AI Agents vs. Traditional Bots: Permissions, Oversight, and Risks

AI agents may choose tools and take multi-step actions, making identity, narrowly scoped permissions, human approval and recovery planning essential.

An AI agent can do more than answer a prompt: it may choose tools, take several steps toward a goal, and act on information it can access. A traditional bot, by contrast, is often built around predefined rules or workflow branches. That distinction is a useful guide, not a strict technical boundary. The practical difference is authority: the more an automated system can read, change, or connect to, the more carefully its permissions and oversight need to be designed.

What is the difference between an AI agent and a traditional bot?

A traditional bot is commonly configured to follow rules, scripted steps, or workflow branches. An AI agent may use a model to interpret a goal, select and sequence tools, and continue through multiple actions. Some agents may also use memory. These are broad patterns, not universal definitions: systems called bots or agents can vary, and the label alone does not tell you what a system can actually do.

What to compare Traditional bot, as a general shorthand AI agent considerations
How actions are selected Often follows configured rules or workflow branches. May select and sequence tools while pursuing a goal.
Permissions Typically bounded by the services and actions configured for its workflow. Needs scope at the identity, tool, resource, and action levels.
Writing or changing data Often limited to specified workflow actions. Write access increases the possible impact of mistakes or hijacking.
Human oversight Approvals may be explicit and predictable within the workflow. Approval gates should be defined for consequential or security-relevant actions.
Inputs Structured inputs are common, though not universal. Natural-language prompts and external content may influence actions.
Recovery Rollback depends on the system and workflow. Plans should include revocation, containment, and review of actions already taken.

This comparison is an operational frame, not a claim that every bot or agent behaves alike. To assess a particular system, inspect its actual tools, credentials, reachable data, and allowed actions rather than relying on its product name.

What permissions should an AI agent have?

Give an agent only the authority needed for its defined task, and make that authority attributable to the agent rather than silently reusing a person’s broad credentials. NIST’s National Cybersecurity Center of Excellence describes a proposed project applying identity standards and best practices to software agents, including agentic AI. Its concern is that agents may be granted access to diverse data, tools, and applications. The project page describes agents as systems capable of autonomous decisions and actions with limited human supervision.

  • FULL-COLOR 1080P, DAY AND NIGHT: See clearly in low light with a large-aperture lens and built-in spotlights. Capture full-color night vision up to 30 ft away to monitor for possible intruders or motion.
  • Assign a distinct identity. Make it possible to identify which agent acted and to distinguish its authority from a human user’s.
  • Limit scope. Specify the permitted tools, resources, records, and actions for the task. Avoid unrestricted tool access and wildcard permissions.
  • Separate reading from writing. Start with read-only access where it is sufficient. Grant write access only when the task requires it, with boundaries on what can be changed.
  • Keep authority revocable. Establish an expiry or revocation path and review granted access as the task or deployment changes.
  • Check connections and escalation paths. Determine whether the agent can contact external destinations, reach other systems, or grant or expand its own authority.

OWASP’s AI Agent Security Cheat Sheet recommends per-tool permission scoping, including distinguishing read-only from write access, and warns against unrestricted access or wildcard permissions. NIST’s August 5, 2025 tool-use lessons also raise the question of whether agents should have write permissions. Write access is not automatically inappropriate; its justification and limits should match the potential impact.

Can an AI agent take actions without approval?

It can, if its configuration lets it act without a human review step. Whether it should do so depends on the action’s consequences and the deployment’s risk controls. An approval at the start of a session is not the same as approval for every later change: a system may encounter new information or propose a consequential action after the initial authorization.

OWASP Cornucopia’s agentic AI guidance recommends applying change-management controls used for human administrators, with additional guardrails for autonomous operation. It calls for explicit human approval before actions that modify security-relevant configuration, permissions, or infrastructure state. A useful review gate shows the reviewer the proposed change and its scope before execution. The cited guidance does not prescribe one threshold suitable for every organization or action, so teams need to set thresholds based on their own impact and risk.

How can untrusted content hijack an agent?

Instructions or data encountered during a task can influence an agent’s next actions. If the agent can use tools, a malicious instruction embedded in external content may try to redirect it toward an unsafe action. The risk depends on the agent’s configuration and authority; exposure to untrusted text does not by itself prove that an agent can be compromised.

NIST’s January 2025 article, “Strengthening AI Agent Hijacking Evaluations,” describes an evaluation scenario in which an agent with command-line access in a Linux container was given a task involving downloading and running a program from an untrusted URL. NIST explains that successful hijacking could permit arbitrary code execution in that environment. This is an evaluation scenario, not evidence that every deployed agent is vulnerable or that the result generalizes to all models and configurations.

OWASP’s agentic AI risk materials also identify behavior hijacking, tool misuse, identity or privilege abuse, and memory poisoning among relevant concerns. Depending on the deployment, controls to consider include isolating the agent’s execution environment, allowlisting tools, constraining network access, and requiring approval for sensitive actions. The right implementation depends on the architecture and should be validated against the systems the agent can actually reach.

What should an organization monitor and be able to reverse?

Keep records that let an organization reconstruct what the agent did and what authority it had at the time. In practice, this means preserving enough context to review the identity used, the tools and resources available, the actions taken, and any approval decisions. The sources cited here establish the importance of identity and authorization controls, but do not specify one complete logging standard for every agent deployment.

Plan for incidents as well as prevention. Define how to revoke an agent’s access, contain its activity, and review actions already taken if behavior is unexpected or a credential is suspected to be compromised. The ability to stop future actions does not automatically undo changes the agent has already made.

Sources and scope

This guidance draws on NIST NCCoE’s “Software and AI Agent Identity and Authorization” project page, NIST’s February 5, 2026 concept paper on software-agent identity and authority and its February 17, 2026 announcement of the AI Agent Standards Initiative, NIST’s August 5, 2025 tool-use lessons, and NIST’s January 2025 hijacking-evaluation article. It also reflects OWASP’s living AI Agent Security Cheat Sheet and Cornucopia agentic AI guidance, accessed October 7, 2026, and OWASP GenAI Security Project’s December 9, 2025 risk and mitigation material. The comparison with traditional bots is an explanatory shorthand; actual capabilities and risks depend on each system’s configuration.
