AI Actors vs. CGI Characters: Cost, Control, and Creative Trade-Offs

An “AI actor” may be wholly synthetic or based on a real performer; CGI is a separate production approach. Compare scope, creative decisions, rights, and labor terms—not assumed cost savings.

Short answer: There is no evidence-based universal winner on cost. “AI actor” can mean a wholly synthetic performer or a digital replica based on a real performer, while a CGI character is a visual-effects production approach. To compare them fairly, define the character and performance you need, then weigh the specific production work, rights, labor terms, and reuse permissions involved.

What do “AI actor” and “CGI character” mean?

The terms describe different things, so they are not direct opposites. “AI actor” is ambiguous: it may refer to a wholly synthetic performer, a digital replica of an actual performer, a synthetic voice, or an AI-assisted workflow. SAG-AFTRA’s April 2024 bulletin distinguishes a synthetic performer from a digital replica, and those categories have different contract considerations.

Synthetic performer

In SAG-AFTRA’s April 2024 definition, a synthetic performer is wholly synthetic and is not based on an actual performer. A character voiced by a live performer is not a synthetic performer under that definition. SAG-AFTRA’s synthetic-performer bulletin explains the distinction.

Digital replica

A digital replica resembles or is derived from an actual performer. It may be a digitally created character or performance based on that performer’s likeness or recorded performance. Replica rules are distinct from rules for wholly synthetic performers; do not treat the labels as interchangeable.

CGI or VFX character

CGI/VFX describes a production approach for creating or altering images. A CGI character is not necessarily AI-generated, and the label does not establish whether the character uses a real performer’s likeness, voice, or captured performance. The sources cited here do not define a complete technical taxonomy of CGI pipelines, including the use of AI-assisted tools.

Are AI actors cheaper than CGI characters?

There is no substantiated general cost winner in the available sources: they provide no comparable project budgets or published cost study. A synthetic performer is not automatically cheaper, and a CGI character is not automatically more expensive. The answer depends on the work being compared and the actual production bids.

A useful estimate should compare the same intended result and include the relevant work, rather than comparing a single software or asset cost with an entire character pipeline. For each approach, ask whether the estimate covers:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Character creation and the work needed to achieve the desired look.
  • Performance generation or capture, including voice and expression where applicable.
  • Compositing, rendering, and integration into the final production.
  • Direction, revisions, and the effort required to keep performance consistent.
  • Permissions, compensation, covered labor, and any required bargaining.
  • Rights for the intended use, including any planned reuse or later changes.

These are comparison questions, not a published cost formula. A production seeking a background figure, a speaking character, a stylized nonhuman design, a replica of a particular performer, or a limited visual effect is asking for different work. Request estimates for the same scope and deliverables before drawing a cost conclusion.

How do the creative trade-offs differ?

Neither approach has a universal artistic advantage. Compare the decisions your team must make and who has authority over them:

  • Direction: Who can shape the performance, and what source performance, voice, or likeness does it depend on?
  • Revision: What can be changed after the initial performance or image is created, and what work does each revision require?
  • Consistency: Can the production maintain the desired voice, expression, and behavior across scenes and later work?
  • Rights and authorization: Does the work use a real performer’s likeness, voice, or recorded performance? Who can authorize the use and any later reuse?
  • Intended scope: Do the permissions cover the planned production and any changed or additional use?

For a wholly synthetic performer, the key question is whether the intended performance can be created and revised to meet the creative brief. For a replica, the real performer’s likeness or performance is part of the picture, so consent and the authorized scope matter. A CGI/VFX character can be designed around either an original performance or a real performer’s contribution; the label alone does not settle those questions.

What SAG-AFTRA rules apply to covered productions?

Contract terms depend on the agreement, covered medium, and production. The following points describe SAG-AFTRA’s explanations of particular TV/Theatrical agreements; they are not universal rules for every production or jurisdiction.

2026 TV/Theatrical Agreement: synthetics

In its FAQ about the 2026 TV/Theatrical Agreement, published May 14 and updated May 15, 2026, SAG-AFTRA says producers may not use synthetics without first bargaining with the union. The FAQ also describes a principle strongly favoring human performance and says producers do not intend to use a synthetic in a human role otherwise performed by a human unless the synthetic brings “significant additional value.” It says digital replication may count as human performance for that comparison. These statements are specific to the 2026 TV/Theatrical Agreement FAQ.

2023 TV/Theatrical contracts: digital replicas

SAG-AFTRA’s resource on the 2023 TV/Theatrical contracts says covered digital-replica use requires a reasonably specific description and clear, separate consent. Generally, consent is required for each use, subject to limited exceptions; a change in use requires consent for the changed use. These are the union’s descriptions of terms in those contracts, not a statement that every production is covered.

Digital simulation and recorded performances

In a March 17, 2023 statement, SAG-AFTRA said that “the terms and conditions involving rights to digitally simulate a performer to create new performances must be bargained with the union.” The statement also discusses limits on reusing recorded performances under collectively bargained provisions, including consent and negotiation of compensation. Read the union’s statement on AI and digital doubles.

Agreement timing matters: SAG-AFTRA’s AI resource timeline records ratification of a new TV/Theatrical Agreement in June 2026 and of the Interactive Media Agreement in July 2025. The applicable contract can differ by medium and agreement; the union’s AI resource page provides that timeline.

How should a production choose an approach?

  1. Define the result. Specify whether you need a speaking character, a background figure, a nonhuman design, a particular performer’s likeness, or a limited visual effect.
  2. Identify the performance source. Determine whether the work is wholly synthetic, uses a real performer’s likeness or recorded performance, or uses a live performer alongside CGI/VFX.
  3. Compare bids at equal scope. Have each estimate specify creation, performance work, integration, revisions, and deliverables so the quoted approaches can be compared meaningfully.
  4. Map permissions and labor terms. Identify the relevant agreement and confirm the required consent, notice, bargaining, compensation, and authorized uses with the appropriate parties.
  5. Plan for reuse and changes. State whether later use is intended and how a change in scope or use will be handled.

This is a production-planning framework, not legal advice. For a covered production, verify the terms of the applicable agreement and obtain advice from qualified representatives or counsel.
