There is no evidence-based overall privacy winner among Facebook, Instagram, and TikTok: their policy disclosures do not measure data collection on the same basis or under matched settings. All three describe collecting information from people’s activity on their services, and both Meta and TikTok describe receiving information from businesses or partners about activity elsewhere. The practical comparison is what each platform says it collects, how it says it uses that information, and which controls you can review.
What information do Facebook, Instagram, and TikTok say they collect?
Facebook and Instagram are Meta services, so their collection disclosures and many privacy tools sit within Meta’s shared privacy framework. The US disclosures described here are company statements, not an independent measurement of what each app collects from every person. Categories and practices may vary by region, account, app version, and circumstances.

These are disclosed categories, not a claim that every category is collected from every user in every situation. The policies do not offer a common unit—such as records per person or data volume under identical settings—with which to rank the services.

How can off-platform activity affect personalization and ads?
Meta’s June 9, 2026 announcement described a change in how it uses information businesses already share with it. Meta said examples include games played and purchases made elsewhere, and that this information would be used to personalize Feed and AI responses as well as ads. The company characterized the update by saying, “We aren’t collecting any new data as part of this update.” That statement sits alongside a material change in use: information already received would inform more than advertising.

Meta also announced that it would expand the “Activity from other businesses” control, formerly called “Activity information from ad partners,” and discontinue “Your activity off Meta technologies,” which had allowed people to disconnect activity businesses share. The announced changes were to take effect the following month in the US and some other countries, with additional countries to follow. Because Meta described a staged, country-specific rollout, check the labels and choices shown in your own account rather than relying on older instructions for the discontinued setting.
TikTok’s policy and help materials also describe partner-supplied information about off-TikTok activity, and TikTok provides a targeted-ad control. Turning off or limiting a platform’s use of this information is not the same as stopping a partner from collecting it, erasing the partner’s records, or removing all information the platform already has.

Which privacy settings should you review?
Privacy controls do different jobs. Audience and interaction settings limit who can see or reuse content; ad and activity controls address certain uses of data. Neither category should be treated as a universal switch that prevents service-side collection.

- Open Meta’s Accounts Center and review connected experiences across Meta apps. The available controls and labels can differ by account and rollout.
- Use Privacy Checkup to review key account and sharing choices, then inspect ad preferences separately.
- Look for the current “Activity from other businesses” control to review how Meta handles activity shared by businesses. The older “Your activity off Meta technologies” instructions may no longer match your account.
- Use Meta’s information access, download, or deletion tools if you want to inspect or manage account information.
Meta says more than 10 million people use Privacy Checkup each month; this is a company-published figure, with no year specified on the page described here. It is not an independent measure of the tool’s effectiveness.

TikTok
- Review Privacy settings for account visibility and controls over comments, messages, downloads, suggested-account discoverability, and reuse of content.
- Review Ads and data settings separately, including targeted advertising and off-TikTok activity controls. A private account changes audience visibility; it does not itself opt you out of all data collection or advertising-related processing.
- Request a data download in the app if you want to inspect available account information. TikTok says preparing a file can take days and that it is available for a limited period.
Menu names and availability can change, and may vary by region or app version. These steps identify the relevant control areas without assuming every account has the same interface.
What can a data download tell you—and what can it miss?
TikTok says a download may include watch history, comment history, and privacy settings. It also warns that some information may not be available and that processing can leave the most recent 24–48 hours of some categories out of the export. Treat the file as a useful account-data snapshot, not a real-time record of every data flow or a complete view of information held by partners.

Meta provides access, download, and deletion tools, but an account export should not be assumed to show every inference the service makes or every record held by an outside business. A platform’s data access tool and a partner’s records are distinct sources.

What these controls do not cover
- Device permissions: Review your phone’s operating-system permissions for each app; app-level settings do not replace device-level controls.
- Browser and partner activity: Cookies and activity on other businesses’ websites or apps can be governed by those businesses and by the device or browser settings you use.
- Legal rights: Rights and platform obligations differ by jurisdiction. Meta’s US notice says that, where applicable under US law, it handles a Global Privacy Control signal as an opt-out request; this is not a universal setting or rule for every location.
- Uninstalling: The cited policies do not establish that removing an app erases previously collected platform information or information held by partners.
The most useful comparison is therefore control-by-control: adjust account visibility for exposure, review ad and off-platform activity settings for certain data uses, and use access or deletion tools when you want to manage stored account information. None of those actions, alone, establishes that all collection has stopped.
