In manual mode, add the banner from the top of the header section, enter its text, then use Edit section to adjust its background and height. It appears above the navigation menu. Despite its name, the sticky bar is documented as a static banner; it is not the control that keeps the menu fixed while visitors scroll.
How to add and customize the bar

In the editor, go to the header section and click Add sticky bar at the top of that section.

Enter the text you want the banner to display.

Click Edit section to open the section settings.

Adjust the section background by choosing a color or image, and change the section height in the layout settings.

The finished bar sits above the navigation menu. The steps and available settings are described in the official manual-mode sticky-bar guide.

The guide describes the bar as a static banner and does not state that it remains fixed during scrolling. To keep the navigation menu visible as visitors scroll, use the separate Make header sticky layout option for the header. That menu setting is distinct from adding a bar above the menu; the header layout guide documents the sticky-header option.
