Runtime guardrails inspect or block selected inputs, outputs, and tool calls; sandboxes limit what code can access while it runs; endpoint controls address activity visible or enforceable on the host. Compare the boundary each control covers—not the broad claim that a product “secures agents.”
What each security layer can—and cannot—cover
| Layer | What it covers | Key limitation to check |
|---|---|---|
| Runtime guardrails | Selected prompts, responses, or tool calls, depending on the product and workflow integration. | A check may not cover every tool or handoff, and it may run too late to prevent an external side effect. |
| Sandboxing | The execution environment’s available files, credentials, network access, and other resources. | It limits access; it does not make generated code harmless. Its strength depends on configuration and on who operates the environment. |
| Endpoint controls | Host activity that an endpoint product can observe or enforce. | The reviewed platform documentation does not establish comparable endpoint telemetry or prevention coverage across these offerings. |
These layers can complement one another, but they are not interchangeable. A content check is not a substitute for restricting a worker’s network access, and a sandbox is not proof that every prompt, tool call, or host action is inspected.

How the documented platforms compare
| Platform | Runtime guardrails and tool coverage | Execution boundary | Responsibility boundary and evidence gaps |
|---|---|---|---|
| OpenAI Agents SDK and agent environments | The Agents SDK documents input guardrails on the first agent, output guardrails on the final agent, and tool guardrails around custom function-tool invocations. Hosted MCP tools and built-in execution tools such as computer, shell, and patch do not use that guardrail pipeline. (OpenAI Agents SDK guardrails documentation.) | OpenAI’s agent materials distinguish hosted, self-hosted, and unsandboxed execution options. Generated code can access files, credentials, and network resources available in its environment. (OpenAI agent security documentation.) | Guardrail checks cannot undo external side effects or erase data already stored outside SDK control. The documentation does not establish equivalent endpoint-level coverage. Configure and assess the actual execution environment rather than assuming every run is isolated by default. |
| Microsoft secure-agent guidance and Foundry | Microsoft recommends input/output filtering, agent guardrails, tool allowlists, deterministic validation, and logging and observability. Foundry documents safety and security controls for models and agents. Its documentation describes network egress controls for hosted agents as a preview feature; availability and behavior should be verified for the intended service, region, and deployment. | The cited guidance emphasizes scoped permissions and constrained agent responsibilities. It does not, in the material reviewed, establish one universal sandbox configuration for every deployment. | Microsoft Agent Framework describes secure agent construction as a shared responsibility between the framework and application developers. The cited guidance does not establish comparable endpoint-level coverage across these platforms. |
| Anthropic Managed Agents and self-hosted sandboxes | The cited security model focuses on control-plane protections, including session and work-queue integrity, multitenant isolation, and agent-context minimization; it does not establish a comparable runtime-guardrail pipeline for every tool path. | Anthropic says it does not inspect the customer’s sandbox image or runtime. Its stated security boundary stops at the sandbox: session content that reaches the worker is outside Anthropic’s data lifecycle controls. | Those statements define a responsibility boundary, not an independent assessment of sandbox strength. Verify the customer-operated worker’s configuration and controls. The cited material does not establish comparable endpoint-level coverage. |
The documentation above supports a feature-and-boundary comparison, not a neutral ranking. It does not provide a common effectiveness test, a complete inventory of dedicated agent-security vendors, or comparable endpoint-control specifications.

Where runtime guardrails actually intercept an agent
“Guardrails enabled” is not enough to establish coverage. Map the workflow from the first prompt through agent handoffs, tool execution, and final response. For each stage, ask whether the control inspects the content, blocks it before an external action, or only evaluates it after execution.

OpenAI’s documented SDK boundary
The Agents SDK’s input guardrails apply to the first agent, output guardrails to the final agent, and tool guardrails to custom function-tool invocations. Hosted MCP tools and built-in computer, shell, and patch tools are outside that tool-guardrail pipeline. Buyers using those tools should not treat the custom-function coverage as proof that those other paths receive the same checks.
Timing matters as much as coverage: a guardrail cannot reverse a tool action that has already changed an external system, or remove data stored beyond the SDK’s control. Place deterministic authorization and validation before consequential actions rather than relying on a later content check to repair them.

What to verify in any platform
- Which prompts and intermediate handoffs are checked, and whether checks run on every agent or only the workflow’s first or final agent.
- Which tool types are covered: custom functions, hosted tools, built-in execution tools, and tools supplied by an application.
- Whether a denial occurs before the action can reach an external service, file, or account.
- How arguments are validated, including schemas, paths, destinations, and permission scopes.
- What events are logged for review and incident response, and whether logs show plans, tool calls, decisions, and outcomes.
What sandboxing means for files, secrets, and network access
A sandbox constrains the environment in which agent-generated code runs; it does not determine whether the code is safe. OpenAI’s security guidance states that generated code can access the files, credentials, and network available to its environment. That makes the environment’s actual configuration—not the label “sandbox”—the relevant security question.
- Files and mounted data: Identify what the worker can read or modify, including mounted project data and persistent storage.
- Credentials: Determine which secrets are present, how they are scoped, and whether the agent can expose or reuse them.
- Network: Check whether outbound connections are unrestricted, filtered, or limited to approved destinations.
- Persistence and cleanup: Establish what survives a run and how session data and temporary files are handled.
- Operator: Find out whether the provider or customer configures and maintains the sandbox, and what the other party can inspect.
Anthropic’s Managed Agents description illustrates why the operator boundary matters: Anthropic says it protects the control plane but does not inspect the customer’s sandbox image or runtime. It also states that content reaching the worker is outside Anthropic’s data lifecycle controls. Customers therefore need to assess the worker and its data handling separately from the provider’s control-plane protections.

Why endpoint controls need a separate evaluation
Endpoint security concerns what can be observed or enforced on a host. That is a different question from whether a runtime guardrail inspects a semantic tool call or whether a sandbox restricts a process’s access. The cited documentation does not provide enough comparable endpoint detail to conclude that OpenAI, Microsoft, or Anthropic offers equivalent host telemetry, prevention, or integrations.
For a specific deployment, ask the endpoint vendor and agent-platform provider which host events are collected, which actions can be blocked, and what integrations or agents must be installed. Confirm whether those controls apply to the machine or container running the agent, and how endpoint alerts connect to the agent’s own tool-call and workflow logs. Do not infer endpoint parity from a platform’s runtime or sandbox features.

Build a layered control plan
Microsoft’s guidance recommends combining runtime filtering and guardrails with deterministic tool allowlists, validation, logging, and observability. It also calls for constrained responsibilities and scoped permissions. These controls address different failure points; a layered design should assign each action an explicit authorization boundary.
- Constrain the task. Give the agent a narrow responsibility and only the permissions needed for it.
- Validate before acting. Treat model-provided arguments as untrusted input. Check them deterministically against allowed tools, schemas, paths, destinations, and user permissions before a consequential action.
- Apply runtime checks at the right points. Identify the exact inputs, handoffs, outputs, and tool types covered, then add controls for execution paths that the platform’s guardrail pipeline does not cover.
- Limit the execution environment. Restrict accessible files, credentials, network destinations, and persistence according to the task.
- Log and review outcomes. Preserve enough information about decisions, tool calls, and results to support audit and incident response, while handling sensitive data appropriately.
- Assign ownership. Document which protections the platform operates and which the application team or endpoint provider must configure, monitor, and maintain.
Microsoft Agent Framework’s safety documentation states: “Building secure AI agents is a shared responsibility between Agent Framework and application developers.” That responsibility extends beyond framework settings: application code still needs secure storage, authorization, and validation.
Questions to resolve before choosing a platform
- Coverage: Can the vendor show which workflow stages and tool types are inspected or blocked, including exceptions?
- Side effects: Does enforcement happen before an external change, or does it only flag a result afterward?
- Isolation: Who configures the sandbox, and what can the worker access across files, secrets, network, and persistent data?
- Policy: Which decisions are deterministic—such as allowlists and argument validation—and which rely on model-based filtering?
- Operations: Can your team trace a request through plans, tool calls, decisions, and outcomes for audits and incident response?
- Endpoint evidence: What host telemetry and prevention actions are documented for the exact endpoint product and deployment, and what integrations are required?
- Availability: Are the required controls generally available in your service, region, and deployment, or are they described as preview features?
Choose based on the execution paths and responsibility boundaries you can verify for your deployment. The cited official documentation does not support naming one overall winner or claiming endpoint superiority across these platforms.
