Use workflow automation when a process is predictable and its steps can be written down. Use an AI agent with tool calling when the task requires contextual judgment or flexible choices among actions. For many business processes, the best fit is a hybrid: let a workflow control the repeatable stages and give an agent one clearly bounded decision to make.
What is the difference between tool calling, an agent, and a workflow?
Tool calling is an interface for requesting an action
With tool calling, a developer makes functions available to a model and describes the inputs they accept. The model can return a structured request to call one of those functions. The application—or, for some tools, the provider’s service—executes the operation and returns its result. A tool call is a request to do work; it does not, by itself, mean the model executed the work. OpenAI’s function-calling documentation and Anthropic’s tool-use documentation describe this division of responsibility.

An agent makes bounded decisions as a task proceeds
An agent uses a model, tools, and instructions to make decisions as it works toward a task. That flexibility is useful when the right next step depends on context rather than a fixed rule. OpenAI’s practical guide to building agents describes agents as suited to situations where conventional deterministic, rule-based approaches fall short.
A workflow encodes the process
Workflow automation defines triggers, steps, conditions, and actions. A conventional workflow follows the path its logic specifies, which makes it a natural fit for known, repeatable processes. OpenAI’s Workspace Agents guide contrasts deterministic workflows with more probabilistic agent behavior.

Which approach should you choose?

Before choosing, assess how ambiguous the input is, how often the process repeats, how much discretion is necessary, who owns execution and state, how easily the outcome can be checked, the consequences of a mistake, and the integration, maintenance, cost, and latency constraints. The official guidance establishes useful differences in predictability, judgment, and execution responsibility; it does not provide a universal quantitative ranking of the approaches.
What happens during a tool call?
- Make tools available. The application sends the model descriptions of the tools it is allowed to request and the structure of their arguments.
- Receive a request. The model may return a structured tool call rather than a user-facing answer.
- Execute the operation. In a client-executed setup, application code runs the function and applies the relevant authorization. Some providers also support tools executed by their service.
- Return the result. The application sends the tool output back to the model, which can then respond or request another tool.
This loop is documented by OpenAI and Anthropic. Building it means deciding which operations are available, what arguments they accept, how permissions work, how results are checked, how failures are surfaced, and when a person must approve a consequential action. A tool schema limits what the model can request; it does not replace application security.

How can agents and workflows work together?
A practical pattern is to use a deterministic workflow for the known stages and call an agent only where interpretation is needed. For example, a support process can ask an agent to interpret a request and suggest a route, then use explicit workflow steps to update the ticket and send the notification. This keeps the judgment call separate from the actions that need a predictable sequence.

Agents can also be arranged in larger systems. The OpenAI Agents SDK orchestration documentation distinguishes an agent used as a tool—where a manager retains control of the conversation—from a handoff, where a routing agent transfers control to a specialist. Choose based on which agent should own the user-facing response, and monitor and evaluate the system’s behavior.

For a task whose next step cannot be prescribed in advance, an agent loop may be appropriate, but it still needs defined tools, instructions, and limits. For a stable business process, keeping the outer structure explicit makes its required sequence easier to specify.

Choose a workflow for a fixed sequence
If every form submission needs validation, a record created, and a notification sent in the same known order, encode those steps in a workflow. The process is repeatable, and its sequence does not need a model to decide what comes next.

Put an agent decision inside a workflow
If a support request must be interpreted before routing, use an agent for that classification or judgment. Then pass its result into controlled steps for updating the ticket and notifying the right people.

An assistant that needs to look up current account information or request an operation from an application can use a tool, then explain the returned result. OpenAI’s function-calling guide uses weather lookup, account lookup, and refund operations as examples of tool capabilities; the model’s request still needs to be executed by the application or the relevant service.
Skip tools for an answer that needs no external work
If the model can answer from its existing context and the task needs neither fresh data nor an external action, a tool round trip may add overhead without improving the answer. Anthropic’s tool-use guidance identifies this as a poor fit for tool use.
