Then limit the resources each operation can consume and treat configurable callback URLs as a server-side request forgery (SSRF) risk.
The controls belong at the receiving service, not just in the automation that sends a request. A signature, API key, or OAuth token can help establish which service or client is making a request; none of them automatically grants permission to perform a particular operation on a particular resource. The OWASP guidance cited here was retrieved on October 7, 2026, and should be adapted to the service’s framework, threat model, and delivery contract.

What should a webhook receiver verify?
Authenticate the sending service and protect every message component that could affect the action. OWASP’s AI Agent Security Cheat Sheet recommends authenticating communicating agents and checking the sender’s permissions at the receiving service before executing a request.
Recommended Free Tools
- Integrity: Verify a signature over the security-relevant message fields, including sender, intended recipient, message type, payload, creation and expiry times, and a unique message identifier. If a field can change the action, it should be integrity-protected.
- Freshness: Enforce a bounded validity window using the message’s creation and expiry information. Reject messages outside the accepted window.
- Replay resistance: Reject a message identifier that has already been accepted. Retain deduplication state for at least the period in which that message could still be accepted.
- Separate permission check: After verifying authenticity and freshness, decide whether that sender is allowed to perform this action on this resource. A valid signature proves neither that the action is authorized nor that it should be executed.
Use a maintained protocol implementation for signing and verification rather than inventing a message-signing scheme. The OWASP guidance describes the fields and checks to protect; it does not establish one webhook protocol as universally correct. For irreversible operations, use short-lived authorization artifacts and replay protection.

How should API authentication differ from authorization?
Authentication identifies or verifies a client; authorization determines what that client may do. Keep those decisions separate and apply authorization to each operation and requested resource. OWASP’s API2:2023 Broken Authentication states, “OAuth is not authentication, and neither are API keys.” It recommends using API keys for API-client authentication, not as proof of an end user’s identity.
Do not infer a person’s identity or permissions merely because a request has an API key, OAuth token, or valid webhook signature. The receiving service needs an authorization decision for the relevant automated actor or user and the specific method and resource. OWASP’s Web Service Security Cheat Sheet covers server and client authentication, per-request authorization, and resource-level permission checks.
Use TLS for sensitive service traffic and authenticate the service endpoint. For sensitive operations, consider stronger client authentication where appropriate. For REST services, OWASP’s REST Security Cheat Sheet recommends HTTPS endpoints, cautions against relying exclusively on API keys for sensitive, critical, or high-value resources, and recommends allowlisting HTTP methods.

How can you limit the cost of an AI-triggered request?
Set limits according to operation cost, not just an overall request count. A cheap lookup and a tool-using or inference flow can have very different execution costs. OWASP’s API4:2019 Lack of Resources & Rate Limiting identifies missing or inappropriate limits as a resource-consumption risk and recommends limits on call frequency, validation of query and body parameters, and maximum sizes for incoming values and collections.
- Bound request frequency, payload and parameter sizes, execution time, CPU, memory, concurrency, simultaneous files, network connections, and processes.
- For AI inference and tool-using flows, set per-tenant limits for tokens, requests, concurrency, and spend. Bound recursion, retries, and chain depth.
- Use abuse detection, circuit breakers, and near-real-time monitoring so unusual consumption can be detected and contained.
OWASP’s Secure AI Model Ops Cheat Sheet addresses authentication, authorization, input validation, rate limiting, abuse detection, tenant limits, circuit breakers, and monitoring for AI systems. Its Web Service Security Cheat Sheet also recommends bounding execution time and system resources. Set the limits to match expected traffic and the cost of each operation.
Why are configurable webhook URLs an SSRF boundary?
If your service fetches a user-configured destination, the user is influencing where your server connects. OWASP’s API7:2023 Server Side Request Forgery identifies webhooks as a feature that can increase SSRF risk. A malicious or unsafe destination can cause a server to contact unexpected locations, including internal management or control services.

Validate or constrain destinations in the webhook configuration flow and apply network-level controls suited to your environment. Treat destination validation as a boundary around outbound connections, not as a substitute for network restrictions. The OWASP guidance establishes the risk but does not prescribe one complete allowlist policy for every deployment; choose controls based on which destinations the service genuinely needs to reach.
How should you verify the implementation?
Build a security test matrix for each operation rather than testing only whether a request succeeds. OWASP’s REST Assessment Cheat Sheet recommends testing credential and permission variations, malformed or tampered tokens, throttling, and the identity dimensions used for limits.
- Test access: For each operation, try a request with no credential, a valid credential, and a credential that lacks the needed permission. Confirm that only the authorized case succeeds.
- Test credential handling: Submit malformed and tampered tokens. Confirm they are rejected rather than treated as valid or allowed to bypass checks.
- Test webhook freshness and replay: Submit an expired message and a repeated message identifier. Confirm both are rejected before execution.
- Test authorization after signature verification: Submit a correctly signed message requesting an action that its sender is not allowed to perform. Confirm the receiver rejects the action.
- Test resource limits: Exercise throttling on authentication and expensive operations. Check that limits are keyed to the relevant identity dimensions and that oversized or costly inputs are bounded.
The expired-message, duplicate-ID, and signed-but-unauthorized cases apply OWASP’s separate freshness, replay, and sender-permission requirements to webhook receiver tests.

How should teams compare implementation approaches?
There is no single protocol or product choice established by the OWASP guidance cited here. When assessing an approach, ask these questions about the actual sender, receiver, and operation:
- Does the authenticated identity represent a service client, an end user, or both?
- Does the receiver authorize each method and resource independently of authentication?
- Which message fields and payload data are protected from alteration?
- How are message age, the replay window, and duplicate identifiers handled?
- What limits apply to request rate, payload size, execution, concurrency, and AI spend?
- Can a configured destination reach internal network locations, and what application and network controls constrain it?
These are evaluation axes drawn from OWASP’s guidance on AI agent security, web-service security, resource limits, SSRF, and AI model operations; they are not a benchmark of named products or protocols.
