A capable AI model cannot safely or reliably do enterprise work on its own. It needs a runtime that supplies relevant context, controls which tools it can use, tracks progress, checks results, and records what happened. That layer is called an AI harness. Harness engineering is the emerging practice of designing it so a model’s abilities can become useful, inspectable work without granting it unchecked access to business systems.
What is an AI harness?
An AI harness is the software and operational configuration between a model and the environment where it acts. It coordinates the model’s work: providing context, translating outputs into actions, collecting observations, maintaining task state, requesting approvals, verifying results, and recovering when something fails.

The term is relatively new, and there is no universally approved enterprise standard for what a harness must include. A 2026 runtime framework and a separate study of coding-agent source code offer useful, complementary maps of the territory, not a settled specification.

- Model: Generates responses or action proposals from its inputs. It does not, by itself, have access to a company’s repository, database, or internal applications.
- Harness: Decides what the model sees and can do, executes approved tool calls, manages state, and gathers evidence about outcomes.
- Environment: The task world in which actions occur, such as a code repository, browser, shell, database, or API.
- Platform: The delivery channel through which an agent is provided. It may host or connect to the harness, but it is not the task environment itself.
In practice, an agent’s capability depends on the model, harness, and environment together. The same model can behave differently when its context, tools, permissions, and verification process change.

How does an agent harness work?
Consider an agent asked to fix a defect in a software repository. A harness turns that request into a controlled work cycle rather than treating the model’s first answer as a completed task.
1. Specify the task and its boundaries
The harness receives a task description, identifies relevant constraints, and may divide a broad request into smaller steps. Clear acceptance criteria matter: “change the code” is harder to verify than “make the stated test pass without changing the public API.” The task specification should also identify actions that require approval.
2. Select context
The harness chooses information for the model, such as relevant files, project documentation, prior task notes, or system observations. Sending everything is not a reliable substitute for selection: large or irrelevant context can obscure important details. Structured documentation, repository maps, durable task artifacts, and explicit handoffs can help maintain continuity across long tasks.
3. Authorize and execute a tool action
The model may propose an action, but the harness mediates whether and how it runs. It can expose only the needed tools, restrict writes, isolate execution, or require human approval. This boundary is consequential: an agent with read access to a document has a different risk profile from one able to modify records or run arbitrary commands.

4. Return observations and update task state
After an action, the harness supplies the result—such as command output, an error, or an application response—and updates the task’s state. It may preserve a trajectory of actions and observations so a session can resume or a reviewer can understand how the result was produced.
5. Verify, recover, or stop
The harness checks results against task requirements, using tests, schemas, application behavior, or a separate evaluation step where appropriate. If a check fails, it can provide the failure to the model for another bounded attempt, route the issue for human intervention, or stop. A successful tool call is not itself proof that the task succeeded.
What engineering belongs in the harness?
A 2026 framework paper describes responsibilities including task specification, context selection, tools, project memory, task state, observability, failure attribution, verification, permissions, entropy auditing, and intervention records. A July 2026 source-code study of eleven coding harnesses uses a complementary seven-part map: agent loop; model integration; tools and actions; memory and context; safety and permissions; orchestration; and extensibility. These maps help teams ask what their runtime is responsible for; neither is a universal checklist.
- Agent loop and orchestration: Control the sequence of model calls, tool actions, retries, handoffs, and stopping conditions.
- Context and memory: Select information for the current step and decide what task state or project knowledge persists.
- Tools and permissions: Define available actions, credentials, access scopes, write controls, and execution isolation.
- Verification and recovery: Check requirements, attribute failures, manage bounded retries, and enable safe resumption or human intervention.
- Observability and extensibility: Record what happened and provide governed ways to add tools, model providers, interfaces, or integrations.
The harness therefore has two jobs that must be designed together: enable work through useful context and tools, and constrain work through permissions, checks, isolation, and records.

Why enterprises are paying attention
Context and continuity affect whether work can be completed
Long tasks can outlast a single interaction or exceed what is practical to keep in active context. OpenAI’s February 11, 2026 account of an internal software project describes repository-embedded skills and tools, structured documentation, isolated worktrees, and application logs and metrics made accessible to the agent. The account presents the repository as a source of working context rather than relying only on an initial prompt.
Anthropic’s March 24, 2026 engineering account describes breaking application development into manageable chunks and using structured handoffs between sessions. For a reported Claude Sonnet 4.5 failure mode involving loss of coherence and premature wrap-up, Anthropic says context resets paired with a structured handoff addressed the issue. The trade-off was added orchestration complexity, token overhead, and latency. That is a reported technique for the described work, not a rule that every agent needs resets.
Verification makes outcomes more inspectable
A model’s confidence in its answer is not a substitute for evidence that a task is complete. OpenAI’s account describes iterative review and exposing observable application behavior to the agent. Anthropic describes separating generation from evaluation in some work, noting that self-evaluation can be overly positive. A distinct evaluator can supply concrete feedback, though the extra stage also adds runtime cost.

Permissions and auditability are part of runtime design
Access controls cannot be treated as an afterthought when an agent can observe or change enterprise systems. The United Nations University’s July 21, 2026 synthesis discusses patterns such as scoped permissions, controlled writes, read-only parallelism, bounded iteration, resumable sessions, and retained trajectories. These practices can help limit and inspect actions, but no checklist eliminates risk.
The same report flags prompt injection through untrusted observations, excessive tool blast radius or mishandled credentials, and memory poisoning or procedural drift in persistent context files. A harness should account for these risks in the actual environment and workflow; a prompt telling a model to be careful is not an access-control boundary.
Contracts can make behavior easier to inspect
The July 9, 2026 paper “From Prompts to Contracts” describes moving deterministic behavior into code, manifests, schemas, and validation artifacts around a replaceable composition boundary, while relying on source-backed claims for runtime answers. Its public-data instantiation covers five Korean corporate groups and 25 listed companies. That scope illustrates an approach to auditability; it does not establish general business outcomes or prove the approach is suitable for every enterprise.
What current examples do—and do not—show
OpenAI’s February 2026 account says a small engineering team used Codex to build an internal software product and shifted its work toward designing the environment, specifying intent, and building feedback loops. Ryan Lopopolo, a member of OpenAI’s technical staff, described the shift this way: “The primary job of our engineering team became enabling the agents to do useful work.” The statement characterizes that company’s experiment.

OpenAI estimated that the project took about one tenth of the time the authors believed manual coding would have taken. The same account reports roughly 1,500 pull requests merged with three engineers over the described period, and later describes the team growing to seven. These are vendor-reported figures from one internal project, not independently verified benchmarks or estimates of typical enterprise gains.
Anthropic’s March 2026 account offers a different implementation example: planner, generator, and evaluator roles for some work, structured handoffs, and evaluation separate from generation. Prithvi Rajasekaran of Anthropic Labs wrote, “Harness design is key to performance at the frontier of agentic coding.” That is Anthropic’s engineering framing, not an independently measured conclusion that applies to every workload.
The July 2026 source-code study analyzed eleven production coding harnesses. Its authors argue that the harness is moving from a tool toward a platform, with interfaces, sessions, extension mechanisms, and coordination becoming part of the product surface. That is the paper’s interpretation of its sample, not an established industry-wide adoption measure.

There is no cited head-to-head benchmark establishing one universally best enterprise harness. Compare a custom runtime, a vendor-provided runtime, or an orchestration library against the work you need to perform:
| Evaluation area | Questions to ask |
|---|---|
| Reliability and verification | Can it check requirements, distinguish tool execution from task completion, and preserve evidence of outcomes and failures? |
| Context and continuity | How does it select relevant context, persist task state, resume sessions, and hand work between stages or people? |
| Permissions and isolation | Can access be scoped, writes controlled, and execution isolated to reduce unintended effects? |
| Observability and recovery | Are actions, traces, failures, approvals, and recovery steps recorded and inspectable? |
| Extensibility and integration | How are tools, model providers, interfaces, and integrations added, tested, and governed? |
| Operating cost and latency | Do extra evaluator calls, context resets, orchestration steps, and longer trajectories provide enough quality to justify their runtime costs? |
Evaluate the complete model–harness–environment system on representative tasks. A result measured with read-only repository access, for example, should not be assumed to predict behavior when the same agent can change production records. Keep the task, permissions, verification criteria, and failure evidence visible in the evaluation so the result has a meaningful operating context.
What the evidence says about productivity
The examples show concrete engineering techniques and vendor-reported results, but they do not establish a general productivity multiplier for harness engineering. The OpenAI figure is an internal estimate for one project; the research framework demonstrates a proposed evaluation protocol; and the enterprise contracts paper is a scoped case instantiation. Organizations should measure their own workload, including whether a task was completed correctly, how much review or intervention it required, and the runtime cost of achieving that outcome.
Harness engineering is best understood as an emerging systems and governance layer, not a guarantee that an agent will perform well. Its value depends on the fit between the task, model, runtime controls, environment, and evidence used to judge success.
