They do document narrower capabilities: AI-assisted UPI support and mandate management, user-authorized device payments within user-defined limits, and credit reserved for repeat purchases. Those features are not interchangeable with open-ended agent spending.
This distinction matters to developers: support, device-initiated payment, reserved credit, and autonomous agent authorization are different product and permission models. The official descriptions below show what is documented—and where a production integration still needs current NPCI, bank, and regulatory confirmation.

Can AI agents make UPI payments in India?
The answer depends on what “AI agent” means. An assistant that answers payment questions is documented. NPCI has also announced payments initiated by user-authorized connected devices under user-defined limits. But the reviewed public materials do not define a generally available mechanism for an AI agent to independently select a merchant, decide to spend, and execute a UPI payment.
NPCI’s circular dated 8 October 2025 put UPI activity in context at approximately 20 billion transactions per month. That figure describes UPI’s scale as stated in the circular; it does not establish agent access, API availability, or permission to pay.

What payment-related capabilities are documented?
The following comparison separates the functions that can otherwise be confused. Announcement or framework descriptions do not, by themselves, establish general availability or a developer integration contract.
| Capability | Documented function | Authorization or control described | Availability or integration detail |
|---|---|---|---|
| UPI HELP | Answers digital-payment questions; supports transaction-status queries and complaint logging or tracking; shows active mandates and links to mandate lifecycle actions. | NPCI says decisions are made by the customer and/or issuer bank. | NPCI described it as a pilot accessible through participating member banks and DigiSaathi. Further app or API integration was contemplated. |
| UPI IoT Payments | Connected devices can initiate payments in response to context, routines, voice, or text. | User authorization and user-defined limits are described. | NPCI announced the capability in October 2025. An API contract, supported-device list, and bank-by-bank deployment details are not stated in that announcement. |
| UPI Reserve Pay (UPI SBMD on Credit Accounts) | Sets aside part of a credit-card or pre-sanctioned credit-line limit for repeat purchases, with blocked and used amounts visible across merchant, UPI, and issuer apps. | The announcement describes reserving credit; it does not state a general agent-delegation rule or a spending cap. | NPCI named e-commerce, food-delivery, and cab-aggregator contexts. A technical API is not stated in the announcement. |
| Banking Connect | Interoperable net-banking connectivity using QR and intent options, connecting banks and payment aggregators through a single integration. | Described as a merchant and bank interoperability solution, not an AI authorization mechanism. | NPCI Bharat BillPay Limited developed the solution. Current implementation details and availability should be checked in NPCI documentation. |
| Account Aggregator | Consent-based transfer of a customer’s financial information between participating institutions. | Customer instruction and explicit consent govern data sharing. | The Department of Financial Services describes a framework under RBI directions. It is not a payment rail. |
| AtOM | Agent-to-agent orchestration for payment-system research, requirements, implementation coordination, partner readiness, testing, and certification. | The public platform description says generated code stops at a build or merge request and human review remains in control. | NPCI describes a public open-source edition, distinct from its in-house version, beginning with UPI as a domain pack. |
How does UPI HELP work?
NPCI circular NPCI/UPI/OC-227/2025-26, dated 8 October 2025, introduced UPI HELP as a pilot for AI-powered assistance. Its scope is customer support and mandate management, not autonomous purchase selection.
- It can answer questions about digital payments.
- It can help check transaction status and log or track complaints, including specified dispute-support cases.
- It can show active mandates and facilitate actions such as pausing, resuming, or revoking them through deep links to UPI apps.
The circular says NPCI offers the service on behalf of the customer’s bank and that decisions remain with the customer and/or issuer bank. NPCI’s October 2025 announcement described the service as powered by its small language model; support was then in English, with additional Indian languages planned. The circular described access through participating member banks and DigiSaathi, with further app/API integration contemplated. These are descriptions of the pilot at that time, not a guarantee of universal 2026 availability.
How do AI agents pay through UPI?
The closest documented example is NPCI’s October 2025 announcement of UPI IoT Payments. It describes a user-authorized connected device initiating a payment when a contextual trigger, routine, voice instruction, or text instruction calls for it, within limits set by the user. Examples include fuel and EV charging, as well as services through connected cars, smart glasses, and smart TVs.

That is a bounded device-payment concept. It does not specify that any software agent may choose any merchant or spend freely, and the announcement does not provide the API contract, eligible participants, supported-device list, or bank-level rollout details. Developers should therefore treat it as a relevant announced capability, not as a ready-made general-purpose agent payment API.
What is UPI Reserve Pay?
NPCI describes UPI Reserve Pay as “Single Block Multiple Debit” on credit accounts. A user can block part of a credit-card limit or a pre-sanctioned credit line for repeat purchases. The announcement says blocked and used amounts can be visible across merchant apps, UPI apps, and issuer platforms, and names e-commerce, food delivery, and cab aggregation as use cases.
Reserving credit is not the same as delegating purchase decisions to an AI. The announcement does not establish an agent permission model, a general spending cap, or an API for agent-controlled debits. Do not infer any of those details from the fact that repeat purchases are supported.

Is there an API for agentic payments in India?
The materials described here do not establish a generally available API that authorizes arbitrary AI agents to initiate UPI payments. NPCI’s UPI HELP circular mentions further app/API integration as contemplated, but its documented functions are support, complaint handling, transaction-status assistance, and mandate management. The IoT announcement describes payment initiation by user-authorized devices but does not publish an API contract. Reserve Pay describes reserved credit, not an agent interface.

Banking Connect is a separate interoperability development: NPCI Bharat BillPay Limited describes QR and intent options for connecting banks and payment aggregators through a single integration. It may be relevant to merchant payment architecture, but the announcement does not characterize it as an agent wallet or a way for an AI to authorize spending independently.
Is Account Aggregator a way for an agent to pay?
No. The Department of Financial Services describes Account Aggregator (AA) as a financial-data-sharing framework established under RBI directions. An AA retrieves or collects a customer’s financial information and transfers it between financial institutions on the basis of the individual’s instruction and explicit consent; participation is voluntary. That can support consented access to financial data, but it does not itself move funds or authorize a payment.
The Department’s framework page states that RBI had granted registration to 17 AAs. Its progress figures as of 31 March 2026 report 179 Financial Information Providers and 989 Financial Information Users live, more than 2.88 billion financial accounts enabled for sharing, and 284.6 million user-linked accounts. These are the Department’s dated adoption figures for the AA framework, not measures of agent payment access.
What does NPCI AtOM do?
NPCI describes AtOM—Agentic Orchestration & Messaging—as an enterprise platform for coordinating payment-system changes across NPCI, banks, and payment service providers. Its public description covers work from research and requirements through implementation, partner readiness, testing, and certification. It says the public open-source edition is distinct from NPCI’s in-house version, starts with UPI as a domain pack, and keeps human review in control by stopping generated code at a build or merge request.

AtOM concerns how agents can assist with payment-system engineering and change coordination. It is not evidence that consumers can delegate UPI purchases to an autonomous agent.
What should developers verify before building?
The materials above leave core production questions unanswered. Treat the following as an implementation and compliance checklist to resolve with the relevant bank, payment participant, and current NPCI/RBI documentation—not as settled Indian rules:
- Participant and role: Which regulated or approved entity provides the payment service, and is the product merely recommending an action or initiating a transaction?
- Consent and authentication: How does the user grant, confirm, and authenticate a delegation? Which actions require fresh confirmation?
- Permission boundaries: Can permissions be restricted by merchant, amount, purpose, frequency, or expiry, and how are those constraints enforced?
- Revocation and recovery: How can a user revoke access, stop pending activity, request a refund, or resolve a disputed or duplicated transaction?
- Security and liability: Who handles losses or disputes involving prompt injection, mistaken merchant selection, compromised credentials, duplicate retries, or other failures?
- Integration and certification: Which current NPCI and bank APIs, participant eligibility rules, testing requirements, and certification steps apply to the proposed product?
RBI’s Payment Aggregator Master Direction is also relevant where a product’s actual role brings it within that framework. The available description of the direction states that merchants should be onboarded under its due-diligence requirements from 1 January 2026; that statement alone does not determine whether a particular agent product is a payment aggregator, handles funds, or may initiate transactions. Confirm applicability and current requirements against the RBI-hosted direction and obtain qualified compliance advice before launch.
What can a developer responsibly build now?
Build to the documented permission boundary. A payment-support assistant can answer questions, surface status, help track complaints, or link a user to mandate controls where the relevant implementation is available. A device-triggered payment flow can be considered only within the user-authorized, user-limited model described by NPCI and the requirements of the participating payment ecosystem. A repeat-purchase experience using reserved credit should be treated as a credit-reservation feature, not as blanket agent delegation. Consent-based financial-data access through an AA remains data access, not payment authorization.
For a product that lets an agent choose and execute purchases without a user’s per-transaction decision, do not infer permission from these adjacent capabilities. The production authorization model, participant eligibility, authentication, limits, liability, and integration path are not established by the public descriptions summarized here. Verify current primary NPCI, bank, and RBI materials before implementation; the 2025 announcements and dated framework figures should not be treated as a live API specification.
