Neither AI finance apps nor budgeting tools from banks are automatically more private. Compare the specific service’s data access, sharing, retention, controls, and AI disclosures; if you want to avoid required bank linking, manual budgeting is another option, though it takes more work.
What actually differs between the two options?
A bank’s budgeting feature may keep the experience within the institution that holds your account. A third-party app may offer features or account coverage you prefer, but it may need access to financial information held elsewhere. Neither fact, on its own, establishes which option has better privacy or security. The important differences are in each service’s actual data practices and the functions it provides.

| Comparison point | Bank-provided budgeting | Third-party AI finance app |
|---|---|---|
| Who provides the service | The institution where you hold an account provides the budgeting feature. This does not by itself establish how data is used or retained. | A separate provider supplies the app; check its connection method, privacy policy, and AI-specific disclosures. |
| Account access | Review which accounts and data fields the feature uses, including whether it reaches beyond accounts at that institution. | Check which institutions and account types it supports, what access it requests, and how you authorize and revoke it. |
| Budgeting and automation | Available functions depend on the particular bank and feature; they have not been compared here. | Functions depend on the particular app. Do not infer that it offers a specific feature, or handles data in a particular way, from the label “AI.” |
| Privacy assessment | Read the bank’s terms and privacy information for the feature, including sharing and retention. | Read the app’s privacy policy and the AI feature’s explanation, including what financial context is sent to another service and whether it is retained or used to improve models. |
No bank budgeting feature or AI finance app was independently tested or audited for this comparison. Treat the table as a way to frame questions, not a ranking of named products.

- Coverage: Which banks, account types, and products can you connect? Does the service include every account you want to budget for?
- Data scope: What information does it request: balances, transactions, account-verification information, or something else? Is access broader than the feature needs?
- Refresh and history: How often does the service update transactions, and how much past transaction history does it show? Do not assume refresh frequency or history length from a product category.
- Purpose and sharing: Why does the provider collect each type of data, who else may receive it, and does that include a separate AI service?
- AI handling: What financial context is processed when you use an AI feature? Is it retained, used to improve or train models, or shared onward? Can you turn the feature off?
- Retention and deletion: How long is information kept, what can you delete, and does deleting an account remove data already shared with another provider?
- Controls and security: What authentication, access controls, and security practices does the provider disclose? Where can you revoke access, correct information, or complain?
Compare the answers across the specific services you are considering. A service with more automation may save time, but that convenience is useful only if its access and data practices fit your preferences.
What U.S. data-rights rules say—and what their status means
Section 1033 of the Consumer Financial Protection Act concerns access to consumer financial data. The CFPB’s final Personal Financial Data Rights Rule, published in October 2024, describes requirements for covered data providers to make specified data available to consumers and authorized third parties upon request. It is not a rule that automatically covers every finance app or every financial-data field.

Products and information covered by the rule
Current 12 CFR § 1033.111 includes certain Regulation E accounts and Regulation Z credit cards within covered consumer financial products and services, subject to the section’s definitions and exclusions. Section 1033.211 lists covered data categories such as transaction information, account balances, payment-initiation information, terms and conditions, upcoming bills, and basic account-verification information. Under that section, making at least 24 months of historical transaction information available is sufficient for the historical-data requirement. This is a regulatory threshold, not a claim about the transaction history any particular app or bank currently provides.
Authorization, consent, and revocation
Under 12 CFR § 1033.401, a third party seeking access on a consumer’s behalf must provide an authorization disclosure, certify specified obligations, and obtain the consumer’s express informed consent. Section 1033.331 addresses authentication and the scope of authorization; it also says access must be revoked in a timely manner after a consumer uses the provider’s revocation method. When evaluating a service, find its actual authorization screen and revocation process rather than assuming that a general privacy-policy statement explains them.

Compliance timing is separate from the rule’s text
The CFPB’s compliance resource says a court stayed the rule’s compliance dates on October 29, 2025. Separately, the CFPB’s rulemaking page describes an August 2025 advance notice of proposed rulemaking that reconsidered issues including representatives, fees, and data security and privacy. These status details do not erase what the regulation says, but they mean readers should not assume covered providers are implementing every provision on the original schedule. Litigation and agency action can change; check the CFPB’s current compliance resource and rulemaking page for the latest status.
Why AI features deserve a separate check
Budget tracking and AI-generated analysis are not the same function. An AI feature may process financial context to produce a summary, recommendation, or answer, so find out what information it receives and whether it is sent to another service. The CFPB’s August 12, 2024 statement on AI in financial services identifies potential concerns including incorrect information, inadequate dispute resolution, and privacy and security risks.

For consequential decisions, check AI-generated figures and explanations against your bank’s records and official statements. If an output appears wrong, use the service’s correction or complaint channel; do not assume a chatbot can resolve a dispute about an underlying bank transaction. Also find out how to disable the AI feature without necessarily abandoning other budgeting functions.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesBudget without required bank linking
Manual budgeting is a possible alternative if you do not want a budgeting service to require a bank login or account link. A budgeting-app policy updated June 27, 2026 says that its service supports manual accounts and imports, does not require bank login or linking, and runs AI reports only when a user opts in and requests one. That is the provider’s own description, not independent verification or a guarantee about other apps.

Manual entry or importing can reduce the need for automatic account access, but it takes more effort and may not provide automatic transaction syncing. Before using any manual workflow, check what you are uploading, where that information is stored, and whether optional AI processing sends it elsewhere. A paper planner can avoid entering account details into a budgeting app, but it does not make the data practices of other services irrelevant.
Quick Recap
A practical way to choose
- List what you need. Decide which accounts must be included and whether you need automatic transaction syncing, categorization, alerts, or AI-generated analysis.
- Check the data request. Review the authorization screen and identify which accounts and information the provider wants to access.
- Read the relevant policies. Find purposes, third-party sharing, retention and deletion terms, plus feature-specific explanations for any AI function.
- Test the controls before relying on the service. Locate the setting to disable AI, the process for correcting an error, and the method for revoking account access.
- Choose the least burdensome option that meets your needs. A bank feature, third-party app, or manual workflow may each suit different preferences; the specific disclosures and features matter more than the category label.
