Delegate the task, not the whole job. Automate work that is repeatable, digitally specified and inexpensive to check. Keep a person accountable when a task depends on context, exceptions, social judgment, high-stakes consequences or a relationship. In many cases, the best design is a human-plus-tool workflow: software handles a bounded step, while a worker reviews, decides and communicates the result.
This task-by-task approach matches the strongest current evidence. The International Labour Organization (ILO) estimates that one in four workers worldwide are in occupations with some degree of generative-AI exposure, yet says most jobs are more likely to be transformed than eliminated because occupations contain many tasks that still require human input.

What “AI exposure” actually tells you
Exposure is a measure of what technology could affect, not a prediction that a worker will lose a job. The ILO’s refined 2025 index combines task information, worker perceptions, expert input and AI predictions. Its mean automation score was 0.29 in 2025, compared with 0.30 in 2023; the score is an index, not a probability of redundancy.

The index uses four exposure gradients. The highest gradient covers 3.3% of global employment, while overall exposure is estimated at 11% of employment in low-income countries and 34% in high-income countries. Exposure also differs by gender and country income. These differences make occupation-level labels too blunt for an individual manager deciding what to delegate.

The ILO’s May 2025 announcement quotes Senior Economist Janine Berg: “This tool helps countries across the world assess potential exposure and prepare their labour markets for a fairer digital future.” The practical implication is preparation and redesign, not automatic substitution.
Employer plans point in both directions. In the World Economic Forum’s 2025 survey, 73% of surveyed employers said they planned to accelerate process and task automation during 2025–2030, while 63% intended to complement or augment workers with new technology. Those are reported intentions for a forecast period, not observed job losses or guaranteed results.
Use the evidence to ask a narrower question: Which part of this workflow is structured enough to delegate, and where must a person remain responsible?
Read the ILO’s 2025 update and the refined global exposure index for the methodology and global estimates.
The four tests for deciding what to delegate
The following tests are a practical synthesis of task-level evidence. They are not a universal scoring instrument validated by the ILO, OECD or WEF. Apply them to one task at a time, document your reasoning and revisit the decision when the workflow changes.
1. Are the inputs repeatable and clearly structured?
Automation is a stronger candidate when the task receives the same kinds of digital inputs in a predictable format. Examples include extracting fields from a standard form, routing a request to a known queue, transforming data according to fixed rules, or producing a first draft from a defined template.
Ask:
- Do inputs arrive in a consistent format?
- Can you describe the required output without relying on tacit knowledge?
- Do exceptions occur rarely enough to handle through an explicit escalation path?
- Can the system access every field it needs, rather than inferring missing facts?
If the answer to most questions is no, begin with assistance rather than full automation.

2. How much context, judgment or social interaction is required?
Tasks become poor substitution candidates when success depends on understanding an unspoken goal, balancing competing interests, interpreting a sensitive situation or building trust. A tool may summarize a customer conversation, but deciding how to repair the relationship remains a human responsibility. A model may suggest language for a difficult message, but the accountable person must choose whether sending it is appropriate.
Context can be local and temporary. A procedure that is normally routine may require human handling when a customer is distressed, a deadline affects several teams, or a decision carries reputational consequences. Design the workflow so those signals trigger review instead of being silently flattened into a standard response.
3. What is the cost of an error, and what does review cost?
Fast generation is not a benefit if checking every output takes longer than doing the task manually. Compare the cost of an incorrect result with the cost of a qualified person reviewing it. Low-consequence errors in an internal draft may be acceptable with sampling. An incorrect external statement, financial record or eligibility decision requires a stricter control.
Consider four questions:
- How visible is an error to the affected person?
- Can the mistake be reversed before it causes harm?
- Is a reviewer able to verify the result from source data?
- What happens when the system is uncertain or the input is incomplete?
Do not treat a confidence score as a substitute for verification. Establish a human stop point whenever the consequence of an undetected error is material.
4. Does the tool augment a worker or substitute for the task?
Augmentation leaves the worker with meaningful control while reducing routine effort. Substitution removes most human involvement from a bounded activity. Neither is automatically better. Augmentation is usually the safer starting point when the workflow is new, exceptions are poorly understood or the output affects people directly.
Define the intended role explicitly: “draft for review,” “recommendation requiring approval,” or “automatic action under these conditions.” Ambiguous language encourages users to treat suggestions as decisions.
A practical decision matrix
Use this matrix as a conversation aid, not as a mechanical score. A task that is highly repeatable but high-risk may still need a human approval step. A low-risk task with messy inputs may benefit from a tool that organizes information without making the final decision.

Tasks that are usually good automation candidates
Repetitive digital processing
Start with steps where a person repeatedly copies, sorts, labels or routes information. A tool can classify incoming items against a defined taxonomy, extract fields into a structured record or prepare a queue for a specialist. Keep the original input available so a reviewer can check what was extracted.
First drafts and transformations
Drafting is often easier to delegate than publishing. A system can turn notes into a proposed outline, rewrite text to a specified format, or produce alternative wording. The owner still checks factual accuracy, audience fit, tone and any commitments implied by the text.
Search, summarization and comparison
AI can reduce the time needed to locate and organize material when the worker can inspect the underlying sources. Require links or references to the records used, and treat a summary as navigation rather than authoritative evidence. If the source set is incomplete, the human reviewer must say so.
Routine status communication
For predictable updates, automation can assemble a draft from current system fields. A person should confirm that the status is current, that exceptions are not hidden and that the recipient will understand what action is required.

Low-risk internal organization
Meeting notes, task grouping, duplicate detection and reminders can be delegated when errors are easy to correct. Preserve an edit history and give users a simple way to report a bad classification or missing item.
Tasks that should remain human-led
Consequential decisions about people
When an output affects access, opportunity, safety, income or a person’s reputation, keep a named human decision-maker. A tool may organize evidence or highlight inconsistencies, but it should not silently become the final authority.

Conflict resolution and sensitive communication
Negotiation, complaints, performance conversations and crisis responses depend on emotion, history and trust. AI can help prepare questions or summarize a conversation after the fact, but a responsible person must interpret the situation and own the communication.
Ambiguous problem definition
If the team has not agreed what success means, automating execution locks in confusion. First define the objective, constraints, acceptable trade-offs and escalation conditions. Only then decide whether a tool can handle a component.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteNovel or adversarial cases
Rare cases often contain the greatest downside because patterns learned from routine examples may not apply. Keep humans close when inputs are deliberately misleading, unusually incomplete or unlike the cases used to design the workflow.
Accountability and explanation
A person must be able to explain why an important action was taken, what information was considered and how an error can be corrected. If no one can answer those questions, the process is not ready for unattended automation.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to design a human-plus-tool workflow
- Name the task, not the job title. Write the exact step, trigger, input, output and recipient. “Handle support” is too broad; “classify incoming requests into five queues” is testable.
- Separate preparation from decision. Let the tool collect, format or draft information while a person approves actions that affect customers, colleagues or records.
- Define allowed inputs and outputs. State which systems and fields may be used, what the tool must never infer, and which output formats are acceptable.
- Create an exception route. Specify the signals that pause automation, who receives the case and what information accompanies the escalation.
- Set a review standard. “Check it” is not enough. Tell reviewers to verify source facts, completeness, calculations, audience, tone and required approvals.
- Run a contained pilot. Begin with a limited workflow, a small user group or internal drafts. Record corrections, overrides, delays and incidents before expanding.
- Measure the whole process. Compare total time, rework, error discovery, queue age and reviewer effort—not just the tool’s generation speed.
- Keep a rollback path. Users should be able to return to the manual procedure if the system fails, inputs change or review capacity disappears.
This sequence prevents a common mistake: automating the visible production step while leaving people to absorb hidden checking, exception handling and repair work.
What the skills evidence means for teams
Automation changes the mix of skills rather than making all human capabilities irrelevant. An OECD analysis published in April 2024 found management and business skills prominent among occupations highly exposed to AI, while examining occupations that do not require specialized AI skills. A November 2024 OECD policy brief reported a relatively small decline in demand for management, business and digital skills in workplaces most exposed to AI. These findings do not show that every human skill is rising or falling, nor do they establish a universal direction for every country or occupation.

Best Value
For managers, the practical lesson is to train people for the parts of the workflow automation does not settle:
- Defining goals, constraints and acceptable risk.
- Recognizing exceptions and missing context.
- Checking outputs against primary records.
- Explaining decisions to affected people.
- Improving the process when patterns or requirements change.
See the OECD analyses on changing skill demand and how AI changes work and required skills for their scope and definitions.
Common failure modes and fixes
Automating an occupation instead of a task
Failure: A broad label hides routine and judgment-heavy work in the same role.
Fix: Map the workflow into discrete steps and decide separately for each one.
Confusing a fluent output with a correct one
Failure: Polished language leads users to skip verification.
Fix: Require source checks and make the draft status visible until approval.
Ignoring review capacity
Failure: A tool creates more output than qualified staff can check.
Fix: Set throughput limits, prioritize high-risk items and measure reviewer time.
Hiding exceptions in a “successful” metric
Failure: The system completes routine cases while difficult cases accumulate unseen.
Fix: Track escalation volume, unresolved age and override reasons alongside completion rate.
Removing ownership
Failure: Everyone assumes someone else checked the result.
Fix: Assign a named owner for the decision, the review and the rollback procedure.

Failure: A pilot’s narrow success is treated as proof that every adjacent workflow is suitable.

A delegation checklist you can use in a team meeting
- What exact task are we delegating?
- What are the permitted inputs, and which information is missing or uncertain?
- What does a correct output look like?
- Which errors are tolerable, and which require an immediate stop?
- Who reviews the output, and can that person verify it from source material?
- Which cases must be escalated to a human specialist?
- Does the workflow augment a worker or remove the worker’s role in this step?
- How will we measure rework, errors, review time and exceptions?
- What is the manual fallback if the tool is unavailable or wrong?
- When will we revisit the decision?
The bottom line for delegation
Use automation for bounded, repeatable digital work with clear inputs, checkable outputs and manageable consequences. Use a human-led or human-plus-tool process when context, relationships, exceptions or accountability matter. The right question is not whether AI can perform an occupation; it is whether a specific task can be delegated without losing judgment, safety or a clear owner.
