AI Data Centers: Who Benefits, and What Should Residents Ask?

A sharp rise in U.S. opposition to local data centers highlights a gap between community impacts and the wider debate over who benefits from AI and bears its risks.

Opposition to nearby data centers has risen sharply even as Americans’ broader views of AI have remained statistically stable. That contrast points to a blind spot in the debate: communities are weighing the local costs and benefits of facilities, while a wider question—who benefits from AI and who bears its risks, including employment risks—can fall out of view. The surveys measure these concerns separately; they do not show that worries about AI-related job losses are driving opposition to local data centers.

Why are more people opposing data centers near them?

In a nationally representative survey of 1,320 U.S. adult citizens, the Annenberg Public Policy Center found that 61% opposed building new data centers in their area. That was up from 49% in the survey ending in March. The later survey was fielded June 16–July 19, 2026, and its full-sample margin of error was ±3.5 percentage points; margins for subgroups are larger.

Over the same period, Annenberg reported that broad views of AI’s impact on the country were statistically unchanged. Shawn Patterson Jr., a research analyst at the center, said, “What stands out is the contrast.” The contrast matters because a person can support AI’s potential uses and still oppose a particular facility nearby—or feel differently about AI overall than about the project’s local effects.

A data center is infrastructure for computing, including but not limited to AI. A national answer about a nearby facility is not a measurement of any one project’s actual electricity demand, water use, noise, job creation, tax contribution, or environmental effects.

What do people worry a local data center will affect?

Pew Research Center’s survey of 10,548 U.S. adults, conducted July 20–August 9, 2026, found that many viewed data centers negatively on several local or environmental dimensions:

  • 54% said data centers were mostly bad for the environment.
  • 50% said they were mostly bad for home energy costs.
  • 49% said they were mostly bad for nearby quality of life.

These are public perceptions, not facility-level impact findings. Whether a proposed project would affect household bills, water availability, noise, or local environmental conditions depends on its design and location, as well as how utilities and public agencies handle infrastructure and oversight.

What gets missed when the debate focuses only on the local project?

The wider employment question

Annenberg found that employment and jobs were among the areas Americans viewed most negatively in their expectations of AI’s impact. That finding concerns AI generally—not the employment effects of data-center construction, and not the reasons people oppose a facility in their area. The available survey results do not establish that local opponents connect the two.

Still, the distinction raises a useful public question: if AI creates value for companies and users, how should communities think about who shares in that value, and how should society address risks that extend beyond a facility’s host community? Treating a local approval dispute as the whole AI debate can leave those distributional questions unexamined.

Local benefits are not automatic

Public assessments of jobs and tax revenue have been mixed and shifted over time. In Pew’s January 2026 survey, positive views exceeded negative views in both categories. By its July–August survey, the shares saying data centers were mostly bad or mostly good were nearly even: for local jobs, 24% said mostly bad and 22% mostly good; for local tax revenue, 21% said mostly bad and 22% mostly good.

Those figures describe opinion, not a facility’s actual payroll, duration of employment, tax arrangement, or net fiscal contribution. Construction work and ongoing operational jobs are different claims, and a headline estimate of economic activity does not by itself show how much benefit remains in the community.

What should residents ask before a project is approved?

Useful questions turn general promises or fears into claims that can be checked. The Bipartisan Policy Center has reported that the pace and scale of data-center development challenge existing utility planning, regulation, local approval, and community-engagement practices. Its 2026 process convened more than 150 stakeholders from February through June and recommends local input into transparent community-benefit agreements.

  • Would you support a new data center in your area? What information, alternatives, and opportunities for resident input will be available before the approval decision?
  • What will it do to home energy costs? Which electricity and infrastructure costs would be assigned to the project, and how would that allocation be disclosed?
  • What about water, the environment, noise, and quality of life? What will be measured, by whom, and how will results be made public?
  • Will it create local jobs? Which roles are temporary construction work and which are ongoing? What evidence supports the job estimates, and what training or access will local workers receive?
  • What does the community get in return? Are promised benefits specific, enforceable, transparent, and sustained—or only aspirations?
  • How will taxes work? What is the expected local revenue after any tax arrangements, and how will the estimate be checked against actual payments?

These are practical evaluation criteria, not a package of recommendations that any one cited organization has endorsed in exactly this form. Their purpose is to make trade-offs visible and distinguish verifiable commitments from broad claims.

Do community-benefit pledges prove that residents will benefit?

No. An announced pledge is a commitment, not evidence that money has been spent or outcomes achieved. In October 2026, the Associated Press reported Amazon’s pledge to invest more than $1 billion over five years in communities where it operates data centers, including education, job training, water and energy preservation, and local priorities. The report establishes the announcement, not completed spending or measured impact.

For any company pledge, residents can ask which communities qualify, how priorities are chosen, when funds will be delivered, who reports progress, and what happens if promised benefits are not provided. A transparent agreement can make commitments easier to evaluate; it cannot substitute for measuring the project’s costs and outcomes.

How can local decisions connect to the wider AI debate?

Local governments and communities can scrutinize a facility’s site-specific effects while asking broader questions about the distribution of AI’s gains and risks. These are related conversations, but they are not interchangeable: approving or opposing one data center does not settle whether AI is beneficial overall, and general concern about AI does not establish the local effects of a particular project.

The Urban Institute’s September 11, 2026 discussion frames the policy challenge as balancing economic growth with community concerns. The Bipartisan Policy Center warns that unresolved concerns risk losing the “social license” needed for future development. Taken together, these perspectives point toward a process that gives residents meaningful input, makes infrastructure costs and impacts visible, and treats community benefits as commitments to verify rather than reasons to assume a project is beneficial.
