Find and replace yours safely.Free scan · under a minuteIf you want to keep your current IDE, GitHub Copilot is the clearest fit; if you want an editor built around AI workflows, consider Cursor. The product many developers remember as Codeium or Windsurf is now called Devin Desktop. None is a proven coding-quality winner based on the available official product information, so choose by workflow, usage limits, privacy controls, and the amount you are willing to spend.
What happened to Codeium and Windsurf?
Codeium is not the current name to use for this comparison. Devin’s product page identifies Devin Desktop as the new name for Windsurf, with existing plans, pricing, extensions, and settings carried over. Cognition announced its acquisition of Windsurf in July 2025; for the current product name, Devin’s page is the more relevant reference. How the three tools differ
| Tool | Workflow | Published plan snapshot | Usage model to consider |
|---|---|---|---|
| GitHub Copilot | Extensions for multiple IDEs, plus GitHub and command-line workflows. | Free and Student options; paid individual plans start with Pro at $10/month. | On paid plans, inline completions and next-edit suggestions do not use AI credits; agent and chat usage is credit-metered. |
| Cursor | An AI-focused editor for developers willing to work in a dedicated environment. | Hobby is free; Pro is $20/month. | Model selection affects consumption, and usage may continue through on-demand billing after included usage is used. |
| Devin Desktop (formerly Windsurf) | Retains Windsurf’s IDE foundation and is presented as a desktop agent command center. | Current plan prices are not stated on the cited Devin product page. | The cited page says existing plans carry over, but does not establish a comparable current credit allowance or overage rate. |
Plan details in this table are vendor-published snapshots accessed in October 2026; availability, currency, taxes, billing terms, and included usage can vary. The figures are not independent performance results. GitHub plan details · Cursor pricing · Devin Desktop details.

Which assistant fits your editor and workflow?
Choose Copilot if you want to stay in your IDE
GitHub lists extensions for VS Code, Visual Studio, Vim, Neovim, JetBrains IDEs, and Azure Data Studio. Chat availability varies: GitHub lists it for VS Code, JetBrains, and Visual Studio, while inline suggestions are available across the listed extensions. This makes Copilot the most straightforward option here for someone who does not want to move their daily work into a new editor. GitHub Copilot overview and editor support.
Choose Cursor if you want an AI-focused editor
Cursor is an editor rather than simply an assistant extension for your existing setup. That can suit developers who want agent and model workflows close to the editing environment, but it also means evaluating whether moving projects and habits to another editor is worthwhile. Its pricing page describes agent, cloud-agent, and model access, with usage sensitive to model choice. Cursor pricing and features · Cursor usage documentation.

Consider Devin Desktop if you are coming from Windsurf
If you used Windsurf, Devin says the desktop product retains existing plans, pricing, extensions, and settings. That continuity may matter more than a fresh comparison of old Codeium or Windsurf plan names. The cited page does not provide enough comparable plan-usage data to rank Devin Desktop against Copilot or Cursor on cost.

What do the plans cost, and how does usage affect the bill?
GitHub Copilot: credits apply to agent and chat usage
GitHub’s plan page lists these paid tiers and monthly AI-credit allowances in its October 2026 snapshot:
Rank #3
| Plan | Published price | Monthly AI credits |
|---|---|---|
| Pro | $10/month | 1,500 |
| Pro+ | $39/month | 7,000 |
| Max | $100/month | 20,000 |
| Business | $19 per granted seat/month | 1,900 per user |
| Enterprise | $39 per granted seat/month | 3,900 per user |
On paid plans, inline code completions and next-edit suggestions are not billed in AI credits; agent and chat usage is. GitHub says organization credits pool and excess organization credits cost $0.01 each. A high-completion workflow may therefore have different economics from one that relies heavily on chat or agents. Check the plan page for the current rules and how they apply to your account. GitHub Copilot plans and credits.
Cursor: headline price is not necessarily the monthly ceiling
Cursor lists Hobby as free, Pro at $20/month, Pro+ at $60/month, and Ultra at $200/month. Its pricing page describes Pro+ as including three times Pro’s agent limits and Ultra as including 20 times Pro’s agent limits. Cursor also documents model-dependent usage pools and on-demand billing after included usage is consumed. Compare the likely models and amount of agent use you expect—not just the subscription price—before choosing a tier. Cursor pricing and plan limits · Cursor usage documentation.

Devin Desktop: verify the current offer directly
The cited Devin page confirms the Windsurf-to-Devin Desktop transition and continuity of existing plans, but it does not establish an up-to-date price, credit allowance, or overage rate that can be compared fairly with the figures above. Review the offer shown for your region and account before making a cost comparison.
How should you compare privacy and organization controls?
Do not treat privacy as a simple product-wide yes-or-no distinction. The relevant settings, plan terms, and data categories differ, and a vendor’s own assurance is not the same thing as an independent audit.

Cursor
Cursor says Privacy Mode can be enabled in settings or by a team administrator. The company states that, when it is enabled, code data is not used for training by Cursor or its model providers. Teams should review Cursor’s security and contractual documentation to confirm that the setting and terms meet their requirements. Cursor pricing-page privacy information.
GitHub Copilot
GitHub says interactions from Copilot Free, Pro, and Pro+ users may be used to train and improve models unless users opt out. Its documentation describes code context used for suggestions, including nearby lines, other open files, repository or file paths, and workspace information. Do not assume this consumer-plan statement applies to Business or Enterprise; check the applicable plan terms and current settings. GitHub Copilot documentation.
Devin Desktop
The cited Devin product page does not establish privacy or training terms comparable to the specific statements above. Review Devin’s current privacy, security, and contractual documentation before using it with proprietary code.
How to make a fair choice without a coding-quality benchmark
The official plan and product pages establish features, prices, and some usage and privacy controls; they do not establish that one assistant writes better code or saves a particular amount of time. Use a short trial with tasks drawn from your own work, and compare the same conditions across tools.
Quick Recap
- Pick representative tasks. Include a small completion task, a change spanning multiple files, a bug investigation, and a test or documentation update.
- Keep the evaluation consistent. Use the same repository, requirements, test commands, and acceptance criteria. Review correctness, maintainability, and how much manual correction each result requires.
- Track usage, not just outcomes. Note the model, agent or chat actions, included-credit consumption, and any on-demand charges. A workflow that feels productive can still be a poor fit if its ongoing usage cost is unpredictable.
- Check data handling before using real code. Confirm the settings and plan terms for your account or organization, then test with code you are permitted to share with the service.
Quick decision guide
- Keep your established IDE: start with Copilot, after checking whether the features you need are available in that IDE’s extension.
- Prefer an editor designed around AI workflows: evaluate Cursor and estimate model usage as well as the base subscription.
- Already use Windsurf: look at Devin Desktop as the current continuation, and verify the offer and terms attached to your account.
- Need predictable organizational governance: compare the exact team settings, credit billing, and privacy terms for the plan you would actually deploy.
- Need proof of code quality: run your own matched task evaluation; the cited official product pages do not provide an independent head-to-head benchmark.
