples of AI applications that may support information or data for regulatory decision-making. They are examples, not blanket endorsements; a particular implementation still needs evidence appropriate to its intended use.
- Nonclinical research: reducing animal-based pharmacokinetic, pharmacodynamic and toxicologic studies.
- Clinical pharmacology: predictive modeling for clinical pharmacokinetics and exposure-response analyses.
- Disease understanding: integrating information from natural history, clinical studies, genetic databases, clinical trials, social media and registries to better understand disease presentation and progression.
- Trial endpoints and outcomes: analyzing real-world and digital-health data.
- Postmarketing safety: processing adverse drug experience information.
- Manufacturing: selecting manufacturing conditions.
FDA’s overview also identifies AI use across nonclinical, clinical, postmarketing and manufacturing phases, as well as digital health technologies and real-world data analytics. These broad areas can help teams locate candidate tasks, but they do not establish that any data source, model or deployment is suitable without a use-specific assessment.
What is FDA’s position on AI credibility for regulatory decisions?
FDA’s January 2025 Considerations for the Use of Artificial Intelligence to Support Regulatory Decision-Making for Drug and Biological Products is a draft Level 1 guidance. It is marked “Not for implementation” and describes nonbinding recommendations, so it should not be presented as a finalized rule or binding requirement.

The draft proposes a risk-based credibility assessment framework for an AI model in a particular context of use when its output produces information or data intended to support regulatory decisions about safety, effectiveness or quality. The central practical point is that credibility is use-specific: a generic performance claim does not, on its own, establish that a model is credible for a consequential regulatory task.

The January 2026 FDA–EMA principles provide a broader good-practice frame, while the FDA draft addresses a specific regulatory decision-support context for U.S. drug and biological products. Neither should be treated as replacing applicable jurisdiction-specific requirements, and following a set of principles alone does not guarantee acceptance of AI-derived evidence.
What do the FDA’s adoption figures show—and not show?
FDA’s AI in Drug Development overview reports that CDER had experience with more than 500 drug and biological product submissions with AI components from 2016 through 2023. It also reports that the 2025 draft guidance was informed by over 800 external comments on the May 2023 discussion paper.

Compare proposals by how well their evidence and controls fit the intended task, rather than by a broad claim that one system is “AI-ready.” A practical review can ask:
- Is the task and context of use specific enough to assess?
- What are the consequences if the output is wrong, incomplete or unrepresentative?
- Are data relevance, governance and documentation addressed for this use?
- Does performance evidence match the intended setting and decision?
- Have relevant technical, scientific, cybersecurity, ethical and GxP standards been considered?
- Are multidisciplinary reviewers and human decision-makers identified?
- Are life-cycle management and the information users need to interpret outputs planned?
The principles do not rank vendors or prescribe a product. A persuasive demonstration or benchmark cannot answer these questions on its own; the relevant question is whether the evidence and operating controls support the model’s defined role.

What should remain under human responsibility?
AI can support evidence generation and analysis, but organizations remain responsible for decisions made using its outputs. Human oversight should be designed into the workflow, not added as a vague final check. Teams need clear accountability for interpreting outputs, resolving uncertainty and deciding when the result is insufficient for its intended purpose.
FDA Commissioner Robert M. Califf, M.D., said in the agency’s January 6, 2025 announcement: “With the appropriate safeguards in place, artificial intelligence has transformative potential to advance clinical research and accelerate medical product development to improve patient care.” The safeguards condition is central: AI’s potential does not remove the need for scientific evidence, fit-for-purpose assessment or appropriate regulatory standards.
