You can add a Control Panel command to the desktop background’s right-click menu with a Registry Editor change. The example below uses control.exe to launch Control Panel, but the exact recipe comes from a third-party demonstration—not an officially validated Windows setting. If you want the easier, lower-risk option, create a regular desktop shortcut instead.
What the registry change does
Windows shell registrations can add commands to the desktop background menu. Microsoft developer Raymond Chen describes the general approach using the DesktopBackground shell object, but that guidance does not validate this specific Control Panel entry across Windows 11 builds: The Old New Thing: desktop background context-menu commands.

A third-party demonstration published on July 21, 2025, applies that pattern at HKEY_CLASSES_ROOTDesktopBackgroundShellControlPanel. It sets a display label, uses control.exe as the icon, and places control.exe in a child key named command. Treat this as an example registry recipe, not as a Microsoft-supported or cross-build-guaranteed configuration.

Add the Control Panel command through Registry Editor
Registry changes are advanced configuration. Microsoft warns that incorrect edits can cause serious problems, including system instability, application errors, or Windows failing to start. Back up the registry before making changes, and do not proceed unless you are comfortable editing it. Microsoft’s guidance is in System configuration tools in Windows.

Close Registry Editor, then check the desktop background context menu. The exact placement and appearance are not established for every Windows 11 build. Windows 11 uses a streamlined context menu, and some older extensions may be under Show more options; that general behavior does not confirm where this particular command will appear. See Microsoft’s context-menu guidance.
This command launches Control Panel. It does not restore settings that Microsoft has moved to the Settings app.

Use a desktop shortcut instead
If you do not specifically need a right-click menu entry, a standard shortcut avoids the registry edit. Microsoft documents creating one by right-clicking an empty area of the desktop, choosing New > Shortcut, and following the prompts. Use control.exe as the shortcut’s location, then give it a name such as Control Panel.

Microsoft documents these launch methods alongside the desktop-shortcut workflow in System configuration tools in Windows.
Why Control Panel is still available
Control Panel remains in Windows for compatibility and for some settings that have not moved. Microsoft is migrating many settings to the Settings app and encourages using Settings where the relevant option is available. Adding a shortcut changes how quickly you can open Control Panel; it does not change which app contains a particular setting. Microsoft explains the distinction in System configuration tools in Windows.
Quick Recap
