AI can help developers produce code faster without making software reach users sooner. Code still has to be reviewed, tested, checked for security, integrated, deployed, and monitored. If those steps rely on limited reviewer capacity, slow test environments, or manual handoffs, faster code generation can put more pressure on the rest of delivery—not remove the constraint.
Why can AI coding get faster while software delivery does not?
Code generation speed is one part of a larger flow. A useful distinction is between how quickly code is produced and how quickly a change can be safely delivered. The second measure includes waiting for review, validation, integration, and deployment, as well as the work needed to respond if something goes wrong.

GitLab reported a gap in a June 23, 2026 announcement based on a Harris Poll survey of 1,528 developers and technology buyers across six countries. Those figures describe respondents’ views, not measurements of every organization’s delivery telemetry:
| Survey finding | Result | What it describes |
|---|---|---|
| Agreed individual developer productivity had improved with AI, while overall delivery had not accelerated at the same pace | 79% | Respondents’ assessment of the gap between individual productivity and delivery |
| Agreed AI had shifted the bottleneck from writing code to reviewing and validating it | 85% | Respondents’ view of where a constraint had moved |
| Reported some governance challenge with AI-generated code | 92% | Respondents’ reported governance concerns |
| Could not reliably distinguish AI-generated code from human-written code in their codebase | 43% | Respondents’ reported difficulty with code provenance |
These results make the bottleneck shift a practical concern, not a rule that AI always slows delivery. DORA’s 2025 research, involving nearly 5,000 technology professionals and more than 100 hours of qualitative research, describes AI as an amplifier of existing organizational strengths and weaknesses. In other words, the effect depends on the delivery system into which teams introduce it.

Where does pressure build in an AI-assisted pipeline?
When code arrives faster, downstream work can become more visible: reviewers may receive more changes than they can assess carefully, tests and security checks may take longer than authors expect, and integration may expose conflicts that were not apparent while code was being written. If teams also rely on manual handoffs, the context needed to review or validate a change can be lost along the way.
GitLab estimates that coding accounts for about 15% of software-shipping work, with the remaining 85% downstream. That is a vendor-published estimate, not an independently verified universal breakdown; use it as a reminder to examine the whole value stream, not as a forecast for a particular team.

A Google Cloud summary of DORA’s 2024 findings reported that a 25% increase in AI adoption was associated with a 1.5% decrease in delivery throughput and a 7.2% decrease in delivery stability. These are study associations, not proof that AI adoption caused those changes or a prediction for every organization. The useful implication is to assess both flow and reliability instead of treating adoption or code volume as a proxy for delivery performance.

- Separate waiting from execution. Measure queue time as well as how long reviews, tests, security checks, and deployments take to run.
- Check batch size. Look at how much code arrives in one change and how long work remains open before integration.
- Inspect validation coverage. Identify which tests and security checks run, when they run, and what kinds of changes they cover.
- Trace handoffs and context. Note manual steps, tool boundaries, and whether reviewers can see the change’s origin and relevant validation results.
- Compare repositories. Look for inconsistent pipeline behavior that forces teams to relearn steps or maintain separate implementations.
- Establish a baseline. Capture delivery throughput and stability, along with the flow measures above, before changing pipeline design.
This diagnosis matters because the visible wait is not always the root cause. A long review queue, for example, could reflect limited reviewer capacity, changes that are too large to assess efficiently, or incomplete test results that make review harder.
What should you change in the pipeline?
Start with the constraint your map reveals rather than assuming that a new AI tool or a faster runner will solve the delivery problem. GitLab’s vendor guidance proposes auditing the current toolchain, standardizing source control and CI/CD with shared templates and reusable components, then improving execution time and deployment across environments. Treat that as one provider’s suggested roadmap, not a sequence proven to work for every organization.

Make pipeline behavior consistent
Where repositories repeat the same pipeline logic, shared templates and reusable components can reduce variation and make changes easier to apply consistently. Keep necessary differences visible rather than forcing unlike projects into a single configuration. The aim is a pipeline people can understand and maintain, not standardization for its own sake.

Reduce brittle handoffs
Review the transitions between source control, review, automated checks, test environments, and deployment. Identify steps that depend on someone copying information or manually relaying status. Improving integration and traceability can make it easier to follow a change through validation, though the supplied evidence does not quantify the delivery effect of a particular redesign.

Keep changes small and validation robust
Do not trade away small batch sizes or robust testing to accommodate greater code volume. Smaller changes are easier to review and validate as units; testing and security checks remain part of the delivery path even when code is generated quickly. The recommendation supported by the cited sources is to scale AI use while retaining those safeguards, not to bypass them.
Preserve code provenance
Teams need a reliable way to understand how code entered a change and what validation it received. The survey’s reported difficulty distinguishing AI-generated from human-written code makes provenance a governance and review concern. Decide what information reviewers and maintainers need to assess a change, and preserve it through the workflow instead of expecting them to infer origin from the code itself.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How can you tell whether the redesign is working?
Compare results with the baseline rather than judging success by generated-code volume, commit counts, or AI adoption alone. Track delivery throughput alongside stability, and inspect the flow measures that explain changes in those outcomes:
- Time spent waiting versus time spent executing each pipeline stage.
- Review and validation queues, along with the size of changes entering them.
- Test and security-validation coverage and the reproducibility of results.
- Pipeline consistency across repositories, tool integrations, and manual handoffs.
- Whether provenance and validation information remain traceable through deployment.
Change one meaningful part of the system at a time where practical, then check whether the bottleneck moved and whether delivery and stability improved together. DORA’s amplifier framing is a reason to look at organizational conditions as well as pipeline configuration: a faster stage cannot compensate for an unresolved constraint elsewhere.
The available evidence does not establish a universal, quantified improvement from a particular CI/CD redesign for AI-generated code. GitLab’s 2026 figures are survey responses, its modernization sequence is vendor guidance, and the 2024 DORA figures are associations. Use them to frame the problem and choose what to measure, not to promise a result.
