The reason is coordination: as concurrent client work increases, teams must keep ownership, handoffs, capacity, status, and client communication aligned across more moving parts. That is a common pattern to investigate, not a proven sequence that applies to every agency.
Why delivery confidence and operational confidence can diverge
A team can be good at producing client results and still struggle to coordinate reliably. In ZenPilot’s 2026 survey, 90% of respondents agreed their agency delivers services that drive meaningful results, and 88% said clients are lucky to work with them. Yet 41% trusted that things would not slip through the cracks, 44% said their tools were organized and up to date, and 39% reported having a system to measure client satisfaction.

Those responses came from 4,321 people at 466 companies surveyed at the start of ZenPilot engagements. Because participants were entering an operations engagement, the sample is not a random cross-section of agencies. The figures illustrate a possible gap between confidence in the work and confidence in the operating system; they are not universal agency rates. ZenPilot’s 2026 agency benchmarks
How growth raises the coordination load
Each additional client or project adds more than tasks. It adds dependencies: different scopes, deadlines, decision-makers, approvals, communication expectations, and staff assignments. When the same people handle sales, delivery, and client updates across several engagements, informal memory becomes a fragile way to track who owns what and what needs attention next.

A missed handoff can leave delivery working from an outdated scope. A staffing decision made without a shared view of deadlines can create overload in one team and idle time in another. If client updates and delivery records live in separate places, managers may not see a risk until a deadline or relationship is already affected.

What survey data says about common pressure points
Other surveys point to capacity and coordination as recurring areas of difficulty, but they use different populations and methods, so their figures should not be combined into one benchmark.
- Planning people and assignments: Kantata reports that 41% find resource capacity planning difficult, 39% find resource allocation or staffing difficult, and 28% cannot consistently deploy their workforce on revenue-generating work in a profitable or balanced way. Its accessible survey page does not state a publication year or expose full methodology, so treat these as vendor-published survey findings rather than industry-wide rates. Kantata’s resource management survey
- Disconnected work and manual coordination: The same Kantata page lists integration challenges at 35%, spreadsheet or manual effort at 33%, workflow management at 30%, and data silos at 26%. These point to friction in how information moves, not proof that any single technology is the cause.
- Advertising-agency processes and systems: Basis’s 2026 Advertising Agency Report says 44.1% of surveyed professionals cited inefficient processes and 40.4% cited siloed systems as obstacles. The report surveyed more than 200 professionals at leading agencies, so its findings describe the advertising sector and should not be generalized to every agency type. Basis’s 2026 Advertising Agency Report
- Utilization targets: Teamwork’s 2023 report page says 52% struggled to hit billable utilization benchmarks above 50%, while 18% always met billable versus non-billable targets. These are historical vendor survey results, not a current 2026 benchmark. Teamwork’s 2023 agency industry report
Why new infrastructure may not solve the first problem
Here, “infrastructure” can mean technical systems, integrations, or physical capacity. Workflow problems are often operating problems first: unclear ownership, undocumented handoffs, inconsistent status updates, or no shared way to make staffing decisions. Buying software before defining the process can move confusion into a new interface without resolving it.

The reverse is also true: a clearer workflow cannot create enough available staff when the agency is over capacity. The useful question is not whether process or technology matters more in general, but which constraint is actually causing work to fail.
How agency operations tend to formalize as firms grow
Promethean’s 2026 report describes medium agencies formalizing roles and project-profitability reporting, while larger agencies forecast and smooth capacity six to twelve months ahead. It also reports that production employees account for about two-thirds of agency talent. These are descriptions of growth-stage patterns, not a staffing formula or a requirement to adopt particular job titles. Promethean’s 2026 digital agency industry report

As an agency expands, the practical shift is from relying on individual memory to making operating information visible and repeatable. That may mean clarifying who owns a handoff, reviewing project economics more regularly, or planning capacity farther ahead. The appropriate level of formality depends on the agency’s service mix, concurrent workload, and existing practices.
A practical way to diagnose the bottleneck
- Name the failure: Identify whether work is getting stuck at a sales-to-delivery handoff, losing clear ownership, exceeding capacity, missing client updates, or producing unreliable reporting.
- Trace the information: Follow one recent project from commitment through delivery. Note where scope, deadline, owner, status, and client decisions are recorded—and where someone had to ask around to find them.
- Fix the operating rule: Document the handoff, decision owner, or update cadence that is missing. Make accountability explicit before adding another tracking layer.
- Make workload visible: Use a shared view of active work and staffing commitments so managers can spot conflicts and capacity gaps early. Review both assignments and whether the planned work is economically viable.
- Connect systems selectively: If teams repeatedly re-enter information or work from conflicting records, assess whether integration can remove that specific friction. Avoid adding tools without a defined operational need.
- Set a planning rhythm: Match the forecast horizon and review frequency to the agency’s workload and growth. Larger agencies may plan capacity six to twelve months ahead, as Promethean describes, but that horizon is not a universal requirement.
When an agency needs a process change, a role, or a tool
Use the cause of the failure to choose the intervention. If people do not know the expected sequence or owner, clarify and document the process. If decisions repeatedly have no accountable person, assign ownership. If leaders cannot see assignments, project health, or profitability in time to act, establish a reporting practice and determine whether existing tools can support it. If information is trapped in disconnected systems or manual re-entry is creating errors, consider integration or a system better suited to the need.

When comparing operational systems, assess workflow and handoff visibility, resource planning and staffing, integration with existing tools, project profitability and utilization reporting, client communication and satisfaction tracking, and whether teams can adopt the system without needless complexity. These are needs to evaluate, not a ranked product scorecard. The available evidence does not set a universal threshold for hiring operations staff or buying software.
How to read the evidence
The available surveys measure different groups: ZenPilot surveyed teams beginning an operations engagement; Basis covers advertising professionals; Kantata’s accessible page omits key date and methodology details; Teamwork’s figures are from 2023. Their results are useful as signals about possible pressure points, not as directly comparable rates or proof that workflow strain always precedes infrastructure limits.
