AI Agent Permissions: What to Allow and What to Deny

A practical baseline for AI agent access: allow only task-needed capabilities, scope tools and data, and independently authorize high-impact actions.

Give an AI agent only the tools and data its task requires. Allow narrowly scoped reading, search, analysis, and drafting where appropriate; restrict state changes by resource and operation; and require independent authorization for actions that send, publish, delete, spend money, change privileges, execute code, or affect production. Enforce those limits where tools run and in the systems they call—not through prompt instructions alone.

What should an AI agent be allowed to do?

Start with the task, then grant the smallest set of capabilities that can complete it. A permission should specify who is acting, which operation is allowed, and which resource it applies to. For example, an agent asked to summarize a project might need read access to that project’s documents, but not permission to edit or delete them.

Separate three kinds of activity: reading or sensing information, reasoning or analyzing it, and taking actions that change a system or affect another person. Search, retrieval, and calculation can often be allowed within bounded inputs and outputs. Drafting an email can be separate from permission to send it. A tool’s label is not enough: a “document reader” that can also edit or delete files, or a general-purpose shell granted for one narrow task, exposes more capability than the task needs.

Allow, constrain, or deny: a practical baseline

Capability Default What to enforce
Read documents, records, or data Allow when needed Limit access to the specific resources and the user’s authorized context; use read-only access if no change is required.
Search, retrieval, calculation, and analysis Allow within bounds Define accessible data, inputs, and outputs; account for whether the agent is handling trusted internal material or untrusted content.
Draft content Allow for review Keep sending or publishing as a separate capability, rather than silently bundling it with drafting.
Write files or update records Constrain; review when impact warrants Limit target resources and fields, validate parameters, and choose an approval gate based on the consequences. OWASP’s example labels write_file medium risk and calls for review in that illustrative scheme; it is not a universal classification.
Send, publish, execute code, pay, change privileges, delete in bulk, recover accounts, or deploy to production Require independent authorization and safeguards Check the actor’s authority and the exact operation, target, and parameters. OWASP uses examples ranging from high risk for sending or execution to critical for deletion or fund transfer, and recommends step-up authentication for some critical operations; these are examples, not a universal taxonomy.
Unneeded integrations, wildcard commands, or broad credentials Deny by default Remove obsolete tools, avoid open-ended capabilities when a narrow function will work, and do not grant access beyond the current user’s authority or the task’s read/write needs.

Risk also depends on where a tool operates. NIST’s tool-use taxonomy distinguishes read-only, constrained-write, and write access, as well as trusted and untrusted environments. Its examples treat open-web browsing and computer use as untrusted-environment patterns. A browser reading public pages and a code tool writing to a trusted repository therefore should not be treated as equivalent merely because both are called tools.

How to implement permissions at the tool boundary

  1. List necessary actions. For the task at hand, identify what the agent must read, analyze, remember, and change. NIST’s functional taxonomy includes sensors, planning and analysis, memory, authentication, computer use, code execution, software and physical extensions, and interaction with humans or other agents; use categories that fit your deployment rather than granting every available capability.
  2. Set a scope for each tool. Specify operation, resource, and user or workload context. Prefer a purpose-built function over a broad extension. Put limits in credentials, API scopes, database permissions, or tool middleware—not only in descriptive instructions to the model.
  3. Assess consequences in context. Ask whether the action changes state, exposes sensitive data, reaches an outside party, spends funds, affects production, or is difficult to reverse. A tool label alone cannot determine risk; implementation and deployment conditions matter.
  4. Authorize every execution. At the execution boundary, check the actor’s current authority, applicable policy, permitted resource, and whether approval is required. OWASP explicitly cautions that classifying an action does not grant permission to run it: the execution component must still check authorization and any required approval for that exact action.
  5. Make approval specific and auditable. Show the person the actual target and parameters. Bind approval to the actor, tool, target resource, normalized parameters, timestamp, and expiry. Use short-lived authorization and replay protection for irreversible actions.
  6. Limit damage and retain evidence. Apply rate limits and monitoring, and record actions so they can be reviewed. Fail closed if policy lookup, risk classification, approval verification, or audit logging fails. Logging and rate limits can limit damage, but they do not replace preventive authorization.
  7. Review identity and delegation. Bind the agent to an accountable human or workload identity and attenuate delegated rights rather than passing broad credentials through a chain of agents and tools. NIST describes these as areas still under examination, not a finished universal identity architecture.

When should an agent stop for approval?

Require a meaningful review when an action has material consequences beyond producing a private draft or analysis. This commonly includes externally visible communication, financial transfers, administrative or privilege changes, destructive operations, code execution with significant access, and production changes. The approval should name the action and its target; a generic “let the agent proceed” confirmation is not a substitute for checking the exact request.

Approval is one control, not a guarantee. OWASP recommends additional controls for destructive, financial, administrative, or externally visible actions, and step-up authentication for certain critical operations. Depending on the action, safeguards can include a second authorization check, restricted limits, independent validation, or a reversible staging step. The relevant combination depends on the system and consequence; no single prompt or universal risk label settles every case.

Use prompts selectively. NIST warns about consent fatigue: people accustomed to approving frequent requests may click through without meaningful review. Enforced narrow scopes should remain in place whether or not a human is asked to approve a particular action.

Why prompts cannot serve as access control

Web pages, documents, and emails read by an agent can contain prompt-injection attempts that steer tool use away from the user’s objective. Limiting the agent’s authority limits the possible damage if untrusted content influences it. OWASP recommends checking proposed actions against the original intent, but model guardrails are only one layer; they do not replace scoped permissions or approval for destructive actions.

Authorization belongs in the surrounding systems. A prompt that says “do not delete files” cannot prevent a tool or downstream service from accepting a delete request if its credentials permit deletion. OWASP’s guidance is to implement authorization in downstream systems rather than relying on the model to decide whether an action is allowed. The tool boundary and the service being called should enforce the policy for each request.

What remains unsettled about agent identity

NIST’s 2026 NCCoE concept paper, “Accelerating the Adoption of Software and AI Agent Identity and Authorization,” seeks input on project scope and questions including least privilege, identity, authentication, delegation, auditability, and prompt-injection impact mitigation. It describes work under consideration, not settled requirements or a universal implementation pattern. Organizations should make agent identity and delegation decisions deliberately and preserve accountability while those approaches continue to develop.
