AI Agents vs. Chatbots: How to Tell Which One You Need

Chatbots primarily converse; AI agents can pursue goals through multiple steps and permitted tools. Learn how to tell which approach fits your task and what controls to check.

The key difference is what the system is meant to do: a chatbot mainly converses and answers, while an AI agent is designed to pursue a goal through multiple steps, using tools and feedback along the way. The labels overlap, though. A chatbot can provide an agent’s conversational interface, and an agent may still need your approval before taking action. To choose well, look at the task, the system’s actual access and permissions, and where it pauses for human judgment—not just its name.

What distinguishes an AI agent from a chatbot?

A chatbot is primarily a conversational interface: you ask or tell it something, and it responds. An agent is a system designed to advance a goal, potentially by deciding what to do next, using tools, checking the results, and adjusting its approach. The distinction is about how the system works, not simply whether it uses AI.

Anthropic describes an agent as a model that directs its own processes and tool use to accomplish a task rather than following a fixed script. Its core pattern is a loop: plan, act, observe the result, adjust, and repeat until the task is complete or human input is needed (Anthropic, Aug. 4, 2025). Google Cloud likewise describes agents as software systems that use AI to pursue goals and complete tasks through capabilities such as reasoning, planning, memory, and some autonomy (Google Cloud, last updated Apr. 2, 2026).

These are useful tendencies, not mutually exclusive product categories. A conversational application may use tools, and an agent can communicate through a chatbot-style interface. Some systems called agents follow narrow workflows or stop for approval at key points. Assess what a system can do and how it is controlled rather than assuming its label guarantees a particular level of autonomy.

How the two differ in practice

Question Chatbot tendency Agent tendency
What is it trying to accomplish? Handle a conversational turn or bounded exchange. Advance a goal that may involve several steps.
Who determines the next step? The user usually prompts each exchange. The system may select a next step, use a tool, inspect the result, and adapt.
Can it affect other systems? Not necessarily; it may only provide a response. It may use permitted tools to interact with applications, functions, websites, or other systems.
How much autonomy does it have? Often limited to responding to the user’s prompt. Varies: it may act within bounds, ask for information, or require human approval.

The “agent tendency” depends on the system’s actual setup. A model without relevant tools cannot perform actions in other systems just because it is called an agent. Instructions, guardrails, available data, runtime, and permissions also shape its behavior.

Why the difference matters when choosing a system

For quick information, straightforward questions, or a bounded conversation, a chatbot may be sufficient. Consider an agent when the work involves multiple steps, external tools, choices along the way, and checking outcomes before proceeding. The added ability to act can reduce handoffs, but it also makes access and approval controls more important.

For example, Anthropic describes a business-trip expense task that could involve extracting details from receipt photos, classifying an expense, and submitting it. If a receipt triggers a policy exception, the system could pause and ask before retrieving additional policy information. This illustrates how an agent-style workflow might handle a multi-step task and a checkpoint; it is not independent validation of any product’s performance.

Before choosing, check:

  • Task shape: Is the work a single exchange, or does it require several dependent steps?
  • Integrations and permissions: Which tools and systems can it access, and what actions can it take in them?
  • Data and environment: What information is available to it, and where will it operate?
  • Autonomy and approvals: Which decisions can it make on its own, and which require your confirmation?
  • Recovery and interruption: What happens if a step fails, the result is unexpected, or you need to take over?
  • Deployment: Does the task call for a managed runtime, an application-controlled SDK, or direct integration with a model API?

What “agent” does—and does not—promise

Agent autonomy is a spectrum, not a guarantee of unrestricted action. An agent may act independently within defined limits, request missing information, or stop for human judgment. Definitions also overlap: the OECD’s 2026 overview describes a landscape in which goal-directed action, autonomy, adaptation, environmental influence, and control vary across systems (OECD, The agentic AI landscape and its conceptual foundations).

Capability and risk depend on more than the underlying model. Anthropic identifies the model, the harness (including instructions and guardrails), tools, and environment as parts of an agent system. A capable model can still behave poorly if its controls are weak, its tools are too permissive, or its environment is exposed. For any system that can act, find out what it can access, which actions require approval, what activity is recorded, and how to interrupt it.

Controls are product-specific. For example, OpenAI’s help documentation says ChatGPT agent can click, fill forms, and navigate pages, and may pause for user takeover when a task requires login; workspace administrators can control whether agent mode and apps are available (OpenAI Help Center). Those details describe that product’s documented behavior, not a universal rule for agents.

How implementation choices affect what an agent can do

The model alone does not determine whether a system can plan, use tools, retain state, or act in an application. For developers, OpenAI’s documentation distinguishes a managed Agents API, an SDK that runs in the application, and direct model or Responses API integration; these approaches differ in runtime, state, tool execution, and integration effort (OpenAI developer guide). Microsoft Learn describes agent-framework capabilities that include tools, code execution, looping, background agents, and planning or todos (Microsoft Learn).

These are examples of vendor documentation, not a neutral ranking or a promise that every capability is available in every product, plan, or region. Microsoft’s consumer explainer is dated Nov. 27, 2025, focuses on the US market, and notes that features and availability may vary by region (Microsoft, consumer explainer).
