AI Agents Get Replaced: Make Your Operating Rules the Product

AI agents and models are replaceable; the rules, controls, and durable task state around them should survive. A reported 100-rule audit shows why instructions and enforcement must be treated differently.

When you replace an AI agent or model, the durable asset should be the operating doctrine around it: the rules that record past mistakes, the controls that enforce those rules, and the task state that lets new workers continue. A written prompt alone is not a reliable boundary. That distinction is the central lesson of Lex’s account of rebuilding an agent system—and its evidence is a useful case study, not an independent benchmark.

What should survive when you replace an AI agent?

Lex describes moving from a 19-agent setup called “multiagent-system,” used for months, to a new system called “agentic-os.” The stated reasons were to preserve memory and a record of work, move faster, and get closer to loops between agents. A human still reviews every loop.

The roster changed; recurring mistakes did not automatically disappear. Lex says the new system repeated errors the earlier design had already encountered. The transferable asset was therefore not a particular collection of agents, but the accumulated rules for avoiding known failures and the mechanisms that made those rules effective.

Lex puts the idea this way: “A rule is the record of an error the system already paid for once.” The list of mistakes a model tends to repeat may change more slowly than the models themselves, but the rule only helps if it is carried forward, understood, and enforced.

What did Lex’s rule audit find?

In an audit dated September 27, 2026, Lex compared 100 rules from the old system with the rebuilt one. The author reported that 29 were present, 35 were partial, and 36 were missing. Lex said many missing rules had been enforced as hooks in the old system but remained text in the new one.

Audit result Rules What it means
Present 29 of 100 The author marked the rule as present in the rebuilt system.
Partial 35 of 100 The rule was represented, but not fully carried over.
Missing 36 of 100 The author did not find the rule in the new system.

These are Lex’s reported counts for one operator’s 100-rule inventory, not independently measured outcomes. The audit records whether rules exist; it does not establish whether they prevent errors. The same essay says three of five hard rules remained prose-only, naming default billing mode, “nothing deleted from the vault,” and “one script per file.”

Lex also reports that the earlier system blocked 9 tool calls across 7 runs, with 4 proceeding through explicit logged override and 0 unauthorized writes. Those are figures attributed to the author’s system, not externally verified safety results. Lex describes the evidence as one operator, a handful of runs, and one audit without outside review. It cannot support a general success rate or prove that a particular design caused the reported outcomes.

Why an instruction is not the same as a guardrail

An instruction tells an agent what it should do. An enforcement mechanism constrains what it can do. If a rule exists only in a prompt or document, the agent may ignore, misread, or fail to carry it over. A hook, permission boundary, or external policy gate can deny an action independently of the agent’s willingness to comply.

Instructions provide context

Instructions are useful for explaining goals, conventions, and reasoning expectations. Lex’s inventory includes rules such as “The auditor is independent, anti-self-grading” and “Deterministic signal before an LLM judge.” These describe how the system should operate, but their wording alone does not prove that a model will follow them.

Enforcement controls actions

Lex identifies “Hard-block > advisory (advisory = 0% enforcement)” as a rule and says the rebuilt system uses fail-closed hooks. The author also says the orchestrator is the only invoker, with the invoke tool blocked in subagent frontmatter. In the essay’s opening example, a hook denied a write outside the session’s territory. The bypass depended on an environment flag read by the hook process, rather than a value the agent could set.

That is an example from Lex’s own system, not an independent safety validation. Still, it illustrates the architectural distinction: a policy should be enforced at a boundary the agent cannot simply rewrite. A related proposed architecture makes the same separation between repository instruction files, which provide context, and infrastructure that decides which repositories, commands, destinations, credentials, and consequential actions are allowed. Its author describes it as a working concept, not an implemented product.

How to make agent rules useful across model changes

For a workflow intended to survive changing agents, treat doctrine as both documented decisions and executable controls. Separate rules that explain expected behavior from rules that must block an unsafe or out-of-scope action.

  • Record the failure the rule addresses. State the prohibited or required behavior clearly, and preserve enough context to understand why the rule exists.
  • Assign an enforcement point. Decide whether the rule belongs in instructions, a hook, a permission boundary, deterministic code, or an external policy gate. Do not describe advisory text as a hard block.
  • Specify deny behavior. Define what happens when input is malformed, configuration is missing, or a control errors. Lex’s stated approach is fail-closed: refuse rather than silently allow.
  • Test the control, not just its presence. An inventory can confirm a rule was carried over; only relevant cases can show whether the system responds as intended.
  • Keep review and escalation explicit. Define which decisions need a person, and what evidence is required before granting greater autonomy.

The rebuild’s reported audit shows why migration should be treated as a rule-by-rule transfer rather than an assumption that a new agent inherits old behavior. Mark each rule as present, partial, missing, or not applicable, then check whether its enforcement mechanism also moved.

How to keep work going when the model changes

Rules are only one part of continuity. A replacement worker also needs the current task, its state, decisions, dependencies, workspace, and checkpoints. If that information exists only in the outgoing model’s conversation, a new instance may not be able to resume reliably.

Siri Dalugoda’s proposed persistent-agent architecture expresses the principle as: “Do not make the model persistent. Make the work persistent.” It recommends keeping task state and supporting work outside the conversation, so a new model instance can take over. This is a proposal, not evidence of an implemented product.

A practical continuity test is simple: start a fresh model instance and ask it to resume from the saved task record without access to the old transcript. It should be able to identify the goal, current state, decisions already made, remaining work, and relevant constraints. If it cannot, the workflow is still relying on conversation history rather than durable work state.

Where agents belong—and where ordinary code is better

Agent autonomy is not automatically an upgrade. The production playbook “Shipping AI Agents to Production: The FDE Playbook” recommends using agents where genuine ambiguity requires judgment and ordinary code for deterministic steps. It also advises mapping the human workflow, evaluating against real cases before and after changes, limiting tools to those needed, setting rate and spending controls, defining human escalation, and monitoring for output drift.

That guidance is a practitioner playbook, not proof that Lex’s implementation has been validated. Its “15 of 100” demo-to-production figure is explicitly illustrative, not an independently sourced industry statistic. Its more useful application here is procedural: assess the system against real tasks, constrain the actions it can take, and expand autonomy only when the evidence and escalation path justify it.

Lex says a human remains in the loop; loops without human review are a goal, not the current state. That qualification matters. A rule inventory, even one paired with hooks, does not establish that an agent can safely run without supervision.

How to evaluate a doctrine, not just count rules

Presence is a migration check, not an effectiveness measure. To assess whether operating doctrine works, define cases that exercise both normal behavior and likely failure paths. Compare outcomes before and after a change, including what happens when configuration is absent, an action exceeds scope, or an agent attempts a prohibited operation.

  • Check the boundary: Does the system deny disallowed actions even if the agent asks to perform them?
  • Check failure handling: Does a hook error or missing setting stop the action, or allow it by default?
  • Check continuity: Can a fresh agent resume from durable task state without the old conversation?
  • Check oversight: Are human review and escalation requirements clear for consequential decisions?
  • Check drift: Do evaluations detect when outputs or behavior change after a model or workflow update?

These checks turn doctrine from a list of intended behaviors into an operational system whose limits can be inspected. They do not, by themselves, certify safety; results remain specific to the cases, permissions, and environment tested.
