Shutting down an AI agent and revoking its access are separate containment actions. Shutdown targets active execution; revocation targets the authority the agent uses to call tools, APIs, and resources. Neither guarantees that every action already in progress has stopped. For incident response, use both controls, trigger them outside the agent where possible, and verify their effects across connected systems.
What is the difference between shutdown and access revocation?
Shutdown acts on the agent’s runtime: it is intended to stop inference, execution, or output. Access revocation acts on authorization: it aims to prevent the agent from making future permitted calls. OWASP lists shutdown and runtime authorization as distinct control areas, rather than treating one as a substitute for the other (OWASP AISVS control inventory).

| Control | What it targets | What it does not establish by itself |
|---|---|---|
| Shutdown | Active agent execution, inference, or output | That credentials, issued tokens, permissions, or work already accepted by another service have been invalidated or stopped |
| Access revocation | The agent’s authority to make authorized calls to tools and resources | That the process, inference, or output has stopped |
The exact result depends on the deployment: for example, whether calls are made directly or through a gateway, whether external services queue work, and when downstream systems check authorization. These behaviors need to be verified in the environment where the agent runs.

A shutdown mechanism can halt a running agent when it reaches the relevant runtime and successfully stops execution. OWASP AISVS lists a manual kill switch for halting inference and outputs. It also calls for kill-switch commands to use an out-of-band channel isolated from the agent runtime; a control routed through a compromised agent may not be dependable.

Stopping the runtime is not proof that all effects have stopped. A tool call may already have been accepted by an external service, or work may be queued beyond the runtime’s control. The shutdown control’s coverage of subprocesses, delegated agents, active calls, and asynchronous jobs is architecture-dependent.
What can access revocation do—and what can it miss?
Revocation aims to deny future authorized actions. Depending on the design, this can involve disabling the agent identity, rotating or invalidating credentials, removing permissions, or requiring downstream services to re-check authorization. Microsoft recommends testing these steps, including removal of stale permissions, rather than assuming that disabling an agent is sufficient (Microsoft Learn: Least privilege for AI agents with Microsoft Entra Agent ID, last updated July 15, 2026).

Revocation does not necessarily stop the agent’s process or its output. Nor does revoking one credential prove that every way of acting has been cut off: tokens may persist, keys may be shared, and downstream systems may not re-check authorization. Microsoft identifies these as containment concerns. The effective result depends on token behavior, credential scope, and where authorization is enforced.
Why teams need both controls
During an incident, use an independent runtime halt and revoke the agent’s authority through the relevant identity and authorization systems. Then check whether active and newly attempted calls are contained, account for delegated identities and external services, and retain evidence of the agent’s actions. These are complementary steps: one addresses execution, the other authority.

Authorization should be enforced by a trusted execution boundary, not left to the model’s own judgment. OWASP’s AI Agent Security Cheat Sheet says to “Enforce authorization in the execution component, outside the agent’s context.” It also recommends scoped tool permissions and explicit authorization for sensitive operations (OWASP AI Agent Security Cheat Sheet). Where authorization or required approval cannot be established, the system should fail closed rather than allow an uncertain action.
How to evaluate shutdown and revocation coverage
Before relying on either control, map how it behaves across the agent’s full path. OWASP AISVS describes its control inventory as non-normative, so its listings are a navigational inventory rather than a substitute for the underlying requirements (OWASP AISVS Appendix B).

Microsoft recommends dedicated agent identities, review of effective permissions, end-to-end auditing, and testing revocation workflows. AWS likewise recommends limiting agents to the tools, resources, and secrets required for their functions; its guidance distinguishes user, agent, and tool authentication and is specific to AWS implementation contexts (AWS Prescriptive Guidance: Secure access, usage, and implementation of generative AI agents).

Test the incident response path
Do not treat a successful button click or identity disablement as proof of containment. Exercise the controls in a representative environment and verify the outcome at each boundary.

- Issue the out-of-band shutdown. Confirm whether the runtime halts and whether subprocesses or delegated agents are also covered.
- Revoke the agent’s authority. Disable or restrict its dedicated identity, rotate or invalidate relevant credentials, and remove permissions that should no longer apply.
- Probe the path. Check whether active calls finish, queued work runs, and newly attempted calls are denied by the relevant tool and downstream resource systems.
- Review evidence. Preserve logs that tie the agent identity and scope to its actions and target resources, including useful correlation IDs.
- Recover deliberately. Restore only the identities, permissions, and services needed after the incident is understood, and verify that the intended authorization checks are active.
Microsoft suggests tracking mean time to revoke or disable an agent identity, including token invalidation. This is a possible operational metric, not a published effectiveness benchmark; teams should define what event starts and ends the measurement for their own environment.
