You cannot reliably stop an AI agent just by telling it to stop. A real emergency-stop capability combines a human with authority to intervene and technical controls that can interrupt the agent’s actions and cut off the access it uses. The headline’s claim that most organisations lack these controls is not established by representative data; the practical question is whether your organisation can stop a specific agent from continuing to act.
What an emergency stop must actually do
An agent can act through its permissions to reach data, tools and applications. A request to stop, or a control that only pauses one part of a workflow, may not prevent further activity if the agent retains credentials or other routes to those resources. A useful stop procedure therefore connects human authority to the agent’s identity and access.

- Identify the agent. Responders need to know which agent, service identity or session is acting.
- Understand its authority. Know which credentials, tools, applications and data the agent can reach.
- Interrupt execution. Pause or terminate the relevant request, session or agent when possible.
- Contain further activity. Revoke credentials or tokens and block access to tools or downstream resources as appropriate.
- Assign a human to act. A named role needs the authority, training and escalation route to initiate the response.
These layers address different failure modes. A pause may stop the current task while leaving access intact; credential revocation may prevent new actions but not necessarily undo actions already taken. The appropriate sequence depends on the system’s design and the incident.

Who is allowed to stop AI use?
NIST’s AI RMF Playbook makes accountability concrete by asking: “Do they have authority to modify, limit, or stop the use of the AI?” A general promise of “human oversight” does not answer that question. Organisations should define which role can intervene, what triggers escalation, and who can authorize a broader shutdown.

- Product Name : Emergency Stop Push Button Switch ; Contact Type : 2 NC
- Ith:10A ; Ui:600V ; Type :Latching;
- Button Diameter : 40mm/1.6" ; Mount Hole Diameter : 22mm / 7/8";Fit Panel Thickness(adjustable) : 6mm / 15/64"(max.)
- Button size(Approx.) : 39 x 29 x 73mm/ 1.5" x 1.1" x 2.9"(L*W*H);
- Package Content : 2Pcs x Emergency Stop Push Button Switch.
That authority should be usable in practice: responders need a clear route to the relevant technical controls, and the organisation should record what was stopped, when, by whom and with what result. Routine intervention—such as limiting an agent’s scope—may have a different approval path from emergency containment.
Why agent identity and authorization matter
Stopping an agent depends on being able to distinguish it and control what it is allowed to do. NIST’s NCCoE project on software and AI agent identity and authorization addresses the security challenges that arise as agents act with access to data, tools and applications. The related project resource hub describes work toward practical implementation guidance, not a finished universal standard.

NIST says the planned deliverable is an SP-1800 practice guide with example implementations, architectures, build details and lessons from work in NCCoE laboratories using commercially available technologies. The hub reports more than 600 responses to its concept paper; that is a response count, not a measure of how many organisations use agents or have shutdown controls. NIST’s AI Agent Standards Initiative also describes voluntary guidance, interoperability work and research into authentication and identity infrastructure.
Why one kill-switch button may not be enough
In a distributed system, an agent’s work may involve multiple services, computers and delegated credentials. A single interface control is useful only to the extent that it reaches all relevant activity and access paths. A robust response may need to combine stopping a request or session with disabling credentials and blocking downstream access.

Axios reported on September 10, 2026, that Salesforce/MuleSoft’s Agent Kill Switch can halt an individual request, session, agent or company account and block credentials. Those are reported vendor capabilities, not independent proof that the product guarantees complete or safe shutdown in every system. The example illustrates why scope matters: stopping one request is different from containing an agent across an account, and neither alone establishes that all delegated access has been revoked.

NIST’s AI RMF is a voluntary framework, released on January 26, 2023, and NIST says it is being revised. It does not establish a universal legal requirement for every organisation to install a literal emergency-stop button. The following checklist translates NIST’s governance and identity concerns into operational questions:

- Inventory agents: record the agent’s owner, purpose, identity, connected systems and granted permissions.
- Name the responders: assign roles with authority to limit or stop use, plus a clear escalation route.
- Scope permissions: grant only the access needed for the task and make credentials or tokens revocable.
- Rehearse containment: practise interrupting a live request or session and cutting off relevant credentials and downstream access.
- Keep an audit trail: record the decision, actions taken, affected systems and test outcomes, then address gaps.
Use the exercise to check both sides of the control: whether a human can make the decision and whether the technical system enforces it. If either part is missing, the organisation may be able to ask an agent to stop without being able to prevent it from acting.
